We are currently recruiting for a Technical Group Leader: Research and Development to join our team.
Purpose:
To manage and lead the Research and Development initiatives in the Technical Division of Agrement South Africa for evaluating the fitness of non-standardized construction products, materials, and systems against performance-based criteria.
Duties & Responsibilities
Research and Development
To manage and provide leadership direction to the Research & Development Department of ASA under Technical Services Division, to assist in fulfilling its core functions of assessment, certification, quality control, and research and development of non-standardized and innovative construction products and systems by:
- Broadening research into non-standardized construction-related products and systems
- Coordinate the research of suitable, creative, and innovative testing systems based on requests from technical assessment and quality assurance division/monitoring & evaluation processes
- Assuring specifiers and users of the fitness-for-purpose of non-standardized construction-related products or systems
- Supporting policymakers in minimizing risks associated with using a non-standardized construction-related product or system through formalized collaborations
- Supporting and promoting the introduction and use of certified products and systems
- Development & review of R&D operating procedures & research framework
- Assessing the impact of Agrément South Africa (ASA) innovative construction products and systems
- Development and maintenance of ASA evaluation criteria
- Collaborating with Corporate Service for Stakeholders engagements and management
- Mentoring and coaching research specialists
- Delivery of technical presentations to stakeholders
- Conducting market usage analysis through performance in-use assessments
- Conducting Socio-Economic Impact Assessments on new projects
- Conducting feasibility studies for new projects
- Development of business plans for new Projects
- Verification of certificates directory for validity, accuracy and completeness
- Management of Departmental Budget and fiscal planning
- Management of risk as associated with research and development
Technical Assessment
Support the technical process of Agrement certification by:
- Induction of technical experts to participate in the Technical Committees
- Implement new trends in certification benchmarking with international organizations that are members of the WFTAO (World Federation of Technical Assessment Organisation)
- Maintain and manage links with existing clients and identify prospective clients who can use the competence area services to ensure the sustainability of the business, as well as raise the profile of Agrement South Africa nationally and internationally
Knowledge
Provide and develop a practical level of expertise and knowledge within Agrement’s core business by:
- Seek training and develop your own skills
- Supporting staff development and strategic Human Capital Development (profiles, capacity, and development)
- Recommend training interventions required by the technical staff
- Network and maintain links with specialists required to execute research, technical, and testing functions.
- Monitor industry changes/developments and ensure that the Division is prepared for these developments
- Deliver technical presentations as an industry-level expert
Ad-Hoc Duties
- Lead the research team and perform tasks as required by the Agrement Certification Process in any area or field where the incumbent may be deemed/recognized as an expert or an industry specialist
- Marketing initiatives
- Attend and participate in workshops, conferences, and seminars
- Perform all responsible tasks given by the EMTS
Desired Experience & Qualification
MINIMUM REQUIREMENTS
- A 4-Year Degree in built environment discipline
- 8 Years’ experience
- Professional Registration
- 10 Years’ experience

Research and Development
Perform Research and Development within the Technical Division:
- Provide research support to Agrément South Africa's Technical Services Department
- Initiate and carry out research projects concerning the performance-in-use of innovative building technologies
- Compile and present research reports to internal committees of the Board
- Conduct feasibility studies and develop business models to inform new business lines
- Market and promote Agrément certified innovative products and systems through stakeholder engagements
- Develop and maintain relationships and networks with international, national, and provincial research institutes, institutions of higher learning, researchers within the public, private and the built environment sector
- Provide support and participate in Agrément’s Industry Advisory Committee
- Verification of Agrément's Directory of Certificates
- Develop and maintain certification schemes
- Design surveys for division-wide priorities and initiatives
- Conduct document review, organisation, and quality control of data acquisition to draw relevant conclusions and direct research activities
- Determine the performance-in-use of Agrément certified products and systems through market and usage analysis
Technical Assessment
- Ascertain whether the necessary steps/ process involved in the certification process being followed by Agrement requirements can be improved
- Identify any new and innovative processes or developments being used by clients
- Participate in the certification approval process as a member of the Agrement Technical Committee representing R&D when required
- Develop and review Agrément's performance criteria
Quality Assurance
Support the implementation and adherence to Agrement’s quality assurance Policy, Procedures and Standards:
- Ensure that technical outputs of the R&D technical team reviewed are of high standard and high quality so that the credibility of the certification process is maintained.
- Implementation of compliance with appropriate management and system requirements
Knowledge
Provide and develop a level of R&D expertise and knowledge by:
- Seek training and develop own skills
- Supporting staff development
- Provide training and advice on R&D related topics to the technical staff
- Network and maintain links with R&D specialists in the Built Environment
- Monitor industry changes/developments and ensure that the Technical Division is aware of these developments

Job Purpose:
To carry out quality assurance processes and procedures in the Quality Department of Agrément South Africa.
Duties & Responsibilities
Quality Assurance Processes
- Contribute to defining, investigating, and analyzing quality assurance problems, leading to an agreed definition of the problem to be addressed
- Participate in designing or developing solutions to quality assurance problems
- Comprehend and apply advanced knowledge in quality assurance activities
- Perform quality assurance activities as assigned by the group leader
- Communicate clearly within the unit and with others on quality assurance activities
- Address the reasonably foreseeable social, cultural, and environmental effects of quality assurance activities as the group leader instructs
- Contribute to meeting all legal and regulatory requirements and protect a person's health and safety during his or her quality assurance activities
- Conduct all quality assurance activities ethically
- Apply sound judgment during quality assurance activities
- Contribute to making decisions on all quality assurance activities
- Adhere to Agrément ’s core process Policy, Procedures, and Standards by undertaking professional development activities to maintain and enhance competence in quality assurance

- Write annual quality assurance audit reports, investigation reports, and licensee audit reports and maintain supporting documentation
- Ensure all non-compliance is close within the agreed time
- Generate non-compliance report database
- Promote a culture of excellence in applying Quality Assurance in the Technical Division
- Ensure the Implementation of Risk Management Policies and procedures on Functions
Performance outputs
- Assist the TGL in approving the certificate holder’s quality management system manual based on Agrément South Africa criteria
- Conduct annual factory/site inspections as per the quality assurance annual plan to verify implementation of the approved QMS and compliance to specification in accordance with Agrément South Africa certificate
- Assist TGL in approving licensees and qualified /applications installers based on Agrément South Africa criteria
- Carry out the 3-year validity reviews
- Keep annual quality inspection records and manuals
- Keep records of the registered licensees
- Ensure completeness of documentation of all quality assurance activities
- Follow up on issues concerning the use of Agrément Certificate (Site Investigation)
- Assist in compilation of all validity review schedules
- Ensure adherence to set out steps/ process involved in the quality assurance activities
- Assist the TGL in the management of the Quality assurance unit
- Assist TGL to implement operational plan and sustainable growth & robustness of the Quality assurance unit
- Ensure that quality assurance activities are done in line with Guidelines for the preparation of a quality management system for Agrément South Africa certificate holders and ISO 9001 QA management system principles
- Maintain and manage links with existing clients to ensure the sustainability of the business; as well as raising the profile of Agrément South Africa nationally and internationally

- Carrying out factory, site and licensee audit
- Carry out investigation to find the root cause of the problem
- Analyze and interpret amendment/update impact on certification requirements and Issue non-compliance notice where applicable
- Perform review/acceptance of responses to non-compliance notices
- Perform and coordinate validity review as per Agrément South Africa’s criteria
- Perform and coordinate licensee and qualified installers scheme audit
Technical Assessment
Support Technical Assessment on the following:
- Advise and review corrective actions
- Advice on documentation to be completed
- Verify that assessment processes have been completed
- Follow up on outstanding quality issues
- Participate in the certification approval process as a member of the Agrément Technical Committee, should a need arise
Technical Presentations
Further the exposure of Agrément in the industry through:
- Deliver technical presentations to stakeholder/tertiary education institutions on Agrément and the benefits of certification
Desired Experience & Qualification
Requirements:
- A relevant NQF 7 (or higher) qualification in Civil Engineering, Building Science, Architecture or Construction Management
- 5 Years of Work Experience
- ISO 9001:2015 Training
- Experience inspecting building systems, products, and materials, including road products, sanitation systems, etc.
Other Advantageous Requirements
- ISO 14024 Training
- ISO 17065 Training
- Accreditation as Lead Auditor
