• The constitutional requirements for local government and local government legislation, local government powers and functions, including assignment of national and provincial functions • Developmental local government performance management and reporting, sophisticated understating of the global, national and regional context in which the municipality operates, sophisticated understating of the local, regional national and international political context, legislation, policy and implementation, expert knowledge in more than one functional field/discipline • Skills in analytical thinking, policy conceptualization and implementation, conflict management, mediations skills, diversity management, institutional transformation within local government or public sector.
Experience: • A minimum of 5 years' management experience at senior or middle management level of which of the 3 of the 5 years' must be at senior management level • Most complete the Certificate Programme in Management Development for Municipal Finance within 18 months of appointment as per the minimum competency regulation • Proven track record on Revenue Enhancement and Innovation • Efficient and Sustainable Budgeting • Proven track record on the implementation of the Financial Systems • Local Government Experience will be an added advantage. Duties: • Administratively lead the budget and treasury office • Advise Accounting Officer on Ike exercise powers and duties assigned to Accounting Officer and other Senior Managers in terms of the MFMA, Regulations and Circulars • Implement and manage the financial and performance reporting process • Ensure alignment of IDP, budget and SDBIP and the implementation thereof • Develop and Implement revenue enhancement and innovation strategy • Lead and implement efficient and sustainable budget • Manage expenditure and supply chain management of the Municipality • Full Implementation of the financial systems • Ensure governance and compliance with the legislations, regulations and financial circulars • Engage and report to Provincial Treasury, COGTA and other organ of state on financial related matters • Formulate, review and implement the Council applicable budget related policies and other applicable policies • Provide sound management of staff in the Finance Department • Support Accounting Officer and User Departments on financial matters • Engage with community, business and other key stakeholders on financial matters • Ensure Municipality achieve clean audit.
