JOB PURPOSE
Interpret and advise stakeholders (including Department of Higher Education and Training) on strategic focus of agriculture and skills development.
 
ROLE CONTEXT
Planning in a sector where access to information and recorded data can be very challenging requires a candidate who is skilled and experienced in research, data analysis, management, strategic planning, performance management, monitoring and evaluation as well as production of reports and sector planning

ANNUAL PERFORMANCE PLAN
• Achievements of APP targets
• Unqualified audit (Clean)
• Budgeted revenue collection
• Submission of reports to governing structures within stipulated timelines.

• Suppliers
• Employers/Training providers
 
STRATEGIC INNOVATION, EXCELLENCE LEADERSHIP AND TRANSFORMATION
• Timely signed performance agreements (Own and sub-ordinates) by stipulated timelines
• Timely submitted performance reviews of subordinates and personal development of subordinates by stipulated timelines
Policy Maintenance, review and implementation
• Finance Policy
• S&T policy
• Delegations of authority
• (policy to be updated to clear previous audit findings)

• AFS preparation process (Accruals, Commitments - Disclosure notes)

ACCURATE FINANCIAL REPORTING

Annual financial statements by 31 May
• No casting error leading to material adjustments

EXPENDITURE AND REVENUE MANAGEMENT
• Management of expenditure & payments:
• Creditors - Age analysis and management should be active within 90 days.
• Recognised expenditure in terms of GRAP
• Recognised liability in terms of GRAP
• Pay invoices within 30 days or as mandatory grants timelines
Payroll:
• - Disbursements and 3rd party payments timeously paid
• - Monthly journals processed for preparation of monthly financial reporting
• Downloaded and analysed levies. Updated GL.
• 100% of budgeted Provincial levies:
• Monthly report on initiative or correspondence to motivate for payment
• if budget exceeded with 2% to 10% - 4
• if budget exceeded with over 10% - 5
• Management of receivables and debtors:
• Effectively liaise and ensure recoverability with corroborating evidence of communication
• Consider impairment for balances older than 12 months
Open transactions on ERP system:
• Captured but not approved
• Approved but not uploaded to the bank for payment
 
BANK, ASSETS MANAGEMENT AND GENERAL LEDGER MAINTENACE
• Bank reconciliations signed off by Finance manager within 7 working days of next month
• Management of suppliers and service providers change in banking details to avoid fraudulent transactions.
• Petty cash reconciliations signed off by Finance manager within 7 working days of next Month
• Journal entries signed off by Finance manager within 7 working days of next month
• Assets Disposal Plan by 31 March.
• Accurate and complete Assets and Inventory Disclosure notes for Monthly reports, Quarterly reports and AFS Management and monthly reporting with following registers:
• Asset register
• Repairs and maintenance register
• Lease register
• Inventory register
 
MININUM QUALIFICATIONS AND EXPERIENCE
• NQF Level 7 in Financial Management/ Accounting
• Minimum of 6 years’ experience within Financial Management environment.
 
REQUIRED COMPETENCIES
• Computer literacy
• Communication skills
• Strong financial and administrative background
• Knowledge of relevant legislation (PFMA/Treasury)
• Project Management
• Knowledge of the SETA environment would be an advantage.
• Completed SAICA / SAIPA Articles (will be added as an advantage)

JOB PURPOSE
• To manage the ETQA function in AgriSETA in accordance with SAQA legislation and requirements
 
ROLE CONTEXT
• The position must be able to balance the human element and on the ground situation against the overall requirement of accrediting providers against set guidelines.
 
KEY PERFORMANCE AREAS
 
KEY PERFORMANCE AREA - FUNCTIONAL OUTPUTS / ACTIONS
 
QUALITY ASSURING
• Overall accountability for the management and operation of the ETQA Department
• Responsible for ensuring all legislative and quality requirements are met regarding the quality assurance of all qualifications
• Ensures accreditation of all training service providers is executed as per AgriSETA’ s policy and complies with the requirements of relevant legislation
• Oversee the implementation of site visits to training providers, ensuring delivery of training courses and assesses if any material standards are being transgressed
• Oversees the investigation of incidents and complaints where standards are not maintained
• Conducts audits of offending training providers and where warranted makes recommendations for de-accreditation to the ETQA Committee
• Accountable for the final certification of learners who have achieved competence
REPORTING
• Submits quarterly reports to QCTO on the status of accreditation of service providers, quality and compliance issues.
DATA RECORDING
• Manage the monitoring and accreditation of the service provider database and ensures all updated information is submitted to SAQA for updating.
PERFORMANCE OF ETQA
• Manage the risks of QA
• Manage Internal Audits
• Manage External audits

AD HOC
• Any other duties which may be assigned from time to time.
 
MINIMUM QUALIFICATION & EXPERIENCE
• A Postgraduate Degree (NQF9) qualification in Business Administration or Equivalent Qualification.
• Minimum of 7 – 10 years’ experience in a Public Service Sector or SETA Environment.
• Minimum of 5 years of Senior Management experience in the Public Service or SOEs or Public Entities.
• Proven Experience in Strategic Planning and Policy development in the Public Sector
• Proven Working Experience in Implementing Policies and Procedures in Administration, Financial Management and Project Management
• Proven Experience in Monitoring Adherence to Legislations, Regulations and Standards. Knowledge of All Relevant Legislation including the Constitution of South Africa
• Sound Working Knowledge of the Corporate Governance Framework.
