Job purpose
To administer the Evaluation Process of Mandatory Grants and Inter SETA Transfers in the Skills Planning and Research division
 
Role context
Administration of Mandatory Grants and Inter SETA Transfers requires a thorough understanding of the Skills Developments Act within the Skills Planning and Research environment of the SETA.

KEY PERFORMANCE AREAS
 
Key Performance area: Administration of Mandatory Grants and Administration of SDF Registration Process
Functional outputs / Actions:
• Receive online Mandatory Grant applications
• Verify the information captured, and fully evaluate
• Send out query letters and follow up on queries sent to stakeholder by the deadline date
• Send out rejection letters to stakeholders that have not responded to query or don’t meet the criteria to recommend for approval
• Forward all requests for approval to the Assistant Manager in Mandatory Grants
• Ensure accurate filling of all documents
• Do telephonic follow up on queries
• Verification of WSP/ATR implementation
• Monitoring of Discretionary Grant project implementation
• Provide feedback on all application status to stakeholders
• Assist Skills Development Facilitators (SDFs) with new or change of SDF requests
• Maintain change of SDF details and ensure all contact details on the system are correct
• Assist SDF / new employers with queries relating to their submissions and ensure their submissions are done correct by the deadline dates
• Facilitate SDF and Employer roadshow activities and conduct training provincially on an annual basis or as and when required
• Report weekly on daily activities
 
Key Performance area: Administration of the Inter SETA Transfer & Verification of WSP/ATR Data Integrity and Monitoring of DG Implementation
Functional outputs / Actions:
• Administer the DHET Levy Portal System
• Assist employers who are registered with the incorrect SETA
• Redirect Mandatory Grants to correct SETA when necessary liaise with other SETAs and DHET regarding Inter SETA
Transfers
• Conduct the provision of ad hoc support to employers newly transferred in from other SETA’s and update contact details and advise the SDF of AgriSETA’s processes and benefits
• Database update – Verify that employers currently allocated to AgriSETA do in fact belong to AgriSETA to verify with EMPSA from SARS, and where appropriate, correct employer information
• Verification of WSP/ATR implementation
• Monitoring of Discretionary Grant (DG) project implementation (site visits)
 
Key Performance area: Administration of the Bank Detail process
Functional outputs / Actions:
• Send and follow up on banking detail request to employers
• Update new or change of banking details on the system and verify that the information captured by the Skills Development Facilitator is correct
• File records and create bank detail reports for finance as and when requested
• Assist with queries relating to payments for Mandatory Grants
 
Key Performance area: Stakeholder liaison
Functional outputs / Actions:
• Provide excellent customer service to AgriSETA internal and external stakeholders
• Provide guidance to stakeholders, employers and skills development facilitators regarding registrations, Inter SETA Transfers, benefits from AgriSETA and grant related queries
• Assist stakeholders regarding quarterly grant payments
• Respond to all client correspondence and walk-ins concerning mandatory grants and Inter SETA Transfers
• Perform any administrative duties required by the division
 
Key Performance area: Provide information to auditors
Functional outputs / Actions:
• Provide information related to audit requests
• Validate information prior to submitting to auditors
• Keep records of documents submitted
• Ensure that there are no findings on any audited documents
 
Key Performance area: Reporting
Functional outputs / Actions:
• Generate weekly reports on Inter SETA Transfers captured, approved by the other SETA and successfully transferred in or out
• Compile relevant information to determine the number of grants on queries, rejected and recommended for approval
 
Key Performance area: Adhoc
Functional outputs / Actions:
• Any other duties which may be assigned by the Manager including assisting other divisions within the SETA

Qualifications and experience
• National Diploma in Business / Human Resource Development (NQF Level 6)
• 3 years of related experience in learning and development
• Knowledge of SETA Grants Processes and Monitoring of Projects will be an added advantage
• Driver’s license
