GROUP LEARNING AND DEVELOPMENT MANAGER 
CEF SOC 
CEF is a Schedule 2 state owned diversified energy company reporting to the Department of Mineral Resources and Energy. The Mandate of CEF is to contribute to the security of energy supply of South Africa and the Region through exploration, acquisition, development, marketing and strategic partnership. It is derived from the CEF Act (No 38 of 1977) and the Ministerial directives issued thereafter.

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE 
 B. Degree in Human Resource Management and/or equivalent qualification 
 A Certificate in Advance Management Program/equivalent 
 A Certificate in Training and Development/Project Management will be an added advantage. 
 Minimum 10 years of which 3 years must be at Managerial level.

KEY PERFORMANCE INDICATORS 
Policies and Procedures 
 Develop, obtain approval for, and implement L&D related policies and procedures to ensure that the objectives (in line with relevant legislation) are achieved. 
 Develop and review policies against best practices and legislative requirements and amend where necessary. 
 Communicate applicable policies and procedures to the relevant stakeholders. 
 Provide guidance and clarity on the interpretation of L&D policies, procedures, and processes. 
 Monitor the adherence to policies and recommend corrective action where needed.
 Contribute to the development of an HC strategy, compile an implementation plan, and monitor the implementation of the strategy. 
 
Learning and Development 
 Manage the development and coordinate the implementation of the Learning and Development and Bursar Strategy, training courses and learning plans which addresses the skills gap in the organisation. 
 Promote the building of a new corporate identity, grounded on the integration of diverse cultures and achievements of EE targets to ensure CEF’s Transformation. 
 Coordinate the skills assessments and analyse training needs to develop new training programs or modify and improve existing programs. 
 Coordinate and conduct evaluation of training courses and measure the training effectiveness to ensure training ROI. 
 Manage, coordinate and report back on Scholarship and Bursary programme implementation to ensure the continued development of new and graduate professionals in the organisation and the achievement of EE targets. 
 Manage and coordinate the drawing up and reporting on the progress achieved to government in terms of the Workplace Skills Plan through an effective Skills Development Committee. 
 
Talent Management 
 Develop a structured approach to talent management and succession planning that offers effective development for our people and ensure long term business continuity. 
 Develop and deliver an approach for coaching and mentoring. 
 Lead, develop and oversee the provision of the organizations learning and development agenda linked to the BEE strategy. 
 Identify trends, best practices, and opportunities for improvements to drive employee engagement and retention. 
 
Financial
 Manage the compilation, implementation and monitoring of the Learning and Development budget to ensure that funds are optimally utilised in delivering training. 
 
Customer Service 
 Communicate and coordinate the implementation of the learning and development plans with line to ensure continuous employee growth and development. 
 Liaise and build relationships with external training providers and industry related bodies to maintain relationships and to identify industry priorities and opportunities 
 
People Management 
 Establish and clearly define a structured departmental structure with emphasis on key functions required for the department to deliver on its mandate effectively. 
 Manage the timeous recruitment of relevant staff members. 
 Delegate to and effectively manage the departmental team. 
 Ensure that all diversity targets of the department are met. 
 Develop a culture of learning to deliver on the CEF mandate. 
 Ensure a safe and healthy working environment for all staff members. 
 
Stakeholder Relations 
 Communicate with all departments and other stakeholders on their needs and resolve and respond to their queries. 
 Attend meetings and project manage relevant projects. 
 Interact with relevant service providers and other bodies where required.
