PROCUREMENT AND CONTRACTS MANAGER

ABOUT THE JOB:
To optimally manage the contracting and procurement functions of the division whilst complying with Armscor processes, practices and ISO procedures in line with the Armscor’s/Alkantpan mandate, by ensuring that Alkantpan follows the correct quote/tender process in order to ensure compliance to all procurement regulations.
 
QUALIFICATIONS AND EXPERIENCE:
  • BCom / BTech in Supply Chain Management/Logistic Management and equivalent 
  • 5 – 6 years’ experience in a procurement environment 
  • Experience in Defence procurement and contracting environment will be a strong recommendation 
 
KEY RESPONSIBILITIES:
The incumbent will be responsible to perform the following functions but not limited to;
  • To ensure that all procurement processes at Alkantpan comply with the relevant legislation;
  • Ensure timeous issuing of requests for quotes; 
  • Negotiate terms and conditions/prices; 
  • Prepare tasking and tender memorandums, ensuring the information published on the tender bulletin and National Treasury is correct; 
  • Ensure Bid documentation is in order to elicit a response from local and/or international potential suppliers of goods and services according toArmscor Policies, Practices and Alkantpan ISO Procedures; 
  • To evaluate and present for approval, the Bid evaluation results and recommendations; 
  • Liaise with contractors and clients; 
  • To contract the preferred supplier to provide the required goods and services; 
  • To provide advice, problem solving and consultation with external and internal stakeholders; 
  • To advise stakeholders on the correct process of permanent, temporary import, export and local shipping of equipment; 
  • Compile BEE scorecard and Evaluation Summary; 
  • Apply BBBEE, PFMA and Preferential Procurement principles 
  • To advise on best practice regarding Intellectual Property and sales contracts in line with Armscor’s Conditions of Sales terms and conditions. 
  • Participate and contribute with regard to the sales contracting process.

  • Participate and contribute with regard to the sales contracting process. 
 
KNOWLEDGE & FUNCTIONAL SKILLS
  • Contract Management principles 
  • Knowledge of tender policies and administration 
  • Shipping Regulations 
  • Relevant legislation and regulations such as PFMA and BBBEE 
  • IP Management 
  • People management
