AGRICULTURAL RESEARCH COUNCIL (ARC)
The Agricultural Research Council (ARC) is a premier science institution that conducts research with partners, develops human capital and foster innovation in support of the agricultural sector. It provides diagnostic, laboratory, analytical, agricultural engineering services, post-harvest technology development, agrochemical evaluation, consultation and advisory services, food processing technology services as well as various surveys and training interventions. Through its wider network of research institutes and experimental farms, the ARC provides a strong scientific base and a broadly distributed technology transfer capacity to the entire agricultural industry in South Africa.
The ARC-Central Office (ARC-CO) seeks to appoint a highly skilled, experienced and dynamic person to the following positions at Hatfield, Pretoria:
MANAGER: FINANCIAL PLANNING AND ANALYSIS
Key Performance Areas:
Policy and Procedures
Provide input into the financial strategy as part of the ARC’s corporate / business planning process as directed by the Chief Financial Officer,
Oversee the development and maintenance of appropriate policies and procedures in relation to:
a) External income,
b) Income received in advance,
c) Pricing and Costing,
d) Project Accounting.
Budgeting and Forecasting
Ensure that the necessary training is provided to the internal stakeholders on the policies within area of responsibility,
Annual and multi-year budgets (including forecasting); including ongoing support,
Coordinate the development of the ARC’s annual and multi-year budgets,
Develop the Budget guidelines, which will be signed-off by the CFO, for every.
Budget cycle
Provide guidelines for the quarterly forecasting, and ensure adherence thereof, Consolidate the preliminary and final budget documents (i.e. Budgeted Financial, Statements – full set; financial commentary); as submitted by the respective Institutes and / or Divisions),
Submissions of the Medium Term Expenditure Framework (MTEF) to the Department of Agriculture, Land Reform and Rural Development (DALRRD); and National Treasury, and other external stakeholders as per the agreed standards and agreed timelines,
Provides professional assistance and support to ARC management and staff on budget and other related matters,
Assist the CFO, in reviewing and prioritising the business cases relating to Capital Expenditure budget.
Management Accounting and Reporting
Provide finance support and input in terms of developing business cases / proposals to ensure that the opportunities pursued are financially viable,
Performing financial analysis on a continuous basis to identify areas of development or improvement,
Analyse revenue and expenditure variances relative to the approved budgets and Prepares monthly management reports (a full set of financial statements including financial commentary/ narrative),
Collaboration with other finance managers, to ensure that the integrity and quality of the management reports are of acceptable standards,
Prepare quarterly reports to be submitted to the DALRRD and National Treasury.
Business Intelligence and ERP system
• Participate and collaborate with ERP system task team, and ensure that adequate input is provided
for the financial planning and analysis requirements / needs,
• Develop and provide necessary dashboards, to provide relevant information required for decision – making.
People Management
Manage people development initiatives, succession planning and talent management to meet functional performance standards,
Provide input into workforce planning and implement approved plans to ensure team is suitably staffed to meet sub-functional objectives,

Requirements:
B.Com Hons or relevant finance related Postgraduate qualification,
Studying towards CIMA accreditation will be an added advantage,
Professional membership: CIMA will be an added advantage,
5 years’ professional experience in budgeting, accounting, forecasting, and management reporting or related finance field,
Possession of a valid driver’s licence,
Knowledge of applicable laws and regulations, and financial reporting practices,
Knowledge of computer software, including Microsoft Excel, word, PowerPoint Experience of Advance Microsoft Excel,
Communicating effectively, both verbally and in writing,
Working on several assignments simultaneously, setting priorities, meeting deadlines, and working independently within established guidelines,
Experience in working on ERP systems and solutions.
