As guided by its mandate the BANKSETA is as such an agent of transformation by promoting employment equity and broad-based black economic empowerment through skills development.

Job Title: MANAGER: REGIONAL LEARNING INTERVENTIONS (KWA-ZULU NATAL REGION)

Full-time/Part-time/Contract: Full time

Location: KZN Regional Office (Westville, Durban)

Remuneration: R994 386.00 – 1 399 668.50 CTC per annum

 

The purpose of the role

The Manager: Regional Learning Interventions reports directly to the Executive Manager: Learning Programmes. The Manager: Regional Learning Interventions is responsible for managing and overseeing the implementation of all learning programmes in the region. The main aim of this function is to establish presence and increase footprint for BANKSETA in the region. The incumbent in this role will act as a key contact person in the region.

 

Main Responsibilities

To manage the Regional Learning Interventions function for BANKSETA

  • Develop the regional learning interventions strategy and operational plan aligned with the BANKSETA Mandate and Strategy.
  • Conduct business regional planning by identifying activities to be conducted annually and develop regional stakeholder engagement plan.
  • Ensure that all functions in the department are aligned with the developed operational plan.
  • Ensure that all staff are aware of the operational plan.
  • Provide input to the BANKSETA capacity building of institutions on a regional level.
  • Develop set performance measurement mechanisms and ensure the implementation of these through the operational plan.
  • Develop procedure documents as and when required.
  • Review current policies and procedures and make suggestions for changes.
  • Monitor progress to ensure successful implementation of plans and achievement of targets.
  • Produce relevant information reports according to requirements and timelines
  • Prepare and submit reports or ad hoc reports to the Executive Manager: Learning Programmes as and when required.
  • Act as a consultant to business on skills development related matters and provide input to problem resolution and take steps to break down barriers that hinder progress.
  • Manage the communication flow between the different functions in the department and across functions in the Regional Learning Interventions Department.
  • Support the training of staff within all systems, policies and procedures to minimise non-conformances.

 

 To develop, maintain and build relationships with current and potential stakeholders to ensure service level requirements are met and to protect BANKSETA’s interest in the relationship

  • Develop a business case (Project Initiation Charter) with regard to new opportunities and present these recommendations to BANKSETA Management.
  • Manage the relationships and contracts with identified partners and service providers.
  • Facilitate and maintain effective stakeholder and business relationships through appropriate relationship building, networking and reporting activities.
  • Represent the organisation to stakeholders, associates and partners and maintain professional, effective and amicable relationships to ensure that BANKSETA’s interests are upheld.
  • Adhere to the Supply Chain Management processes and ensure that quality products are sourced within all set agreements and legislative requirements.
  • Manage MOA’s approved for partners, clients and suppliers and discuss these with partners, clients and suppliers.
  • Manage deviations from agreed MOA’s in line with policy.
  • Liaise on a regular basis with all third parties and ensure that business relationships are maintained.
  • Investigate problems and find suitable solutions to address the same in the most appropriate manner
  • Deal with customer queries and escalated issues from the regional team
  • Ensure that the regional stakeholders are aware of the Sector Skills Plan and ensure that projects are effectively implemented in accordance with the SSP
  • Secure stakeholders buy-in through development of Memorandum of Agreements / Memorandum of Understanding.
  • Represent the BANKSETA within provisional and/or district structures.

 

To manage the development of the curriculum

  • Ensure the provision of learning programmes and project management advice and support to the service providers and institutions that are responsible for the implementation of the learning interventions.
  • Manage the resource capacity plan for resources (Specialist: Regional Learning Interventions and Administrators) to be used in different learning interventions to embark on in the regions.
  • Implement resource engagement plan and engagement review processes.
  • Support the Senior Manager: Quality Assurance with:
  • Identifying subject matter experts for qualification development/review
  • Implementation of the External Integrated Summative Assessment (EISA)
  • Monitoring and evaluation of occupational programmes

 

Manage the implementation of all Learning Interventions in the regions

  • Attend provincial skills development forums to determine the skills development needs of the province and focusses on skills development needs in rural areas linked to provincial requirements.
  • Assists BANKSETA registered employers to access mandatory and discretionary grants.
  • Ensure that learning interventions are implemented and delivered timeously and accurately in the regions.
  • Manage the registration process of learners for each respective learning interventions and ensure the accuracy of documentations submitted.
  • Ensure the verifications of the submitted documentation.
  • Manage the vetting of learner and service provider’s documentations.
  • Ensure that the stakeholders are meeting all the criteria to implement the learning programme.
  • Ensure the management of monitoring of learners and their progress on learning interventions implemented.
  • Ensure that payments of discretionary grants are aligned to Service Level Agreements (SLA) and payments are paid timeously to ensure prompt delivery of learning programmes.
  • Ensure adherence to the MOA that governs the relationship between the stakeholder and BANKSETA.
  • Ensure the promotion of newly registered learning programmes.
  • Ensure the development of site visit schedules for monitoring and evaluations of learning progress.
  • Manage the verification and vetting of regional site visits reports.
  • Ensure the monitoring and evaluations of the learning programmes implemented in line with the BANKSETA policies, systems, governance processes, compliance and risk management.

 

To manage compliance with the annual budget

  • Provide inputs to Finance regarding the development of the annual budget.
  • Sound planning and forecasting of capital expenditure within area of responsibility.
  • Manage costs against approved budget
  • Take full responsibility for the financial resources within the area of accountability.
  • Constantly monitor the areas within the Internal Audit report that could create financial loss and develop Internal Audit Action Report
  • Manage and check that payments are made to suppliers within set requirement.
  • Coordinate the procurement function within the Division and ensure compliance with all BANKSETA Supply Chain Management policies and procedures.

 

To perform general people management functions and effective capacity management to ensure smooth running of departments   

  • Conduct interviews for positions as and when required.
  • Conduct annual and bi-annual Performance Reviews with staff.
  • Consistent day to day performance management of staff.
  • Manage the team’s expectations and integrate leadership feedback into management style.
  • Monitor staff compliance with HC and IR policies and procedures.
  • Identify the required number of staff that requires development and consider all HC Policies in this process.
  • Provide team with clear performance standards, job profiles and development plans.
  • Follow HC retention policies.
  • Communicate relevant information to individuals/team through various communication mediums.
  • Deal with all problems on an ongoing basis and provide advice/support/information where required.
  • Ensure staff motivation/morale is upheld.
  • Run the required meetings to review and provide input/guidance to team.

Knowledge and Skills Requirements

  • Knowledge of the Skills Development and National Qualifications Framework Acts
  • Knowledge in learning and development, preferably in the banking or financial services sector.
  • Understanding of regulatory and compliance requirements related to training in the banking sector.

 

Minimum Requirements

  • 10 years minimum experience in learning and/or skills development  field (of which 5 years at management level)
  • A qualification in Human Resources, or Business Administration, or Education, or a related field equal to NQF 8 level or higher.
