CALL FOR MEMBERS OF THE BOARD OF DIRECTORS LESOTHO PUBLIC PROCUREMENT AUTHORITY (LPPA) The Lesotho Public Procurement Authority (LPPA), which oversees public procurement activities in Lesotho, is inviting applications from suitably qualified individuals to serve on its Board of Directors, as required by the Public Procurement Act No. 3 of2023. The LPPA strives to ensure that public procurement in Lesotho is conducted fairly, transparently, accountably, efficiently, and effectively, to benefit the citizens of Lesotho. Applicants for the Board of Directors should possess analytical, communication, teamwork, and management/leadership skills, as well as knowledge and experience in public procurement. Additionally, they must have a minimum of ten years of experience in their field(s) of expertise. Board members may participate in sub-committees, conduct special investigations, and provide expert advice in their areas of specialization. Remuneration for Board members will cover their attendance at Board meetings, sub-committee work, and ad-hoc tasks such as special investigations. Reasonable expenses incurred by Board members in connection with the Board's business will be fully reimbursed.
SPECIFIC REQUIREMENTS FOR THE PORTFOLIOS ARE: CHAIRPERSON Master's degree in a relevant field such as business, economics, law, commerce, engineering (civil, structural), or public administration. Have minimum of fifteen years of experience in procurement, purchasing, and supply chain management in public procurement. This position is not open to candidates who are currently employed in the public service. BOARD MEMBR - LEGAL LLM with 12 years' experience in legal practice/ related OR LLB with 15 ears' experience in legal practice /related. BOARD MEMBR - PROCUREMENT (two portfolios) Masters in economics, Commerce, public administration, supply chain management with minimum of12 years' experience in public procurement OR Degree in economics, Commerce, public administration, supply chain management with minimum of 15 years in public procurement. Professional qualification (Diploma in Procurement and Supply- Level 4) mandatory. (One portfolio) Masters in economics, Commerce, public administration, supply chain management with minimum of 12 years' experience in governmental and multi-lateral agency procurement procedures OR Degree in economics, Commerce, public administration, supply chain management with minimum of 15 years' experience in governmental and multi-lateral agency procurement procedures. Professional qualification (Diploma in Procurement and Supply- Level 4) mandatory. BOARD MEMBR- RISK MANAGEMENT Masters in risk management and/or an Auditing with minimum of 12 years' experience in procurement and business operations OR Degree in Risk Management and/or an Auditing / Financial with minimum of 15 years' experience in procurement and business operations. Previous experience of serving in the Risk Management Committee and/or Audit Committee will be advantageous. Experience in the private sector is mandatory. BOARD MEMBR - FINANCIAL MANAGEMENT Masters in finance, Accounting, Chartered Accountant (CA), Business Administration with minimum of 12 years' experience in procurement and business operations OR Degree Finance, Accounting, Business Administration with minimum of15 years' experience in procurement and business operations. Experience in the private sector is mandatory.
