PURPOSE OF THE JOB

CRITICAL PERFORMANCE AREAS:
The incumbent will be responsible to perform the following functions, but not limited to;
 
Oversee and optimize all aspects of executive governance coordination, enhancing transparency, accountability, and the effective flow of information within the leadership structure
  • Oversee and optimise executive governance coordination to enhance transparency, accountability, and the flow of strategic information across leadership structures.
  • Develop, implement, and refine governance frameworks and protocols that support effective, compliant, and purpose-driven executive decision-making.
  • Plan, schedule, and coordinate EXCO, strategy review sessions, and executive forums; prepare and circulate agendas, minutes, decision logs, and ensure quality-assured packs are submitted timeously and aligned to strategic imperatives.
  • Track resolution implementation, escalate delays, maintain governance compliance logs, and drive structured reporting to support strategic oversight and informed leadership decisions.
 
Oversee all stakeholder engagement protocols for the office of the CEO and establish stringent documentation control to support organizational transparency and operational excellence.
  • Serve as the official custodian of EXCO documentation and governance records.
  • Liaise with executive management, board secretariat, and internal units for seamless information flow.
  • Ensure accurate recording, version control, and safe archival of all EXCO records.
  • Facilitate feedback mechanisms between the CEO, executive members, and strategic stakeholders.
 
Drive strategic alignment, provide executive advisory and analytical support, and facilitate governance and planning
  • Develop and implement frameworks to continuously monitor the execution of strategic initiatives and key EXCO decisions.
  • Identify and synthesizes complex information from diverse sources to generate high-value analytical inputs, summaries, and briefing notes for the CEO and head of CEO office.
  • Leads the design, development, and implementation of EXCO integrated performance management systems, including EXCO annual calendars, KPIs, and comprehensive performance dashboard.
  • Evaluate and enhance existing governance structures and processes for executive decision-making, reporting, and information dissemination.
 
Establish and maintain high standards for quality assurance, ensuring the delivery of insightful and actionable reports
  • Review and format reports for consistency, and alignment with corporate tone.
  • Ensure accuracy, completeness, and compliance with prescribed templates and standards.
  • Support development of executive-level summaries for Board submission or reporting.
  • Implement quality control measures for all outgoing documents, including presentations and briefing packs.

Oversee and optimize the flow of official correspondence and reports with parliamentary, ministerial, and international entities, ensuring accuracy and timeliness

Drive the effective and confidential delivery of all administrative support services to the executive office

The documentation is required by the DOD, Armscor and the Defence Industry to guide and regulate/stabilise technology development/acquisition in a rapidly changing environment. 
  • Create a portfolio of projects that addresses the agreed to areas of research. The combination of these portfolio plans creates the master technology plan that drives the development of technology in the DOD in line with the national objectives (approved technology plan)
  • Facilitate and generate institute technology development project proposals and create a portfolio that can be contracted. Facilitate the generation and approval of Project Definitions as per program plan (process management)
  • Consult widely with relevant stakeholder to ensure that this plan is current and updated on a regular basis to manage and control technology development in the DOD.
  • Consult with Acquisition Senior Managers to select Programme Managers (APMs) to execute the technology acquisition tasks (SM’s task)
  • Advise the APM on the process and client’s requirements for technology know-how and ensure that the portfolio of projects remain on track (process management) 
  • Identification & data management of IP (Intellectual Property) on technology development projects to ensure the protection of the DOD’s Intellectual Property (IP).
  • Share lessons learnt by documenting in reports and participating in forums were lessons learnt are shared (feedback sessions e.g. shows and tell)
  • Suggest areas of co-operation concerning research areas where this could be the optimum solution due to financial constraints or other factors. 
  • Participate in technical steering committees, technology management committees and other selected forums to influence the direction of research programmes. (Technology Strategy Consultation)
  • Manage the budgets used for technology purchases, including Capital Projects Funds, grants, building projects, and other funds and maintain clear records for accountability and auditing purposes (portfolio budget management)
