Job Description
Key Performance Output
The successful candidate will be reporting to Chief Procurement Officer, and will be responsible but not limited to the following:
  • Drive a focus on commercial sourcing through influencing and facilitating the development of future strategic directions of the commercial sourcing & asset disposals department. Development of a reverse logistics strategy to ensure that ACSA used assets are disposed in a transparent, cost effective, competitive and environmentally friendly manner. 
  • Monitor macro and micro-economics conditions, legislation, competition, market sentiment and the industry to regularly assess the impact and relevance of commercial sourcing and asset disposals strategy on ACSA.
  • Develop and lead an effective demand planning capability which supports forecasting, budgeting and integrated business planning.
  • Drive the identification and realisation of cost reduction and cost saving opportunities through effective strategic sourcing.
  • Develop commercial strategic sourcing strategies to enable the airports commercial environment to operate effectively and efficiently.
  • Ensure compliance with all legal, governance, policies, procedures, standards and sound business practice to meet business and operation management standards.
  • Drive effective supply chain management practices at ACSA sites by embedding standardisation, strategic sourcing practices and effective management of working capital in respect of inventory practices.
  • Oversee the Management of IT and master data related projects for commercial sourcing and asset disposal environment.
 
Technical Skills and Experience
The following skills and experience or the equivalent of such will be required: 
  • Bachelor Honours Degree (NQF 8) in Supply Chain Management / Commerce / Accounting / Administration or Law is essential
  • Master’s degree (NQF 9) in MCOM, MBA / MBL / LLM or Commercial Law is advantageous.
  • Accreditations with Chartered Institute of Purchase and Supply (MCIPS) or SAPICS is advantageous.
  • 8 years’ operational experience in strategic sourcing is essential
  • 4 years Management experience in middle management is essential
  •  Valid Code B drivers’ licence

Job Description
Key Performance Output 
  • The successful candidate will be reporting to Chief Procurement Officer, and will be responsible but not limited to the following: 
  • Drive a focus on governance, compliance & performance monitoring through developing SCM policies, procedures, manuals and standard operating procedures that will ensure that procurement in ACSA is done in line with the applicable public procurement prescripts.

  • Review value of practices, systems and structures to determine appropriateness considering the strategic intent and take remedial actions where necessary as per agreed change control process.

  • Guide the implementation of an effective performance monitoring & reporting strategy and the establishment of a SCM Performance Monitoring Centre of Excellence. 
  • Oversee the Management of IT and master data related projects for the governance, compliance and performance monitoring department. 
  • Provide direction, mentor and nurture development of governance, compliance and performance monitoring managers to ensure sustainable succession. 
  • Develop operational, Capex and labour budgets for the department emanating from business plans. 
  • Assess / review and authorize payments in line with approved budget and policy for processing.

Job Description
Key Performance Output
The successful candidate will be reporting to the Duty Manager AMC and will be responsible but not limited to the following:
  • Develop, implement, monitor and review airside procedures and working instructions.
  • Ensure daily operational plans are completed, review quality, critical information is communicated, and according to agreed standards. Modify plan to ensure minimal disruptions to operation
  • Ensuring daily functional operational planning schedules are available.
  • Attend and contribute to AMC meetings, provide a comprehensive end of shift handover to next AMC Representative.
  • Monitor relevant systems to detect events that may cause delays to the PBA process across the airport as a whole and communicate with other AMC representatives to ensure that any events arising in other functional areas are understood and communicated.
  • Make decisions on behalf of the functional area when deviations occur.
  • Management of real time capacity for exceptional circumstances (events/weather related).
  • Ensure that the Notification of works on airside to internal and external stakeholders is accurately communicated and that impact is mitigated.
  • Participate in cross functional/ organizational communication including information sharing to the AMC in order to manage and analyse events effectively.
  • Compile reports and indicate deviations on published procedures and regulations.
  • Produce monthly management reports through the analysis and trending of operational activities and data to provide business intelligence for decision making.
  • Report on specific safety hazards that could affect airside operations.
  • Review manual events and associated comments, trends and support AMC Manager and AMC Duty Manager in preparing information, compile end of shift report, review daily operational report.
  • Compile reports and indicate deviations on published procedures and regulations.
  • Produce monthly management reports through the analysis and trending of operational activities and data to provide business intelligence for decision making.
  • Report on specific safety hazards that could affect airside operations.
 
Technical Skills and Experience
The following skills and experience will be required: 
  • Diploma in the following areas Transportation/Logistics/ Aviation/ Industrial Engineering is essential.
  • 3 years operational experience in aviation is essential.
  • Intermediate proficiency level of MS Office packages.

  • Maximize revenue growth and commercial opportunities and support future sustainability of ACSA.
  • Develop a Property Development Plan parallel to Airports Precinct plans.
  • Design and implement property management reporting system.
  • Assess/review and authorize payments in line with approved budget and in line with the delegated levels of authority.

  • Recommend and implement Technologies and automation to be deployed.
  • Developing a facilities business model for ACSA network, this should consider and entail but not limited to; Maintenance and Refurbishment model, Business model, Benchmarking, Standards assessment, e-Commerce, Market research and analysis, Human resource implications, Financial implications, Transition plans from current to new tenants, Technology and digitalization, facilities Security, Associated regulations to be considered, Stakeholder engagements and Key performance indicators.
  • Operability of the Commercial Property Portfolio a Maintenance and Refurbishment plan; this must include amongst others: safe hangar access and use, operations and security plan, landside access facilities, and terminal access.
  • Facilitate the maximization of revenue growth and commercial opportunities; and support future sustainability of ACSA.
  • Monitoring and reporting progress to all relevant governance structures; reports will take various forms from detailed documents to power point presentations.
  • Develop operational, capex and labour budgets for the function emanating from business plans. Accountable for Facilities Management CAPEX and OPEX budget.
