Job Purpose:

To assist the Chief Property Officer with the functions of the Property Management and Portfolio Advisory Division of the department in the relevant Customer Care Area.

 

Minimum Requirements:

  • Bachelor's Degree in Real Estate / Public Administration (NQF Level 7)
  • 5 years appropriate experience

 

Core Responsibilities:

  • Execute and oversee all property-related matters to ensure effective and efficient property management.
  • Ensure compliance with applicable guidelines, policies, procedures, and relevant legislation.
  • Ensure compliance with the conditions of leases and property purchases as approved by Council.
  • Ensure compliance with the administration and implementation of land expropriation processes as approved by Council.
  • Ensure compliance with the conditions and requirements relating to the registration of servitudes.
  • Conduct inspections of properties subject to lease and sale agreements and provide the Chief Property Officer with quarterly updates and information for reporting on the progress of property-related matters.
  • Direct Property Officers to conduct site inspections of Council-owned stands and land managed by the Development Planning and Real Estate Department.
  • Ensure effective, efficient, and consistent property administration within the Property Management Division.
  • Maintain accurate, current, and reliable property information to facilitate accessibility and effective decision-making.
  • Ensure that the property record management system complies with corporate policies, procedures, and applicable standards.
  • Facilitate effective communication and liaison with members of the public and Councillors through formal memorandums, correspondence, and other appropriate channels, while ensuring efficient property administration and financial management within the Property Management Division.
  • Promote a performance-driven environment and ensure the achievement of the division’s strategic objectives and operational targets.

Core Responsibilities:

  • Effectively deliver or collect records, mail or goods as required within area of accountability
  • Ensure that vehicle log-books are completed by users
  • Dispatch vehicles as and when they become due for services
  • Complete requisition orders for the submission of vehicles for services and or repairs required and facilitate all queries related to the submission thereof.
  • Check vehicles for damages, kilometre readings, oil and water and general working condition
  • Perform daily vehicle inspections
  • Report any damages to the vehicles
  • Assist with pool car dispatches as and when necessary
  • Perform opening and closure as well as non-specialised maintenance in the Corporate SRAC department building
  • Operate the security system of the corporate SRAC department building

  • Assist in reconciling income by applying financial control measures incompliance with council policy
