REQUIREMENTS : A Grade 12 is required coupled with a minimum LLB Degree (equivalent to NQF level 7). LLM degree or certificate/s on legislative drafting courses will be an added advantage. A minimum 5 years of experience at a middle/senior managerial level obtained in a legal environment. Knowledge and experience in legislative drafting, constitutional and administrative law; and statutory interpretation. Knowledge of fiscal and intergovernmental legislation and budget processes. Experience in the Executive’s and Parliament’s processes for considering draft legislation. DUTIES : Drafting and Processing of Fiscal, Intergovernmental, Accounting and Procurement Related Legislation: Provide guidance on legislative processes and participate in policy processes that may require legislation, Draft Bills. Scrutinise draft Bills prepared by line units or entities of National Treasury. Assist internal stakeholders with legal aspects of socio-economic impact assessments of draft Bills. Prepare documentation for the processing of draft Bills, namely to the Minister, Directors-General Clusters, Cabinet and Parliament, and support the processing of draft Bills. Prepare legal instruments required for the commencement of Acts. Comment on Draft Bills relating to Fiscal, Intergovernmental, Accounting & Procurement Related Legislation: Provide inputs on draft Bills initiated by other national departments submitted to the National Treasury before the Directors-General Clusters and Cabinet processes. Provide input on draft Bills submitted to Directors-General Clusters and Cabinet, by identifying provisions that may impact on the National Treasury or legislation administered by the Minister of Finance. Provide inputs on Bills in Parliament, introduced by other Ministers or Members of Parliament. Drafting and Scrutiny of Subordinate Fiscal, Intergovernmental, Accounting and Procurement Related Legislation: Draft regulations and other legal instruments to be made by the Minister of Finance with supporting documentation required for the promulgation of the legal instruments. Scrutinise draft regulations and other legal instruments, prepared by line units or entities of National Treasury, to be made by the Minister of Finance with supporting documentation required for the promulgation of the legal instruments. Provide or co-ordinate inputs on draft regulations and other legal instruments initiated by other national departments submitted to the National Treasury before promulgation. Review of Fiscal, Intergovernmental, Accounting and Procurement Related Legislation: Audit legislation for technical alignment and adherence to best practice and other primary legislation of the National Treasury. Assess legislative requirements against government’s policy objectives and initiate reviews of legislation. DUTIES : Strategic leadership and stakeholder management: Contribute to raising awareness of the Internal Audit division with specific emphasis on Regularity Audit through stakeholder engagement. Execute plans and guidelines to ensure completion of strategic and operational activities. Liaise, co-coordinate, establish and maintain good relations with stakeholders on audit related matters. Contribute towards initiatives or recommendations by the Audit Committee. Providing feedback and clarification to the client relating to Regularity audit reports, control and technology related matters. Resource management: Manage and develop Regularity Audit resources to ensure effective and efficient delivery and overall achievement of Regularity Audit objectives. Develop the training plan for Regularity Audit. Perform resource allocation and priorities across regularity audit projects. Process improvements and research: Keep abreast of global trends, new developments in the Regularity audit Identify areas for improvement to ensure a sustainable Audit Strategy, Regularity Audit Methodology and Resource Plan to ensure continuity of Regularity audit services. DUTIES : Reception Services: Receive telephone calls, messages and direct them to the relevant stakeholders. Welcome, receive and direct clients to the offices of the meetings and provide relevant information when required. Operate office equipment and photocopiers and liaise with internal and external stakeholders. Maintain and oversee the utilisation of visitor register. Render effective Reception Services: Monitor and control the movement of employees, visitors and contractors on the floor. Confirm host availability before directing visitors to the required floor and escort visitors to the waiting rooms.
