AGRICULTURAL RESEARCH COUNCIL (ARC)
 
The Agricultural Research Council (ARC) is a premier science institution that conducts research with partners, develops human capital and foster innovation in support of the agricultural sector. It provides diagnostic, laboratory, analytical, agricultural engineering services, post-harvest technology development, agrochemical evaluation, consultation and advisory services, food processing technology services as well as various surveys and training interventions. Through its wider network of research institutes and experimental farms, the ARC provides a strong scientific base and a broadly distributed technology transfer capacity to the entire agricultural industry in South Africa.
 
The ARC-Central Office (ARC-CO) seeks to appoint a highly skilled, experienced and dynamic person to the following position at HatfieldPretoria:
 
 
CORPORATE HR MANAGER: HRD & EE
 
Key Performance Areas:
• Strategic management of a Human Resources Development framework as informed by core-business
division needs, in establishing the ARC as a learning organisation,
• Design and develop a L&D strategy that builds and sustains organisational capability now and for the future,
• Enforce best practices in L&D activities to ensure maintenance of top training programmes that enable high performance culture,
• Develop relevant business cases to fill a specific training need, and secure the relevant funding,
• Strategic and pro-active management of core-business and organisational aligned capacity building programs and succession planning framework and models,
• Maintain knowledge in the department, keeping it up to date with the latest training practices, trends and technology,
• Partner with the business to ensure that L&D is aligned to the broader strategy,
• Analyse the strategy to uncover the organisation’s skills needs.
• Devise tactics/plans to address skills requirements for the Group through research into industry best practice and innovations in L&D practices and processes.
• Create and sustain an effective learning culture,
• Lead and direct the tactical plans and activities of the L&D function,
• Drive and accelerate skills development initiatives to support the transformation agenda,
• Lead a team of L&D practitioners effectively to implement the L&D strategy,
• Direct and manage the prioritization of training requirements and the planning thereof to ensure training delivery is effective and impactful and delivered in line with business priorities,
• Determine the ROI and transference of learning using analysis methods, ROI tools and feedback mechanisms,

• Manage the recruitment of PDP students, ensure adequate funding to sustain the program, manage the NRF nomination process, and manage quarterly reporting to DST,
• Ensure adequate funding for Employee Development program, Manage and Monitor progress of registered employees,
• Implementing and managing the Integrated Corporate Orientation Programme of the ARC,
• Market HRD Initiatives to HEI and other funding organisations including government,
• Source funding for Internships and Work Integrated Learning,
• Manage and Monitor all employees on a joint appointment, follow up on funding possibilities and ensure ARC has MOU/MOA with those HEI,
• Identify relevant training and check the registration and accreditation of training to be conducted,
• Ensure all business unit of the ARC have clearly defined EE targets,
• Give direction to EE committees on matters to discuss Identify barriers to EE. Revise the EE strategy,
• Identify programs to address cultural diversity within the Organisation.
• Monitor all the training financial transactions, Develop business plans, compile budgets, and monitor and control all financial/ budgetary transactions,
• Ensure that the WSP and ATR reports are submitted on time to SETA,
• Ensure that the EE progress reports are submitted on time to Department of Labour.
• Develop tracking system for payments, record of all bursaries and students. Consistency in administering contracts. Develop Procedures for managing all HRD initiatives,
• Develop a framework for developing succession plan and develop the Retention framework for designated groups.

 
Requirements:
• B Degree in HRM with specialization in L&D/ HRD,
• 5 years’ experience in a HRD and EE management with the responsibility of managing a function,
• 3 years’ experience populating EE and Skills modules,
• Postgraduate qualification would be an advantage,
• Registered SDF with an accredited SDF certificate,
• Experience in L&D Management, liaising and operating with Senior Managers
• Experience in implementing e-learning solutions,
• Ability to present HRD/EE business contexts to Senior and Executive Management team,
• HR procurement knowledge and skills,
