Introduction
To provide assistance to aircraft in distress including in-flight emergencies and to search for, provide aid to, and coordinate the rescue of survivors of aircraft accidents and forced landings.
 
Job description
Major Activities
  • Obtain and evaluate all data on the emergency.
  • Remain informed of prevailing environmental conditions.
  • Develop the search action plan, (and rescue action plan as appropriate), i.e., allocated search areas.
  • Ensure that communications can be carried out rapidly with operating units, and that high precedence messages can be routed quickly.
  • Designate the OSC, dispatch SAR facilities and designate on-scene communications frequencies.
  • Inform the ARCC chief of the search action plan.
  • Co-ordinate the operation with adjacent RCC’s when appropriate.
  • Arrange briefing and debriefing of SAR personnel.
  • Evaluate all reports from any source and modify the search action plan as necessary.
  • Arrange for the fuelling of aircraft and, for a prolonged search, arrange for the accommodation of SAR personnel.
  • Arrange for delivery of supplies to sustain survivors.
  • Maintain in chronological order an accurate and up-to-date record with a plot, where necessary, of all proceedings.
  • Release SAR facilities when assistance is no longer required.
  • Notify accident investigation authorities.
  • Gather information about distress situations; develop accurate and workable action plans, and dispatch and co-ordinate the resource that will carry out SAR missions.
  • Monitor and maintain communications procedures, reports, files, and logs.
  • Ensure the long range, and short-range communications are efficient and reliable.
  • Monitor operational communications, and distress, urgency and safety communications.
  • Monitor Search and Rescue units to ensure they can get underway and arrive at the distress location, without delay.
  • Confirm the mix of resources at SAR facilities; ensure they are correct for the types of incidents experienced or anticipated.
  • Keep abreast of advancements in order to identify better and more cost-effective response resources.
  • Analyses and respond to finding and recommendations of accident investigations.
  • Promoting legislation, rules, treaties, or agreements to promote safety.
  • Participate in SCCs and international and interagency SAR meetings.

Introduction
ATNS is seeking a candidate to provide leadership of the ATA Learning Design and Development team, facilitating training needs analysis, training content design and development, training evaluation systems design as well as the review and amendment of existing training programs/ courses. The incumbent will develop teaching and learning strategies, plans and methodologies ss well as the provision of academic development and support for students and Instructors. Job description
Major Activities
  • Assist ATNS and client organisations in developing their employees' skill sets and productivity by developing learning programmes on technical subjects, soft skills and the key elements within the scope of aviation training.
  • Implement Teaching strategies that address adult learning needs, including the development of simulation exercises.
  • Manage the research activities applicable to all training offered by the ATA.
  • Manage the design and development of the ATA Training programme portfolio to ensure the empowerment of staff and external students with maximum effectiveness and contribution to meeting ATNS and External Client's human capital development goals.
  • Ensure the implementation of best practice instructional design methodologies (ADDIE, TPlus, etc.), as entrenched in the ATNS QMS.
  • Manage the development of ICAO Standard Training Packages to retain TRAINAIR Plus membership. Quality check and approve all ATA training programs developed.
  • Manage the development of e-learning products and solutions
  • Manage the delivery of ICAO Training Programmes to ensure revenue growth through product portfolio expansion.
  • Ensure strict compliance with the client, ATNS, SACAA and the industry’s standards, procedures, and policies relevant to training and development.
  • Conduct benchmarks that measure the impact and effectiveness of organisational training and development programs against global best practices.
  • Maintain positive working relations with all clients and stakeholders as applicable to this function.
  • Identify and create new opportunities for continuous revenue growth by creating innovative learning products and delivery modalities.
  • Ensure optimal relationships with subject matter experts.

Minimum Qualifications
  • Post Graduate Degree in Education /Training and Development / Human Resource Development.
  • Qualification in Instructional Design ( ICAO TRAINAIR Plus design qualification preferable)
 
Minimum Experience
  • Minimum of five years’ experience in Course curriculum design and development.
  • Three years experience in project managing Instructional Design Projects.
  • At least two years experience in adult learning development.

Major Activities
  • Lead and ensure overall planning and implementation of the Simulation Support Sites and scenario development, programming, testing and evaluation to provide meaningful outcomes, regulatory compliance, quality, effectiveness, and financial viability.
  • Provide managerial support to the Head of Training Delivery and Systems and other departmental Heads in implementing and managing the ATNS vision, culture, and business strategy.
  • Implement Simulation Support operating model, including governance and service management capabilities.
  • Manage the delivery of the required projects/initiatives within the Simulation Support function to be on time, within budget and to the required standard.
  • Professionally represent ATNS in all forums and matters related to Simulation Support, including Factory and Site Acceptance Tests.
  • Manage the development of all practical courseware (exercises sheets, weather sheets, flight progress strips, etc.).
  • Implement the Simulation Support development programs to empower staff and ensure maximum effectiveness and contribution to meeting organisational human capital development goals.

  • Oversee the performance and implementation of practical simulation according to the objectives for the relevant exercises or deliverables.
  • Ensure staff can manage different airspaces and aid with various technological simulations within the disciplines.
  • Manage optimal resource allocation between the ATS, ETS and Quality Assurance and Accreditation for seamless training delivery, simulation, and invigilation.
  • Maintain confidentiality and demonstrate appropriate discretion when handling sensitive student and staff information.
  • Manage the allocation of invigilators and optimal delegate assessments. Ensure adherence and compliance by the Simulation Support function to the ATNS and ATA regulatory framework.
  • Manage timely compilation and submission of all the required reports (internal and external) to all statutory bodies to ensure compliance. Plan, forecast and manage the Simulation Support budget per agreed company priorities, initiatives and expected operational service levels.
  • Initiate and manage the development of the Simulation Support budget.
  • Concludes clear performance management contracts with the team and ensures effective management.
  • Ensure that all Simulation Support function staff have clear individual development plans implemented to enable the required skills to meet business requirements
 
Minimum requirements
Minimum Qualifications
  • Diploma in Business Management, Administration or equivalent.

Minimum Experience
  • Five years’ experience in conceptualising, designing, implementing, and overseeing Simulation Support functions with knowledge and understanding of simulation framework and relevant technologies.
  • Experience in training simulation exercise development, programming, testing and evaluation, including but not limited to implementing relevant policies and procedures, managing simulator pilots, etc.
