Job Description
Job Purpose: Manage and co-ordinate the key performance areas and result indicators associated with the roads and storm water, operational contracts, Public Works contracts and Extended Public Works contracts in the Breede Valley Municipal Area. Manage the operational requirements through investigation, analysis and interpretation against the capacity and capability of the Directorate to accomplish immediate-, short-, medium- and long-term objectives. Manage the implementation and execution of specific administrative procedures in order to ensure that an acceptable standard of service is made available.
 
Duties: Identify, plan and present initiatives and conceptual frameworks of current and future interventions necessary to achieve acceptable levels and standards of service delivery for consideration and inclusion into immediate/ short term performance and service delivery and strategic plans ● Manage and coordinate the operations carried out by the Roads and Storm Water Division to regulate specific sequences associated with the functionality • Establish, implement and monitor safe working practices and procedures to comply to health and safety regulations to minimise any danger or accidents ● Manage the formulation of specific contracts and tender documents and control contractual obligations. ● Prepare capital and operating estimates, and control expenditure against approved budget allocations to support budget planning sequences. ● Monitor and manage Contractor performance against agreed terms and conditions though ongoing interaction, inspections, etc. and alert the Contractor to any acts of non-conformance. ● Report to Council on progress with the implementation of Roads and Storm Water construction and maintenance related strategies, programs and services aimed at realizing the needs and priorities reflected in the Municipality's Integrated Development Plan. ● Manage and control the utilization, productivity and performance of personnel within the Section. ● Manage the administration of Roads and Storm Water Section ensuring  that  documentation  related to all maintenance, contracts and operational activities are maintained.
 
Job Requirements
Minimum Requirements:
  • BEng or BSc (Eng) Engineering degree or BTech Civil Engineering
  • Eligible for Professional Registration in terms of Act 46 of 2000, sec 18 (1)(a)(i) Professional Engineer or sec 18 (1)(a)(ii) Professional Engineer Technologist and must complete required professional registration within eight (8) months period from date of appointment.
  • 8 years or more relevant experience
  • Computer Literacy: MS Office
  • Code B driver’s license
  • Must be able to communicate in at least two (2) of the three (3) official languages in the Western Cape
  • Compliance with the National Treasury Regulations on the required Minimum Competency Level Unit Standards applicable to this position, or must complete the unit standards within an eighteen (18) months period from the date of appointment as provided for in GNR 1146 under GG 41996, dated 26 October 2018
 
Preferred Requirements:
  • BEng or BSc (Eng) engineering degree
  • Professional Registration in terms of Act 46 of 2000, sec 18 (1)(a)(i) as Professional Engineer

Job Description
Job Purpose: Manage and control the key performance areas associated with the theory and principles of civil engineering in reporting, planning and designing of municipal infrastructure (i.e., roads, storm water, water, sewerage, irrigation systems, facilities, etc.)  in accordance with the relevant legislation, policies, standard operating procedures and guidelines.
 
Duties: Developing objectives and strategies for sustainable service delivery by establishing long term objectives and specifying/developing plans for projects and actions to prioritize, organize and accomplish civil engineering planning and design goals. ● Implements procedures, systems and controls to regulate specific work sequences associated with the relevant functionality. ● Plans, prioritises and schedules the planning and design of civil engineering projects ● Applying the theory and principles of civil engineering in planning and design. ● Providing guidance and expert advice to management and technical staff on technical, systems or process related issues and/or preferred technical alternatives, drafting detailed dimensional drawings and design layouts for civil engineering projects. ● Creating and/or certify engineering design plans and installation drawings by hand or with computer aided design (CAD) software ensuring conformance to specifications, preparing estimates of labour costs and the amount and type of materials and drawing up timescales for the delivery of supplies and equipment. ● Co-ordinates and controls the administration of contracts for civil engineering goods and services. ● Examine and approve drawings of new infrastructure development. ● Exercising expenditure control over line items on the budget and analysing resource requirements against project scope and time frames with a view to optimising utilisation and achieving cost effectiveness. ● Ensure the application of processes, methods, skills, knowledge and experience to achieve specific project objectives according to the project acceptance criteria within agreed parameters. ● Managing deliverables that are constrained to a finite timescale and budget.● Monitoring operating expenditure within the Division and implementing various checks and balances. ● Performs and co-ordinates specific administrative and reporting requirements associated with the key performance and result indicators of the functionality. ● Liaising with external/internal bodies (Governmental Bodies, User Departments, Service Providers, Ward Committees, Community, etc.) regarding civil engineering project planning and design. ● Manage the implementation and adherence to Occupation Health and Safety Act and regulations. ●  Directs and controls the Key Performance Indicators and outcomes of personnel within the Section.
 
Job Requirements

Job Description
Job Purpose: Coordinates and controls the application of specific Human Resources recruitment, selection and employment equity procedures by implementing legislation and policies and specific interventions associated with the functionality in order to ensure adequate guidance and support is provided to accomplish the operational objectives of the Division.
 
Duties: Implement the Recruitment and Selection policy and the Employment Equity policy. • Draft SOPs in line with the relevant policies. • Providing input to drafting of policies. • Provide guidance regarding the method of advertisement linked to the Recruitment and Selection policy. • Place the advertisements to ensure the correct communication mediums are used. • Coordinate the recruitment and selection process and evaluate applicants’ suitability through analysis of practical assessments and interviews. • Oversee all arrangements with regards to scheduling test and interview dates and times, venues; committee members; compiling and distribution of agendas; collecting outstanding documentation from prospective candidates, etc. • Compile EE statistics on monthly basis for monitoring and implementation purposes. • Prepare and draft EE report. • Liaise and communicate with external bodies/persons i.e. applicants, members of the public and/or SALGA on matters of recruitment and selection, and employment equity. • Providing input in respect of the operational and capital needs of the section to support budget planning. • Monitoring expenditure against all recruitment and selection votes. • Arrange appointments for medical testing of successful candidates. • Maintain, update and keep accurate database of staff establishment, recording appointments and terminations. • Analyse and compare the submission of new positions against the personnel budget and draft staff establishment to ensure that all submissions are incorporated. • Provide verified information for inclusion in various reports. • Leading and guiding subordinates. • Monitoring the progress of collection of data and produce the evidence within the required time frame, relating to the finding(s) received.  • Timeously respond to audit queries. • Adhere to standard operating procedures and instructions pertaining to OHS.
