The Breede-Olifants Catchment Management Agency (BOCMA), a water management entity established in terms of the National Water Act, 1998 (Act No.36 of 1998), NWA, to perform sustainable and equitable integrated water resource management within the Breede-Olifants Water Management Area in the Western Cape Province.

GEOHYDROLOGIST
SALARY LEVEL: An all-inclusive total package linked to OSD (current) depending on years of experience. 
CENTRE: Worcester 
 
JOB PURPOSE: 
Provide expertise in the field of Geohydrology in order to assess, develop, protect, use, conserve and manage water resources. 
 
Requirements: An appropriate 4 year BSc. (Hons) degree or equivalent qualification in Geohydrology or Geology. At least 7 years’ post qualification experience including experience in the occurrence, development and management of groundwater in South Africa. Compulsory registration with the SACNASP as a professional Geohydrologist and so is a drivers’ license and willingness to travel extensively. 
 
KEY PERFORMANCE AREAS: 
Ensure implementation of the National Water Act, Act 36 of 1998. Provide scientific and technical expertise to ensure applicable groundwater development, assessment, conservation, management and protection within the BOCMA area of jurisdiction. Develop applicable regulatory instruments including guidelines, regulations and management processes in the management of groundwater. Development of capacity building/awareness-making material as well as the setting up of research and development projects aimed at improved groundwater development and management techniques and applications. Support the implementation of groundwater protection strategies and related protocol at Catchment level. Provide advice and guidance on groundwater development (environmental impact assessment and related groundwater protection issues) and management of projects within the Catchment. Ensure data collection and capturing on the relevant BOCMA database regarding groundwater activities. Ensure provision of effective technical training over all the full spectrum of hydrological data processing and the use of HYDSTRA and NGA/NGDB. Audit underground water development and management activities within the BOCMA’s area of jurisdiction. Liaise with implementing parties concerned including internal sub-components {Water Use Planning, Water Use Regulation, Participation and Stakeholder Engagement (Water Sector Support) and legal unit} and external stakeholders (Water Boards, Municipalities, NGOs, Provincial Departments including the DWS Regional Office, Consultants, Public and Private Sector. Ensure budgeting and effectively manage the budget for Geohydrology. Ensure capacity building and awareness around groundwater occurrence and use. Ensure an operational, updated GIS supported groundwater database. Ensure proper and applicable training opportunities (skills transfer and empowerment) to all applicable personnel. Effective management of staff and projects. Liaise with stakeholders and service providers and manage service providers. Provide groundwater extension services within the Catchment. Plan and supervise the implementation of the Agency’s catchment groundwater monitoring and information programme and system. Evaluate, assess and monitor groundwater use license applications. 
 
The following will serve as recommendation 
A thorough understanding and knowledge of the National Water Act, Act 36 of 1998. Compulsory registration with SACNASP as a Professional Scientist. Knowledge of the key Water and Environmental Acts and related policies. Knowledge of and experience in groundwater resource exploration, aquifer characterisation and development of management information products. Knowledge of groundwater information systems including GIS applications and capabilities. Knowledge of computer-based groundwater programs and projects. A thorough understanding and knowledge of the guidelines, protocols, standards, and norms for groundwater development, protection and management. Proven experience in supervision and management of personnel, consultants and other service providers. Knowledge and experience of budgeting and budget control. Good leadership and management skills. Excellent communication (verbal and written) including report writing skills. Practical experience in hydrological modelling and hydrological assessments. Experience in the application of models such as Water Resources Simulation Model 2000 (WRSM 2000), Water Resources Yield Model (WRYM) and the CLASSR/PATCHER rainfall gap filling models. The ability to conceptualise and develop catchment scale models of surface water assessments. Verifiable ability to identify and solve problems using critical and creative thinking in a multidisciplinary environment. Proven experience in the compilation, implementation, monitoring and reporting on business plans and budgets. Excellent practical experience relating to knowledge and technical skills transfer.

​PROFESSIONAL ENGINEER: WATER RESOURCE MANAGEMENT 

SALARY: R1 365 148 – R1 492 726, an all-inclusive total cost to company (linked to OSD Engineer) depending on current salary.

JOB PURPOSE: 
Provide engineering expertise to assess, develop, protect, use, conserve and manage water resources. 
 
Requirements: An appropriate and recognised four-year B degree in Civil/Agricultural Engineering, {B.Eng. / B.Sc. (Eng.)}. 6 years post qualification engineering experience and compulsory registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer. A valid unendorsed drivers’ license is a prerequisite while experience acquired in the water sector will be an added advantage. 
 
KEY PERFORMANCE AREAS: 
Provide engineering input in the process to authorise water use. Investigate and provide advice regarding registration of Water Use on aspects of the National Water Act. Identification of available water resource and developmental needs. Comparative analysis, optimization, and reporting of feasibility investigations of possible water resource developments. Coordination and processing of inputs from a wide range of disciplines. Assist in the selection, appointment, and control of professional service providers. Capacity building and mentoring of young engineers and technicians within the BOCMA, when required. Demand management and water conservation. Validation and verification of Water Use. Responsible for the assessment of water use licenses taking cognizance of hydrological, environmental, social, and other factors into consideration. Ensure dam safety evaluation, assessment, and monitoring on a continuous basis. Attending and addressing stakeholder meetings on water resource related issues. Negotiation with stakeholders and affected parties to obtain acceptable license conditions.

​SUPPLY CHAIN PRACTITIONER 

SALARY LEVEL: R940 806 an all-inclusive package per annum 
CENTRE: Worcester 
 
JOB PURPOSE: 
To manage the sourcing of goods and services in accordance with the relevant procurement policies and procedures and will be reporting directly to the Chief Financial Officer. 
 
KEY PERFORMANCE AREAS: 
Implementing an ongoing maintenance of Supply Chain Management systems to improve effectiveness and efficiency of the system. Enforcing of the regulatory framework for SCM within the Agency (i.e. prescribed National SCM requirements aligned to legislations and policy and delegation frameworks within the Agency. Demand and acquisition management. Assist with budget allocation. Contract and lease management in accordance with prescripts. Managing bid administration processes. Co-ordinate, review and execute bidding process including preparing the necessary documentations and conduct briefing sessions for tenders and quotations. Manage disposal management process. Manage all prospective and preferred suppliers database activities. Regular reporting to the CFO and to National Treasury on performance of the SCM systems and comply to the reporting requirements for SCM as prescribed by the relevant regulations and policy. Maintaining and keeping a proper audit trail in respect of all transactions processed by the unit. Implement costs reduction scheme and SCM processes improvement. People management within the Unit including capacity building and training of employees involved in SCM processes. Provide input into the interim and annual financial statements and statutory reports. Provide expert advice to end-users regarding the development of both short and long term Service Level Agreements (SLAs) including repeat purchases.
 
REQUIREMENTS
Degree/B Tech in: Finance/ Supply Chain Management /Logistics NQF 7. 7 years’ experience in Procurement / Supply Chain Management in the public sector, preferable 5 years supervisor experience in Procurement / SCM. Computer Literacy. Knowledge of SAP will be an added advantage. A valid driver’s license.
