ABOUT THE JOB:
Responsible for providing administrative and operational support for Governance and Vendor Management Functions.
 
QUALIFICATIONS AND EXPERIENCE
Essential: Grade 12
Essential: Bachelor’s Degree in Information Systems
Essential: ITIL and COBiT Certification
Essential: 4 to 5 years’ experience in IT Governance, Risk Management and/or IT Compliance.
Added Advantage: Previous governance and policy development experience
 
CRITICAL PERFORMANCE AREA
The incumbent will be responsible to perform the following functions but not limited to;
IT Governance:
  • Define and establish an IT Governance charter ( IT Governance Framework) in line with Armscor Corporate Governance charter 
  • Define and establish an IT Management Framework 
  • Develop the relevant IT policies, procedures, standards and practices for conformance With the IT Governance Framework and mandatory legislation and regulations. 
  • Keeping IT Leadership informed and updated with Governance activities, policies and decisions. 
  • Manage day to day activities related to developing and advising on the IT Functional Area development of governance documentation such as policies, standards, procedures. 
  • Overseas the review, development, implementation and improvement of ICT policies, procedures, processes and procedures, ensuring compliance with relevant laws, regulations and frameworks and recognize and identify potential areas where existing policies, standards and procedures requires change. 
  • Perform regular IT Governance capability Assessments for the respective IT Functional Areas. 
  • Monitor and Report on IT governance initiatives to the Chief Information &Technology Officer. 
  • Represent the IT Department at the Management Documents Review Committee. 
  • Prepare reports on IT strategy, performance and risks. 
  • Perform functions to ensure audit and risk management meet objectives in line with IT Governance. 
  • Monitor the adherence to IT charter, policy, practices, procedures and standards. 
  • Recommend and ensure training take place on approved processes for relevant IT personnel.
 
IT Risk:
  • Prepare Audit and Risk Committee (ARC) reports. 
  • Facilitate discussions with relevant Stakeholders with regards to the ICT risk Register. 
  • Document and update all ICT recorded risks as per the risk schedules. 
  • Respond to ICT risk- oriented matters as per existing ICT directives. 
 
IT Audit Coordination:
  • Manage relationships and interactions with internal and external auditors and risk management bodies, and reviewing and reporting on open issues both prior to and subsequent to issuance. 
  • Working with the CIO, IT Senior Managers and Key IT stakeholders to facilitate IT audit execution together with internal and external audits. 
  • Follow-up and provide feedback on all IT Audit findings by collaboration with IT Management. 
  • Lead and manage the process of self-assessment as part of the overall IT Governance Framework. 
  • Develop action plans for identified findings to close audits. 
  • Performs other related duties as required. 
 
Reporting:
  • Provide monthly and quarterly reports implementation of initiatives for accountability of initiatives and performance monitoring. 
  • Provide feedback to CITO for AGSteerCo
 
Other:
  • Arrange for Minute-taking, processing registers and action lists, drifting of agendas and various functions to factions to facilitate an expedient IT committee’s management Process 
  • Research current IT Governance trends and Changes.
 
KNOWLEDGE & FUNCTIONAL SKILLS:
  • Experience in COBit 5 implementation in an IT environment 
  • COBit tools, techniques and processes 
  • Business / Client engagement skills

​SENIOR ANALYST PROGRAMMER / DEVELOPER

 
ABOUT THE JOB:
Primary responsibilities of this position will include complex application development, maintenance and support. Provide support to existing production applications and perform complex technical analysis, design, development, documentation, testing, deployment and implementation of applications using existing and emerging platforms.
 
QUALIFICATIONS AND EXPERIENCE
EssentialGrade 12
Essential: BTech/ Bachelor’s degree with a major in computer science, computer information systems or related field required.
Essential: 7-8 years of experience in enterprise application development and support in programming language.
Essential: Experience with object-orientated or structural design patterns and best practices.
 
CRITICAL PERFORMANCE AREA
The incumbent will be responsible to perform the following functions but not limited to;
  • Responsible for ensuring adherence to development best practices and standards. 
  • Develops and unit tests application programs as specified in Technical Designs and obtains code reviews from other developers, while ensuringthat all software development standards and policies are adhered to. 
  • Develops Unit Test Plans to test programs and ensures that standards and policies are adhered to. 
  • Improve productivity and software quality throughout the life cycle of a broad range of applications. 
  • Both gathering and interpretation of requirements, interprets Technical Design and identifies solutions to meet business objectives 
  • Analyses, codes, tests and documents routine enhancements made to new and/or existing programs. 
  • Develop solution architecture for complex projects involving multiple systems with various integration points. 
  • Developing & leading the implementation of a long-term technical roadmap for a major application. 
  • Leader of the development, implementation of application programs in accordance with client specification, including technical documentation. 
  • Analyse application systems and programming logic problems and where necessary, revises logic and procedures. 
  • Architect, design and develop high quality custom software code to support the business requirements. 
  • Brainstorm technical solutions with development team. 
  • Provide development estimates and timelines for schedule planning. 
  • Develop test plans and executive unit testing. 
  • Unit testing should ensure all requirements have been addressed, all basic functionality works, and that errors are handled properly. 
  • Provide technical leadership/guidance to team members as needed. 
  • Review and analyse the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging thesesystems using new technology/approaches. 
  • Provide status updates to technical and business management including but not limited to work in all phases (completion, process, planning)and any issues / exceptions impacting quality and / or target dates. 
  • Perform system analysis and functional testing as needed. 
  • Expeditiously troubleshoot production issues 
  • Provide user support and training. 
  • Perform database design and analysis. 
  • Perform daily production tasks

ABOUT THE JOB:
The incumbent will procure products, materials, goods, services and supplies against Armscor’s operating budget.
 
QUALIFICATIONS AND EXPERIENCE:
  • National Diploma (Procurement / Supply Chain Management) or equivalent. 
  • CIPS membership will be an added advantage. 
  • 3 – 4 years’ relevant work experience in supply chain function with specific experience in procurement. 
 
KEY RESPONSIBILITIES BUT NOT LIMITED TO:
  • Communicate with internal customers to ensure clear understanding of their needs and technical specifications including level of urgency as well as keep them updated on a regular basis on the progress of their requirements. 
  • Prepare, review and finalize the draft RFQ and related documents. 
  • Advertise/issue RFQ’s on relevant platforms. 
  • Arrange the bidders briefing, writing minutes of the meeting and distribute them to bidders as and when required. 
  • Handle correspondence with potential bidders and the project managers. 
  • Negotiate with suppliers as and when necessary. 
  • Place orders with the successful bidder. 
  • Resolve issues related to supplier performance against the order. 
  • Follow up and undertake control actions during the contract period. 
 
KNOWLEDGE & FUNCTIONAL SKILLS:
  • Sound knowledge of Public Sector Supply Management. 
  • Knowledge of Preferential Procurement guidelines. 
  • Knowledge of PFMA.
