(5-year contract)

CEF (SOC) Ltd is involved in the search for appropriate energy solutions to meet the energy needs of South Africa, The Southern African Development Community (SADC) and the sub-Saharan African region, focussing on clean energy options as well as fossil fuels as per the mandate from the Department of Energy. It also manages the operation and development of the oil and gas assets of the South African government including strategic crude oil assets and management. CEF controls entities with commercial and developmental roles, housed in eight operating subsidiaries. Reporting to the Board, the incumbent will manage the activities and resources of the holding company to ensure the achievement of agreed goals in terms of the Shareholder’s Compact.
MAJOR RESPONSIBILITIES INCLUDE
Provide Strategic direction and leadership to the CEF Group of Companies
Develop and implement Strategic interventions aimed at ensuring that CEF is sustainable as per its Vision outlined in various documents
Promote the Group’s Vision, Mission and Values founded on the desire to be a High Performance Organisation that relies on its dynamic Employee Value Proposition that attracts, develops and retains highly skilled employees
Develop Frameworks and strategies for the development of the next generation of leaders for the whole of the CEF Group
Transform CEF into a strategically aligned Group that is innovative, commercially viable, self-funding and yet delivers on its Developmental mandate as reflected in the CEF Act and other relevant documents
Develop CEF into the Number One Energy Company in Africa that is commercially viable and profitable
Support the Shareholder in delivering on the optimum Energy mix that will ensure energy security of supply for South Africa, SADC and the African Sub Saharan Region
Develop and implement frameworks, structures and Processes that ensure Good Governance, Effective Risk Management and Compliance with government’s policy, regulatory guidelines, directives and applicable legislation
Ensure effective Stakeholder Management at all levels including with the Shareholder, the CEF Board, Subsidiary Boards and EXCOs, the Portfolio Committee, Employees, Communities and all social partners
Ensure the development of Strategic Partnerships to facilitate and close brown field Renewable and clean energy opportunities
Develop a strong Group Holding structures that ensures effective Oversight, Control, Collaboration and Accountability
QUALIFICATIONS AND EXPERIENCE
An MBA or equivalent qualification supplemented with appropriate experience
At least 15 years’ experience in a senior leadership position preferably in the energy sector
An astute business person with business turnaround and transformation experience
Practical leadership skills, experience and a demonstrable track record in managing a large and complex organisation with results-driven delivery record
Experience and ability to interface with government, regulatory authorities and the energy sector nationally and internationally
Ensure effective Stakeholder Management at all levels including with the Shareholder, the CEF Board, Subsidiary Boards and EXCOs, the Portfolio Committee, Employees, Communities and all social partners

PERSONAL ATTRIBUTES (CRITICAL FOR SUCCESS)
High level of integrity, initiative and passion;
A high level understanding of growth and development processes and strategies, especially in the area of maximizing the value of infrastructure.
Extensive experience in managing and controlling all strategic and business aspects of a company
Broad understanding of development economics and industrial strategy;
Understanding of PFMA and treasury regulations;
Understanding of King III and IV report on corporate governance.
Excellent negotiation skills with persuasive and influential communication skills
Developing a wide range of relationships and networks with local stakeholders and various institutions
Excellent leadership qualities including sound ethical practice;
Commitment to stakeholder processes and accountability;
Preference will be given to candidates from designated groups in terms of national labour legislation. A remuneration package will be negotiated to attract the best available candidate. Shortlisted candidates will be required to undergo security vetting process
