AGRICULTURAL RESEARCH COUNCIL (ARC)
 
The Agricultural Research Council (ARC) is a premier science institution that conducts research with partners, develops human capital and foster innovation in support of the agricultural sector. It provides diagnostic, laboratory, analytical, agricultural engineering services, post-harvest technology development, agrochemical evaluation, consultation and advisory services, food processing technology services as well as various surveys and training interventions. Through its wider network of research institutes and experimental farms, the ARC provides a strong scientific base and a broadly distributed technology transfer capacity to the entire agricultural industry in South Africa.

The ARC-Animal Production (ARC-AP) seeks to appoint a highly skilled, experienced and dynamic persons to the following positions at Irene, Pretoria: 
 
SENIOR BUYER – SUPPLY CHAIN MANAGEMENT 
(SIX MONTHS FIXED TERM CONTRACT) 
 
Key Performance Areas: 
• Manage the procurement function at Campus level (including amongst others, procuring goods and services, liaising with suppliers, obtaining quotations/tenders, guide in developing specifications, negotiating contracts and contract administration according to procurement policy). 
• Cost management by applying best sourcing strategies. 
• Act in direct support to the research function. 
• Evaluation of quotations and tenders in terms of PFMA, PPFFA & Treasury Regulations. 
• Manage the procurement process. 
• Implementation of SCM policy and regulations. 
• Source all suppliers at Campus level and manage Campus Supplier Database. 
• Promoting procurement empowerment (BEE/HDI). 
• Ensure compliance to internal controls. 
• Member of local tender committee and will represent the Campus at Corporate Tender Committee level (when the Campus requires CTC-level approval of the appointment of a supplier). 
• Manage the inventory function (including optimising inventory levels and coordination of stocktaking of stores). 
• Ensure that the risks related to procurement and inventory management are adequately addressed, SCM Reporting to Central Office. 
• Evaluation of Suppliers performance and attend to audit queries. 
• Give procurement guidance to business units and management. 
• Manage and provide leadership to subordinates. 
• Tender administration and provide inputs for budget. 
 
Requirements: 
• National Diploma/B Degree in Supply Chain Management/ Procurement/Logistics, Purchasing/Public Administration, or related field. 
• Knowledge and understanding of Supply Chain Management policies and procedure with at least 2-3 years’ working experience in public sector procurement. 
• Proficiency in MS Office Suite. 
• Good analytical skills, report writing and organizations skills. 
• Good communication and interpersonal skills.

BUYER - SUPPLY CHAIN MANAGEMENT 
(SIX MONTHS TERM CONTRACT) 
 
Key Performance Areas: 
• Process purchase requisition and create orders to suppliers. 
• Obtaining quotations from different suppliers. 
• Liaison with suppliers. 
• Using the 80/20 rule on purchases over R30 000.00. 
• Diverse supply chain administration functions. 
• Rendering of equal SCM administrative functions. 
• Management and record keeping of requisitions. 
• Placing of orders and follow up on outstanding transactions. 
• Ensuring that ordered items are obtained at the best prices rendering a quality financial service. 
• Ensuring that accurate information is provided to management. 
• Rendering a quality and on-time financial administrative service. 
• Ensuring optimal asset management and rendering an efficient stock control service. 
• Ensuring optimal client satisfaction. 
• Ensuring compliance with safety regulations at all times. 
• Acting in direct support of the research function. 
• Sourcing and evaluating suppliers. 
• Managing the campus supplier database and ensuring internal control compliance.
 
Requirements: 
• National Diploma in Procurement, Supply Chain Management or equivalent qualification. 
• 3 years’ experience in Supply Chain Management or a similar environment. 
• Registration with Association of Accounting Technicians will be an added advantage, Knowledge. experience and understanding of the Public Finance Management Act (PFMA). 
• Preferential Procurement Policy Framework Act (PPPFA) and related legislation. 
• Proficiency in MS Office Suite. 
• Exposure to AX System. 
• Good analytical skills report writing, good organisational skills. 
• Good communication skills written and verbal.
