Job description
Major Activities 
  • Review user requirements and provide specialist input

Introduction
Applications are invited for the position of Senior Specialist: Aviation Safety Systems (Peromnes Grade 7) based at Head Office, Bruma. The successful applicant will be reporting to the Manager: Aviation Safety (ATS & FPD) Purpose To support the Manager Aviation Safety and Head of Aviation Safety in managing all aviation safety systems, with a focus on maintaining and configuring electronic safety reporting tools and data systems that underpin the Safety Management System (SMS). Job description
Regulatory and Governance Compliance - Ensure compliance with Safety data analytics and safety data protection in accordance to ATNS Processes (Policies and Procedures), International Civil Aviation Organization (ICAO) - Annexes, documents, and circulars, and Aviation Legislation requirements Civil Aviation Regulation (CAR) & Civil Aviation Technical Standards (CATS). Ensure ATNS safety data complies with its internal safety processes, procedures, directives, and instructions. Assist in the development, implementation, and maintenance of the ATNS Safety Management System. Lead safety assessments in all change management areas which are subject to the Hazard Identification and Risk Mitigation process. Ensure all mandatory occurrences and applicable hazard reports are reported to the SACAA in the correct format within the prescribed timelines.
Maintain safety data systems, databases, and statistics - Develop and maintain an effective safety data management reporting mechanism including the management and assignment of users according to their safety roles and responsibilities. Request and receive safety recordings to be used for investigations and for distribution to the AIID. Distribute MORs and investigation reports to the SACAA and AIID respectively as required. Management and assignment of External safety audits, ASRs, UCRs, and HAZREPS through all the respective safety tools, including external stakeholder systems such as IQSMS and EMPIC. Ensure that all safety recommendations and safety audit findings and corrective action plans are correctly and timeously populated and updated on the safety data base. Consolidate safety occurrence data for statistical output when requested. Identify and monitor safety data trends and report to management. Manage and maintain the aviation safety portal and all related subsites. Create investigation and audit trackers for statistics compilation. Analyze safety data and produce safety statistics and graphs. Assess the efficacy of implemented recommendations and corrective actions.
Manage Safety Assessments - Ensure that safety risks and hazards are effectively managed in the event of system change to enable the ongoing provision of safety assurance to ATNS. Receive safety assessment requests, evaluate the changes required, and register safety assessments on the relevant register. Ensure the correct and effective composition of the safety assessment team and facilitate hazard and risk identification brainstorming sessions. Train and mentor safety assessment specialists and provide continuation training. Provide subject matter expertise on safety assessments to all relevant projects within ATNS. Conduct oversight and assurance activities on the commissioning and decommissioning of new ATSUs to ensure safety risk management compliance.
Maintain Safety Management Systems - Manage and maintain safety documentation. Present SMS training across all levels of the organization and to all employees. Participate in corporate induction activities. Conduct safety presentations to internal and external stakeholders as required. Create safety content for distribution on internal media. Organize and coordinate appropriate annual safety promotion activities. Participate in safety audit and safety investigation activities. Participate in unit safety investigator training and support.
Safety Committees and Work Groups - Participate in relevant external safety-related committees. Review and provide input to CARCOM's proposed regulations and technical standards. Review and provide input to NASCOM proposals. Provide ATNS responses at Tactical Action Group (TAG) to AIAG recommendations. Prepare reports for the Safety Review Board (SRB) and Safety Action Group (SAG) by reviewing all safety events to extract high-risk events and outstanding recommendations as well as outstanding safety audit data.

Process the medical claims of Air Traffic Controllers when required. Check and respond to e-mails accurately and timeously. Receive and distribute AIP (Aeronautical Information Publication) to stations. Ensure safekeeping of staff licenses as required. Submit staff subsistence and travel (S&T) claims to Payroll timeously. Ensure that monthly overtime for ATS Staff is captured and processed timeously as per Payroll Process. Perform any other administrative tasks as instructed by the relevant manager(s). 
 
Secretarial Services: Arrange all meetings timeously and inform participants properly of the agenda, venue and time Distribute all documentation for meetings timeously, namely agenda, minutes of the previous meeting, presentation, etc. to participants. Ensure that meeting packs are professionally prepared. Take minutes in meetings when required and transcribe. Distribute the minutes of the meetings within seven working days. •             Experience in AIM and Aeronautical Telecommunications and Networks, including experience with systems, VoIP technologies, message routing, AFTN/ AMHS networks and System Wide Information Management (SWIM)

Introduction
Applications are invited for the position of Manager: Flight and Flow Operations on (Peromnes Grade 7) based at Bruma. The successful applicant will be reporting to the Head: Aeronautical Information Management and Systems. Purpose To manage the performance of the Flight and Flow Operations section by ensuring safe and efficient flight operations through the provision of flight plan filing services, namely the receiving, processing and distribution of flight plan (preliminary, filed, current or operational flight plans) and related Air Traffic Services messages within the Air Traffic Management system.
 
Job description
Flight and Flow operations - Provide flight plan filing and management services (receiving, processing and distribution of flight plans - preliminary, filed, current or operational flight plans) and associated Air Traffic Service (ATS) messages within the Air Traffic Management (ATM) system; Provide accurate and timely analysis and briefing services of meteorological information/reports for flight planning clients; Provide FF-ICE services via System Wide Information Network (SWIM) registry; Planning Service - Enables submission and evaluation of preliminary flight plans:  Filing Service - Facilitates submission and processing of filed flight plans; Flight Data Request Service - Provides query and reply capabilities for flight data; FF-ICE Data Publication Service - Allows authorised subscribers to receive relevant flight information; Notification Service - Supports event notifications (departures, arrivals, etc.); Trial Service - Enables "what-if" scenario evaluation without creating/modifying flight plans.  Improve air navigation capacity and efficiency by streamlining flight plan filing and management service processes, optimizing workflows, and utilizing new technologies to enhance the efficiency of air traffic management; Conduct oversight on processes and report on data audits to ensure maximum aeronautical data quality and compliance with international standards; Ensure that corrective measures are implemented to address a gap in performance, compliance, or process effectiveness meeting acceptable reliability standards and that documentation and systems are compliant with requirements; Co-ordinate, consult and liaise with clients; Maintain and file documents as per ISO and ATNS filing systems; Keep record of all aeronautical data changes or amendments; Complete projects in line with defined time and quality requirements; Develop and administer proficiency assessments for flight and flow operations team; Develop and conduct training for identified personnel.
Airspace Data /  FUA / UTM / HAO - Integrating real-time data from various sources to provide pilots and air traffic controllers with a comprehensive overview of the airspace activities through SWIM information services in support of enhanced operational ground and air decision-making processes for all phases of flight; Establish common practices and data formats for daily airspace management initiatives continuously updated as events take place for flight and flow planning and execution in support of air traffic flow demand and capacity balancing; Source, verify/validate and publish aeronautical information on airspace reservation, allocation, and de-allocation from flexible use of airspace (FUA) applications to create a more agile and responsive airspace management system increasing the overall capacity of the airspace network, allowing for more flights to operate safely and efficiently; Consolidate, verify, validate and provide higher airspace management information services for airspace management in support of trajectory-based operations that is complementary to standard AIM; Consolidate, verify, validate and provide low altitude airspace management information in a UAS Traffic Management (UTM) service to support airspace demand and capacity that is complementary to standard AIM.
AIRCRAFT REG / Performance Management - Maintaining a comprehensive Aircraft characteristics and performance data database within centralised AIM system with information about aircraft types, dimensions, weights, performance limitations, and other essential aligned with ICAO standards; Maintain and manage aircraft operators, aircraft registration and billing data within centralised AIM system ensure data integrity in respect of known aircraft operators and aircraft registration; Coordinate and manage aircraft groundings (ATNS/ACSA/SACAA); Coordinate and ensure seamless aeronautical dataset updating/amendments (aircraft operators, aircraft registration, aircraft characteristics and performance data) within the AIM system and specific target databases (ATC TOPSKY, ATFM, Billing, etc).
Governance, Compliance & Risk Management - Develop processes, procedures and protocols to ensure effective governance of flight and flow operations; Monitor and ensure compliance with all relevant regulations, legislation and standards; Identify risks and develop and implement approved mitigation plans and actions to minimise risks or avoid occurrence.
Stakeholder Relations Management - Develop and maintain sound and mutually beneficial relationships with key stakeholders to support ongoing collaboration and alignment; Represent ATNS at relevant national and multilateral forums; Participate in industry and regulatory forums and workgroups on a local, national, and regional level; Provide inputs and guidance to ICAO, CANSO, ATM/CNS Implementation Committee and other appropriate planning groups, sub-groups, working groups and task forces; Build and maintain sound relationships with all relevant business functions and teams within ATNS to enable alignment and collaboration.
Financial Management - Manage expenditure in line with business objectives and priorities, and within approved financial parameters; Provide inputs into the development of the budget; Ensure effective management of operational costs to enable efficient utilisation of financial resources; Ensure compliance with the financial policies and procedures applicable in ATNS; Ensure accountability and reporting on all costs incurred against the approved budget including deviations.
People Management - Manage staff in accordance with HC policies, processes, and practices; Ensure that new employees have been properly on-boarded prior to commencing work; Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report issues to management and Human Capital; Recruit, train, and develop a highly skilled and knowledgeable Aeronautical Information Communications team; Foster a culture of safety, continuous improvement, and professional development within the team; Promote high performance standards to achieve the function’s performance targets and strategies through implementation of the organisation’s performance management system; Ensure the availability of skilled and competent staff in the function to meet the current and future needs aligned to the departmental and overall business strategies; Manage and maintain high performance standards to achieve targets and objectives through application of the HC performance management system and take corrective action promptly and effectively when required; Mentor and coach staff as required to ensure continuous development and availability of the always required; Ensure the transfer of knowledge and skills to enable sustainability within AIM from a succession management perspective; Perform talent reviews in accordance with the HC Talent Management process; Drive employee engagement by creating a positive and productive work environment.

 Experience
•             At least 10 years’ experience in Air Traffic Management operations (AIM – FLIGHT PLANNING/NOTAM or ATS/AIR TRAFFIC FLOW MANAGEMENT)
•             Experience in aeronautical data quality, collection, analysis and methodology is required
•             In-depth knowledge of ICAO documents pertaining to flight and flow information (FPL, FIXM, Flow Management)
•             Experience in standards and regulations for the collection, storage, and use of aircraft characteristics and performance data
•             Experience in defining requirements/specifications for flight planning and briefing systems
•             Operational experience and knowledge of co-ordinate systems, aeronautical data and information, including:
