OPERATIONAL MANAGER-WATER

PURPOSE
Organize and control all functions related to the management of water reticulation of the area in order to effectively manage the water infrastructure.
 
KEY RESPONSIBILITIES
Develop and manage operational plans to co-ordinate and optimize the utilization of the area resources for all field work to be undertaken. Ensure that correct materials and resources are available for scheduled operations on a daily basis. Monitor and ensure the quality standard and productivity levels for all field work by doing site inspections and job assessment. Manage all maintenance and construction work under his/her control. Ensure and promote good communication with staff. Manage and monitor the effective utilization, development and motivation of personnel. Initiate, manage and report on staff training and development needs in consultation with the Depot Manager. Perform on the Job Training to subordinates. Ensure that the productivity levels and costs are kept within estimates and targets by managing and controlling standby, overtime leave and absenteeism. Manage and ensure that all operations are carried out within statutory requirements as laid down in the OHASA. Conduct regular site inspections to ensure compliance to the safety procedures. Keep records of all safety related meetings and inspections. Liaise with contractors, other departments and utilities. Attend to claims against Johannesburg Water. Ensure that toolbox meetings are held regulary by carrying out inspections.

• Grade 12/N3 in Built Environment + Plumbing trade test certificate or NQF level 4 Water / Sanitation Learnership.
• 5 years experience in operation and maintenance of water reticulation of which 2 years must be at a supervisory level.

KEY RESPONSIBILITIES
Develop and coordinate comprehensive strategies and implementation plans for the Departments taking into consideration the broader CoJ and JWater strategic plans. Interpretation of political, socio-economic factors relating to JWater specific needs. Meet relevant national and international legislative requirements. Ensure a sustainable community focused strategy. Develop and implement an innovative organisation structure to meet the full spectrum JWater’s operational requirements. Ensure that the organisation structure meet the needs to fulfil the networks and bulk wastewater objectives. Ensure that research, scientific and technical skills are available. Incorporate divisional budgets into a comprehensive operations department budget for presentation and approval. Manage and ensure the operations on repairs and maintenance to mechanical plant and equipment and instrumentation located at Johannesburg Water’s Treatment Works in accordance with General Machinery Regulations section 2.1 and 2.7 (OHASA) and SANS codes of practice.
 
KEY RESPONSIBILITIES
Manage and ensure the scheduling, installation, repair and maintenance of all mechanical plant and equipment located at the various Wastewater Treatment Works in compliance to OHASA and SANS codes of practice. Inspect and ensure that all outsourced mechanical repairs are adhered to in terms of the relevant quality standards. Conduct investigations into mechanical operating methods and upon approval from Mechanical Manager, manage the implementation of such upgrades or modifications to enhance current systems. Revise and update Mechanical drawings. Manage and Control staff in terms of HR Policies. Identify job specific training and development needs in line with JW skills development plan. This will be done in consultation with the Mechanical Manager. Carry out responsibilities as outlined in the relevant Safety appointments (Disaster management reps and Safety committee reps). Manage, monitor, and enforce safety requirements in the workplace by carrying out risk assessments and on job assessments. Informs Mechanical Manager with the annual capital (CAPEX) and operating budgets (OPEX) estimates. Keep updated records of expenditure per mechanical plant/equipment and inform Mechanical Manager of high expenditure equipment. Control expenditure by ensuring spending is appropriate and necessary for achievement of objectives. Liaise with contractors on an adhoc basis to ensure that all outsourced work is completed within agreed timeframes. Liaise with suppliers regarding delivery of spares.

PURPOSE
The purpose of this role is to provide Labour Relations advisory services to the business and ensure adherence to Labour Relations policies, procedures, and agreements.
 
KEY RESPONSIBILITIES
Participate and assist in the development of policies, procedures, regulations and rules in the Labour Relations environment. Support management by providing specialist Labour Relations advisory service on all labour relations matters. Advice management on procedural and substantive aspect of disciplinary action and grievance management. Advice management on all matters that involve conflict between employees. Assist HR Managers and Officers in the facilitation processes and procedures in disciplinary and grievance hearing and any other labour related issues. Represent the Company at Bargaining Council/CCMA, LLF and any other forum as and when required. Coordinate the Labour Relations forum meetings. Appoint Presiding Officers for level 2 and below disciplinary cases. Provide secretarial support to the negotiations team. Conduct research and benchmarking on negotiation items. Liaise with the Labour Relations Manager and other relevant parties in organizing, co-ordinating and /or providing training on the disciplinary code and procedures, grievance procedures and any other labour relations related training as and when required. Prepare LR training specifications in conjunction with the LR Manager. Consult with T&D on the procurement of the labour relations training providers. Conduct briefing sessions upon request on disciplinary code and grievance procedure and any other related labour relations related issues. Gather and analyse information on disputes. Consult with role players on information relating to disputes. Liaise with company lawyers on disputes referred to labour court. Ensure accurate and appropriate response to disputes. Monitor progress on disputes. Compile and submit monthly, quarterly, annual and any ad-hoc Labour Relations reports as and when requested. Provide documents for audit purposes as and when required. Ensure that strike and contingency plans are continually updated in the event of any industrial action. Arrange and attend meetings to discuss any labour relations related issues. Records keeping of all labour relations related meetings (e.g., task teams meeting). Keep records (filling) of LR related documents. Attend to any other duties as may be assigned by the Labour Relations Manager or Johannesburg Water Management.

PURPOSE
To carry out the design of engineering works, assist in appointing the most credible contractors to carry out projects through preparation of tender documents and ensure smooth running of projects through supervision and monitoring on site.
 
KEY RESPONSIBILITIES
Prepare design reports which are substantiated with calculations and computer analysis and network designs that will be implemented. Circulate the design reports to the Planning, Operations, Project Management Unit and other Stakeholders for comment and approval. Make design recommendations based on the information gathered from the investigations. Compile tender documents with emphasis on the scope of work and bill of quantities. Conduct briefings to contractors interested in tendering, take the attendance register respond to questions on site and send minutes of the briefing session to all who attended. Visit sites for inspection at every critical stage of the project, may sometimes be required to be permanently on site. Monitor progress of projects and costs and report to Manager. Process payment certificates for contactors at each stage of the project, verify information on the progress report and if work done is of required quality and process payments accordingly. Issue the completion certificate once signed by parties involved. Compile and send regular progress reports to Manager, comment on reports done by the contractor. Ensure that computer software is updated and maintained to produce better design work.

Develop, write and edit JW’s newsletter, the Pipeline, to educate, inform and notify employees about events, projects and changes in the organization. Officially take photos for the company for any event, including Access cards, Special Projects, and Exhibitions. Responsible for providing input into the JW website /intranet for information disseminating to a wide range of audiences. Managing and sourcing content for all JW screens. Ensure that all media and photographic material sourced is achieved. Edit any content sourced to ensure accuracy in publications and video presentations, etc. compile a company profile to promote it to its stakeholders by identifying key departments and conduct interviews either one on one, or via e-mail, then packaging this to a booklet form. Attend exhibitions, stakeholder forums, meetings and conferences and provide material that is distributed to stakeholders. Talk to stakeholders about JW and its services. Liaise with different stakeholders and gather information that would be used for future communication. Plan and coordinate the Managing Director’s Staff Broadcast and participate in the City of Johannesburg’s water and sanitation related Roadshows and write about the events, noting concerns regarding the Department e.g., Corporate Identity compliance. Assist in ensuring that all journalists have their press packs with press releases for relevant media tours and events. Organizing of corporate gifts. Daily read through media reports (Print, on-line, Broadcast) specific to JW and compile a report on those. Work with Customer Care Managers in the Regions on some of the media queries that have been sent through for immediate attention. Chair the relevant monthly meetings and co-ordinate inputs from different regions. Inform the six customer care officers about JW projects, which they will take back to their depot managers who will then talk to the rest of the employees during their weekly or monthly meetings.

Create and update records and databases for Enterprise and Supplier Development beneficiaries internal and external stakeholders, suppliers based on various categories as defined from time to time for training purposes. Facilitate the communication of Enterprise and Supplier Development events (i.e., training, workshops, and debriefing sessions) to the relevant suppliers. Draft and send out invitations for supplier training sessions, arranging venue/ parking, and other logistical requirements. Maintain attendance registers for the sessions held and related presentations for audit purposes. Prepare a schedule of all development initiatives earmarked for suppliers for each reporting period in liaison with Enterprise Development Officer. Manage communication (written and oral) for the ASD section. Record all supplier performance queries received in the Register for Supplier Performance from user departments, including SCM sub-units on the Central Repository Systemic-ordinate meetings for the section and suppliers and record minutes. Provide general administrative duties, including preparation of requisitions for goods and services, photocopying, scanning, and housekeeping. Upload and publish latest Enterprise Declaration Affidavit and (EDA) and Declaration of Interest (DOI) forms on the JW communication platforms (i.e., website). Report on administrative functions undertaken on a regular basis. Adhere and comply to the prescripts of the SCM policy, relevant SOPs and legislative prescripts. Maintain a filling management system for supplier data used both for accreditations and enterprise development purposes in line with relevant legislative prescripts. Maintain records of all supplier training interventions undertaken within ASD, including attendance registers and related presentations for audit purposes. Compile supplier data for audit purposes as and when required.

TRANSPORT OFFICER

PURPOSE
Look after Company vehicles, collect information when there is accidents, and liaise with Managers
 
KEY RESPONSIBILITIES
Keep a list of all the vehicles and ensure that the drivers sign in and out the vehicle keys daily. Visit all the depots under the Transport Officer’s control, to check if the vehicles are in good condition and if they are used by the same driver they were originally allocated to. Do vehicle inspections monthly, record defects and take necessary steps where they are not reported. Make bookings with the dealers/workshop for the vehicle to be deliverer for repairs. Inform the Line Managers in advance when the vehicle should be delivered for repairs so that they can do their planning. Make sure that the vehicle is collected when ready for collection from the workshop. Monitor the workshop turnaround time and make the Lead Transport Officer aware of the licence disc that has not been delivered. Make sure that the accident is reported and obtain the reference number as soon as possible. Assist drivers to fill in the insurance accident claim form and submit it before the due date. Keep records of all the driver tags issued. Check daily if the drivers and the Line Managers adhere to the JW vehicle policy and where there are problems take the necessary action. The Transport Officers will be required to travel to the suppliers, various depots, meetings, breakdowns, accident scenes and sometimes to the driver’s place of residents. Be able to work standby and overtime as and when required.

ARTISAN ELECTRICIAN

PURPOSE
To be responsible for the repair and maintenance of all electrical plant and equipment at wastewater works to achieve the highest plant and equipment availability with full regard for the safety of employees. To perform standby or after hour duties as and when required.
 
KEY RESPONSIBILITIES
Carry out implemented standards, policies under the direction of the Operational and Electrical Manager. Liaise with process and mechanical staff to ensure maximum plant availability to ensure compliance with wastewater effluent quality permit, as well as raw sewage spills target. Ensure and promote workplace safety in terms of OHASA, SANS and any other applicable codes of practice. Effectively manage, develop, and motivate subordinates towards the achievement of the section’s strategies and objectives. Carry out the scheduling, installation, maintenance, and repair of all electrical equipment, including motors and associated control equipment including actuators and MV equipment situated at the Electro- Mechanical section. Keep abreast of, and where possible, implement new technology to ensure continuous, reliable, and safe supply of services and availability of plant. Monitor and implement safety requirements of all Electrical Installations, facilities, and staff in compliance with OHAS act including safety notices at all electrical installations, firefighting equipment and lifting equipment at the works. Carry out standby duties and after-hours duties as required and report and record all faults that occurred after hours to assist management with reducing future un-necessary overtime.

PURPOSE
To provide support and advisory services to ensure that the organization and its appointed contractors comply with Occupational Health and Safety Legislation and its associated Regulations and standards, and that it manages safety related risks.
 
KEY RESPONSIBILITIES
Allocate projects to subordinates to ensure they audit them monthly and inspected weekly. Review subordinates monthly audit and inspection reports conducted on allocated contractors and send out to project team and contractor. Attend design meetings and give inputs on project designs. Develop appropriate procedures for the implementation and maintenance of the contractor management system. Ensure that safety close outs inspections and audits are done on completed project safety files and close out report submitted to the Engineer. Ensure that subordinates meet all set personal and departmental targets within specified timeframes. Contribute to the safety annual budget with the Safety Manager and identify items to be included or reviewed. Provide mentoring and advise to subordinates on health and safety matters. Ensure subordinates together with site management manage identified risks and deviations on Johannesburg Water sites. Ensure that all administrative requirements of relevant legislation are complied with. Identify and bring to the attention of Johannesburg Water site management new risks that need to be controlled and advise on measures to control identified risks. Conduct regular workshops as determined by the needs analysis to entrench a safety culture among contractors and the Johannesburg Water workforce. Advise internal and external stakeholders on the requirements of the OHS Act, its regulations and other applicable legislation. Advise on the implementation, maintenance, and auditing of Safety management system. Develop corporate procedures and cascade the same to the Safety Practitioners for developing site specific procedures. Initiate and facilitate incident investigations for all section 24 incidents. Develop and monitor the implementation of system audit plans by subordinates on Johannesburg Water sites. Ensure that all allocated sites are visited as required by Safety Practitioners and safety reports are submitted.

Essential qualifications and experience:
• B. Tech/BSc Honours Degree in Safety Management or Environmental Health/ Management/ Sciences.
• 4 years’ experience in SHE Management Systems development, implementation and auditing, as well as construction health and safety as a client agent, of which 2 years should have been at supervisory level Registration with South African Council for Project and Construction Management Professionals (SACPCMP) as Pr CHSA (Professional Construction Health and Safety Agent) or candidate CHSA.

PURPOSE
Responsible for project management and contract administration of projects within the capital programme, actively driving the technical, administration, contractual and financial framework.
 
KEY RESPONSIBILITIES
Monitor contractors and consultants in terms of the contract document, General Conditions of Contract (GCC), specifications and other legislative requirements. Check progress, approve and process payment certificates submitted by contractors and consultants. Conduct site visits to check if work is undertaken according to plans. Compile project plans on MS Projects and track progress. Review Preliminary and Detailed Design Reports in conjunction with Johannesburg Water stakeholders. Evaluate if the Bill of Quantity supplied by consultants is in line with the project scope and is reasonable and market related. Indicate proposed new services on GIS. Procure resources such as contractors, consultants and equipment in accordance with the Company’s procurement policies and procedures and CIDB legislation. Prepare and present Bid Committee reports and conduct tender briefing sessions in conjunction with Supply Chain Management Unit. Formulate project cost plans and cash flow plans before the start of the project. Monitor expenditure versus budget and report potential over- and under expenditure to the Investment Manager. Ensure that contractors adhere to quality plans as well as the GCC and SA National Standards (SANS 1200). Monitor the quality of the activities on projects, consultants, contractors and all stakeholders throughout the duration of a project. Ensure overall compliance with Occupational Health and Safety and Environmental Management. Identify and quantify project risks. Develop and implement mitigation plans. Check close-out report compiled by the consultant to ensure that all the elements of the project have been recorded. Brief Ward Councillors, together with the Communications Department on the project. Manage all human resource activities related to this position.

KEY RESPONSIBILITIES
Receive applications for new township developments from the City of Johannesburg. Assess the application using GIS, Alchemy and IMQS in terms of existing water and sanitation service, the layout of the water and sewer system and servitudes required. Analyze the design assumptions regarding the capacity of link and bulk infrastructure to accommodate or service the demand for water and sanitation services. Receive construction drawings from consulting engineers and ensure that they conform to requirements. Assess site development plans against JW’s standards to check the availability of services using GIS, Alchemy and IMQS to ensure that JW’ s services are not compromised, before approving. Receive applications for extension over building lines which include the plan, title deeds and schedule of rights.

Arrange equipment’s [laptop, proxima etc] for meetings or presentations as and when required. Book parking for visitors and the Senior Manager: Operations Support Unit when attending meetings outside the office. Schedule appointments and meetings – diarize these for the Senior Manager on a daily basis. Answer incoming calls, take messages screen, and channel the calls to the relevant personnel on a daily basis. Attend to queries and complaints received from customers, councillors, public and internal staff where possible or divert calls to relevant officials. Take minutes and type minutes within 72 hours of the meeting. Maintain a level of confidentiality on all correspondence. Capture and process invoices on SAP, as and when required. Obtain a monthly telephone summary from IT for the department.
