Job description
Office Management & Administration - Provide effective managerial support relating to the prioritisation of work, document production, meetings management, governance and quality assurance; Manage and ensure the smooth and effective running of the office of the Head; Ensure accurate record keeping; Capture data, maintain confidentiality, and ensure safekeeping; Manage the receipt and processing of ATS staff training requests, ensuring that all required documents reach Human Capital; Process staff licences, ACSA permits and medicals for staff as required; Provide assistance with the completion of ACSA permits applications for contractors as required; Draft letters, memorandums, submissions and other written communication, collate relevant information and prepare/type all requested documents accurately and timeously; Oversee the ordering, distribution and control of stationery and refreshments as per policy stipulations; Oversee the processing of the medical claims of Air Traffic Controllers; Ensure that monthly overtime for ATS Staff is captured timeously as per Payroll Process and that it corresponds with actual time worked; Compile the departmental budget as directed by the Head, and monitor expenditure accordingly. Prepare basic expenditure reports for the Head including variances to the budget on a monthly basis, monitor the flow of funds, and keep the Head updated and informed; Establish and maintain an effective and secure e-filing and document management system for fast retrieval of data and information required; Ensure efficient use of technology, optimisation of available equipment, and effective functioning of all systems and equipment on an ongoing basis; Respond to e-mails on behalf of Head of Operations where possible or forward to the relevant party to ensure correct response; Receive and distribute all Aeronautical Information such as AIPs, Charts etc. to stations; Respond to queries on behalf of the Head where possible; Provide relevant or required business information as required by the Head of Operations to ensure meetings are efficient and effective; Facilitate audit processes by preparing relevant documents timeously.
Secretarial Services Plan, manage and maintain the Head’s schedule with due consideration of business priorities and relevant Operations events, and the impact thereof on business operations; Coordinate travel, accommodation and subsistence for the Head when required, including currency and account reconciliation; Ensure that all meetings are arranged on time and that participants are properly informed of agenda, venue and time; Distribute all documentation for meetings timeously, namely agenda, minutes of the previous meeting, presentation, etc. to participants; Ensure that meeting packs are professionally prepared; Arrange for minutes to be taken in meetings when required and distribute minutes within seven working days to attendees; Ensure that documents are typed accurately and timeously; Process mail, and receive and dispatch couriered packages; Ensure submission of staff subsistence and travel (S&T) claims to Payroll timeously.
Procurement and Finance Management - Ensure submission of the procurement requisitions of the ATS Operations in accordance with the Procurement process; Follow-up on official orders with suppliers; Ensure that all source documents are sent to creditors timeously for payment; Ensure that all monthly contract payments are done; Assist Creditors department with updated monthly statements from suppliers and or any other information needed.
Quality Management - Manage the implementation of ISO procedures as per the Quality Management manual; Facilitate the review of QMS procedures, directives and instructions; Publish QMS procedures, directives and instructions on the ATNS portal; Update notification of changes to filing indexes; Monitor and ensure that Continuous Improvement Reports (CIRs) are continuously followed up on.
Stakeholder Relations Management - Develop and maintain sound working relationships with key relevant internal and external stakeholders; Liaise and interface with relevant internal and external stakeholders such as suppliers, clients, representatives from regulatory authorities, internal support departments, and staff as required, conveying information accurately and competently whilst maintaining the required level of confidentiality and discretion; Maintain effective communication channels at all times to keep the Head informed of important issues whether in the office or travelling.
People Management - Manage employees in accordance with HC policies and processes; Ensure that new employees have been properly on-boarded prior to commencing work; Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report to the Head and Human Capital; Participate in the conclusion of performance management contract(s) and monitor performance; Coach employee(s) to ensure ongoing development of their skills sets.
Minimum requirements
Minimum Formal Qualifications:
- Grade 12 or equivalent
- Office Administration Diploma
- B-degree will be an advantage
Minimum Years of Experience:
- At least 5 years office administration experience or equivalent

Review audit results and include it in the Safety Assurance Report provided to the Safety Review Committee, EXCO and MANCOM. Develop an informed environment that enables predicting and preventing future accidents through risk assessment, risk management, hazard analysis, and control to create a safe and healthy work environment. Promote occupational health and safety awareness and understanding throughout the entire organization through ongoing communication and engagements and provide basic OHS training to ATNS employees. Compile appropriate safety communication periodically or as required. Ensure compliance of all business operations and departments across ATNS to OHS processes and legislation. Governance, Risk Management, Compliance & Reporting - Identify operations safety risks, recommend mitigation and review effectiveness and implementation of mitigation plans and actions. Continuously monitor and measure compliance of the Aviation Safety department to all ATNS policies and procedures and relevant legislation. Monitor section risks and mitigate identified risks. Ensure compliance with relevant legislation, policy and standards. Consolidate input from all relevant stakeholders to prepare strategic level reports for the Head of Aviation Safety and other relevant stakeholders. Prepare ad hoc reports as required

Identify and undertake research and development projects where required that will advance the corporate safety objectives of ATNS. Review safety cases as appropriate in accordance with SMS and OHAS Act 85 of 1993 for introducing new technologies and procedures into the operational environment. Build and maintain effective collaborative relationships with all relevant business functions and teams within ATNS to enable the required alignment and optimal functioning of the Aviation Safety Section.
Financial Management - Manage expenditure in line with business priorities and objectives, and within approved financial parameters. Provide inputs into the budget and ensure effective management of operational costs to enable efficient utilization of financial resources. Ensure compliance to the relevant financial policies and procedures applicable in ATNS. Report all costs incurred against the approved budget as well as any possible deviations thereto.
People Management - Manage staff in accordance with HC policies and processes. Ensure that new employees have been properly on-boarded prior to commencing work. Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report issues to management and Human Capital. Ensure the availability of skilled and competent Technical Standards Specialists to meet the current and future needs aligned to the operating model and overall business strategies. Purpose To provide safety oversight services in accordance with ICAO SARP for the continued safe use of reduced vertical separation minimum (RVSM) specifically within the Africa-Indian (AFI) Ocean and SAT Region for 24 ESAF States. To service the AFI Region with means of a height monitoring service for all aircraft that use the Africa airspace to ensure compliance with ICAO SARP safety regulations. To interact with the ICAO ESAF, SAT States for all ICAO type administration, and produce RVSM outputs for the Africa-Indian Ocean region to satisfy ICAO requirements.
Job description
RVSM AND PBCS MANDATE - Manage a database of 24 ESAF Africa-Indian Ocean (AFI) and South Atlantic (SAT)region aircraft approved by the respective AFI State authorities for operations at reduced vertical separation minima levels in that region with the aid of the Regional Monitoring Agency (RMA) forms and contact with NPM’s AFI CAA’s. Collarette the transfer of approval data from the Africa-Indian Ocean region to other global RVSM regional monitoring agencies by direct contact and email. Governance, Risks, Compliance & Reporting - Manage and implement a relevant governance framework to support aviation safety. Identify operations risks, recommend mitigation and review effectiveness and implementation of mitigation plans and actions. Monitor the level of risk as a consequence of operational errors and in-flight contingencies. Ensure compliance with relevant regulation, legislation, and internal policies and safety standards. Consolidate input from all relevant stakeholders to prepare management reports for the Chief Customer Solutions Officer. Generate and provide ad hoc reports and information as required
Stakeholder Relations Management - Build, manage and maintain sound relationships with key stakeholders. RVSM Height Monitoring - Conduct height monitoring for all aircraft that use the African airspace to ensure compliance with ICAO SARP safety regulations. Investigate height-keeping performance of the aircraft in the core of the distribution. Maintain the technical requirements for the collection and analysis of height keeping monitoring performance data. Plan and execute height-monitoring flights with the enhanced GPS Monitoring Unit (E2 GMU). (The flights shall provide at least thirty (30) minutes of level flight within the area of coverage of the differential GPS and meteorological data within the AFI Region). Analyze height-keeping data recorded on all flights in the designated region. Dispatch the data electronically to CSSI Inc regarding the execution of the flight for analysis of the data, unless there is an interruption of GPS data. Liaise with all airlines in the region for the establishment of height-monitoring missions and the acceptance of mission completion. Provide maintenance sufficient to retain the GMU in working order. This will include the purchase, storage and maintenance of a spares pool sufficient to ensure that a failed piece of equipment can be returned to service in less than one month of the failure. Ensure adequate insurance coverage for the GMU whilst in transit and in operation. Ensure ARMA operational staff are trained and have adequate insurance for the work being undertaken
People Management - Manage staff in accordance with HC policies, processes and practices. Ensure that new employees have been properly on-boarded prior to commencing work.
