GENERAL MANAGER: PROJECT MANAGEMENT UNIT (PERMANENT) 
CEF SOC 
 
CEF (SOC) Ltd participates in the search for appropriate energy solutions to meet the energy needs of South Africa, The Southern African Development Community (SADC) and the sub-Saharan African region, focussing on clean energy options as well as fossil fuels as per the mandate from the Department of Mineral Resources and Energy. It also manages the operation and development of the oil and gas assets of the South African government including strategic crude oil assets and management. CEF controls entities with commercial and developmental roles, housed in operating subsidiaries.

Required minimum qualifications and experience: 
 Bachelor’s Degree in Engineering/ Business Science or Natural Sciences augmented by a Post graduate qualification in Business Management or. 
 Master’s degree in Business Sciences or Management Sciences 
 Must have a post graduate equalisation in Project Management 
 High level of integrity, results oriented, managerial, and administrative skills backed by project management experience. 
 Knowledge and ability to develop project management controls. 
 Demonstrated organizational leadership at strategic and operational levels and navigation in a complex organization. 
 Knowledge and understanding of strategic planning and reporting. 
 Knowledge of budgeting, forecasting and variance analysis. 
 Good knowledge of process costing and activity-based costing principles. 
 Ability to interface between government and Energy Sector. 
 Meticulous, business minded, independent self-starter who has a passion for success. 
 Critical skills: analytical ability, creativity, communication, influencing, negotiation, and leadership. 
 
Job Purpose 
 Manage CEF SOC Group Project Management Office, by overseeing all strategic projects within CEF SOC Group in alignment with CEF SOC’s corporate strategy and its corporate plans in a cost-effective manner, which contributes to a long-term profitability and financial sustainability of the PMO and CEF SOC Group 
 
KEY PERFORMANCE INDICATORS 
Project Management 
 Develop templates and guidelines, based on national and international best practices, for the scheduling of CEF programmes and projects, customized for different functional areas 
 Coordinate technical studies as part of pre-feasibility studies, system acquisition and plant establishment initiatives. 
 Manage PMO’s strategic projects as required in accordance with CEF SOC governance and corporate requirements. 
 Serve as primary PM support by assisting Project Managers in delivering successful project implementation and results thereof. 
 Provide project support for the maintenance of the renewable energy projects as per the applicable codes and standards of project management. 
 Manage and investigate the resolution of project related non-conformance including audit findings by ensuring that accurate and timeous reporting is adhered to. 
 Provide Energy Sector intelligence on an on-going basis for the successful delivery of the multiple projects 
 
Financial Management 
 Prepare, manage, and monitor the operational budget of the PMO area, to ensure effective and efficient functioning on cost control. 
 Liaise with Project Cost Controllers to provide regular updates on the Project spend, progress (budget vs actual) per each project milestone and overall project. 
 Analyse trends, financial data, operating requirements (project budgets) and prepare operating plans/estimates to determine funding for the financial year. 
 Ensure that all processes for cost management are uniformly implemented across the 
 Department in accordance with CEF SOC procurement requirements in order to avoid 
 and fruitless expenditure. 
 Evaluate the area’s performance against the approved budget by addressing deviations/variances. 
 Monitor, recommend and implement corrective measures to rectify deviations/acts contrary to budgetary provisions, financial regulations, audit requirements and Departmental procedures 
 
Strategic Support & Office Management 
 Establish all management systems to design project plans, including setting deadlines, prioritizing tasks, and assigning team members to various deliverables. 
 Drive the development and implementation of frameworks, systems, processes, and procedures to optimise the quality and consistency of the planning, execution, close out and evaluation of projects. 
 Oversee the development and implementation of CEF Project Infrastructure (i.e., frameworks, guidelines, processes, policies, standard operating procedures (SOPs), templates and tools) to drive improvements in programme and project management practices within CEF, based on national and international benchmarks. 
 Ensure that all projects are adhering to the project standards and methodology which is carefully selected in line with CEF SOC Group’s policies, Standard Operating Procedures (SOP’s) and frameworks. 
 Ensure that latest best practices/ benchmarks are used in the development of project plans and programmes. 
 Oversee the development and implementation of a Project Portfolio Management System (PPMS) as well as other systems and tools to support the effective implementation of the projects. 
 Oversee the development and implementation of a change management strategy to support the successful implementation of the PPMS 
 Provide strategic and operational leadership for the PMO and coordinate all annual work planning, technical and financial project reviews, evaluation, and implementation activities with team members, Project Leads, and other stakeholders. 
 Establish a dashboard to track the performance of each project at various phases and raise concerns with GCOO and respective Project Leads. 
 Develop an archive of Project Management Templates for different types of Projects (Contracts, Processes, Concept Reports, Business Case templates). 
 In liaison with the Business Development, EPD, Corporate Finance, Strategy, and subsidiary teams, analyse the project portfolio (monitor the sequencing of current and proposed projects, note relationships or inter-dependencies between projects, scope etc.) and formulate recommendations regarding project scheduling, funding, and optimisation, to best maximize the benefits realised
