TERM OF APPOINTMENT: FIVE (5) YEARS FIXED TERM PERFORMANCE CONTRACT
TOTAL REMUNERATION PACKAGE: R1 055 080, R1 241 269 and R1 427 459 p.a (IN ACCORDANCE WITH GOVERNMENT GAZETTE NO. 43122 OF 20 MARCH 2020 — NOTICE 351 OF 2020)
 
 
REQUIREMENTS, QUALIFICATIONS, COMPETENCIES
Bachelor's Degree in fields of Accounting, Finance or Economics, or Chartered Accountant SA. Minimum of Seven (7) or more at Senior and Middle Managerial level, of which two (2) years must be at a senior management level.
 
THE FOLLOWING WILL BE ADDED ADVANTAGES
Compliance with all the requirements as contained in the Municipal Regulations on Minimum Competency Levels, Gazette 29967 of June 2007. MFMP/CPMD Certificate and experience in Local Government Environment.
 
Notice No. 40593 : Local Government; Municipal Finance Management Act, 2003 — Exemption from Regulations 15 and 18 of Municipal Regulations on Minimum Competency Levels, 2007, 3 February 2017 requires that an existing official must attain the minimum competency level in the unit standards for each competency area within 18 months from the date of publication of this notice and a new appointee must attain the minimum competency level in the unit standards for each competency area within 18 months from the date of appointment.
 
 
KNOWLEDGE
Sound technical knowledge of GRAP which will encompass the transition to the accrual basis of Accounting, Performance Budgeting and the Municipal Legislative framework for Financial and Supply Chain Management. In depth knowledge and understanding of the Municipal Finance Management Act No 56 of 2003.
 
DUTIES
Reporting to the Municipal Manager. Successful candidate will be responsible for the effective Management of the Budget and Treasury Department. Develop, implement and maintain appropriate mechanisms to timeously respond to the changing needs for financial information, the interpretation thereof and the rendering of technical advice to the Accounting Officer. Financial planning and budgeting. Financial Reporting as required by the MFMA, DORA and MSCOA. Develop and implement revenue generation and collection strategies. Develop procedures of finance.



SPECIAL CONDITIONS
• Shortlisted candidates will be subjected to a competency assessment, security vetting, background and reference check.
• Successful candidates will be subjected to a three (3) months' probation period.
• Will be required to sign an Employment Contract, Performance Agreement and Disclosure of Financial Interest.
