AGRICULTURAL SECTOR EDUCATION TRAINING AUTHORITY (AGRISETA)
MANAGER: GRANTS AND STAKEHOLDER MANAGEMENT
SALARY SCALE: PATERSON D4 LEVEL 6 (R1 252 492.14 CTC PA)

JOB PURPOSE
• Manage the mandatory grant function of AgriSETA by ensuring that correct procedures are followed; and that the calculation of tax and levy payments reflect the correct payment to AgriSETA levy payers.
• Establish collaborative partnerships with Private and Public organisations.
• Assist the CEO to initiate and implement strategic projects.
• Ensure that strategic relationships are strengthened.
• Manage and coordinate the reporting of the performance related to strategic projects.
• Responsible for managing all strategic/critical projects of AgriSETA.
KEY PERFORMANCE AREAS
KEY PERFORMANCE AREA - FUNCTIONAL OUTPUTS / ACTIONS
PROJECT MANAGEMENT
• Develop project management templates and framework.
• Manage the project team member’s performance for strategic projects.
• Manage strategic / critical projects end-to-end as per the project management standards.
• Ensure development of business cases for projects.
• Track milestones and deliverables for critical projects.
WORKPLACE SKILLS PLANS; ANNUAL
• Overall financial management of levies and mandatory grants
• Oversee the accurate monthly levy upload process
TRAINING REPORTS; STAKEHOLDER MANAGEMENT
• Prepare payment reports for levy payers with the approved WSP
• Prepare tax and levy reconciliation reports
• Ensure Workplace Skills Plans are submitted timeously
• Ensure Workplace Skills Plans and Annual Training Reports comply with legislation and AgriSETA policies
• Stakeholder engagement plan and implementation
• Ensure that levy payers reports are updated continuously
• Ensure that set targets for the annual WSP/ATR are met
• Verify details on grant schedules.
• Reconcile payments made
• Verify of Levy Income (payments) and follow up of variances
• Ensure that road show workshops and training are conducted provincially on an annual basis
SYSTEMS
• Review Mandatory Grant system and Systems Upgrade annually
• Develop and update all Mandatory Information on website.
INTER SETA TRANSFERS
• Request Inter-SETA transfers and payments in accordance with standard operating procedures.
• Liaise with other SETAs and DHET regarding Inter SETA transfers.
REPORTS
• Respond to requests from internal and external audits/stakeholders.
• Develop stakeholder and project management reports.
• Compile reports and direct inputs into the skills planning process.
• Prepare reports and presentations on behalf of the CEO to Board Committees, Board, Parliament’s Portfolio Committee on DHET, DG’s and Minister’s meetings.
AD HOC
• Any other duties which may be assigned from time to time by the CEO.

• Internal divisions: All divisions within AgriSETA
• External: Stakeholders
MINIMUM QUALIFICATION & EXPERIENCE
• NQF Level 7 Qualifications in Public/ Business Management / Stakeholder Management / Project Management or equivalent.
• 5 years’ experience in Project Management / Stakeholder Management.
• Experience in Tax and Levy calculation will be an advantage.
• WSP/ATR knowledge will be an advantage.

• Ability to interpret data and convert data to management information
• Problem solving skills
Competencies Required:
• Computer literacy in all Microsoft Office applications
• Knowledge of relevant legislation within the SETA & Public Sector environment
