OPERATIONS MANAGER: STRATEGIC SUPPORT TO THE OFFICE OF THE CEO (12 MONTHS FIXED-TERM CONTRACT)

KEY RESPONSIBILITIES 
 To successfully and effectively support the office of the CEO in the management of the operational delivery on the JRA strategy to ensure an efficient business and optimal service delivery to the citizens of Johannesburg.
 Assessing and implementing improved processes and new technologies and collaborating with management regarding the implementation of these improvements.
 Implement the JRA strategies by spearheading operational business and implementation plans to steer the company’s future in the intended direction.
 Working together with key stakeholders to compile an integrated budget for the JRA.
 Be a driving force for managing improvement initiatives across teams/projects/departments to deliver business benefits through staff development.
 Ensure that all business processes comply with the organisation’s governance and risk frameworks and relevant legislative framework to contribute towards the achievement of the clean audit goal of the JRA.
 Implement and continuously review a communication strategy to ensure an environment that is transparent and conducive for optimum performance through the free flow of communication.
 Contribute to the development of the JRA business strategy and Service Delivery Budget Implementation Plan (SDBIP) to ensure alignment with the City of Johannesburg’s Growth and Development Strategy (GDS) and strategic priorities.
 Provide inputs to the business plans and budgets from the organisation’s perspective.
 Enforce legislative compliance from a business perspective.
 
REQUIREMENTS AND SELECTION CRITERIA
 Bachelor’s Degree in Business Administration, or relevant NQF level 7 equivalent.
 10 years’ relevant experience in business management, inclusive of 5 years at middle and senior management level, of which 1 must be at senior management level.

SENIOR EMPLOYEE RELATIONS SPECIALIST X2 – (12 MONTHS FIXED-TERM CONTRACT) 
REF: 04/2022/07 
SALARY: R 966 285.73 – R 1, 415 002.81 PER ANNUM TCTC (ALL-INCLUSIVE PACKAGE) 
 
KEY RESPONSIBILITIES 
 Consult and advise management to ensure compliance with legislative and administrative requirements.
 Ensure that all cases of misconduct are dealt with in terms of the JRA Disciplinary Code and Procedure.
 Advise line managers on how to deal with different types of misconduct.
 Facilitate disciplinary processes working with ER Manager, line managers and supervisors.
 Participate in disciplinary hearings to provide testimony and monitoring proceedings.
 Investigate cases of misconduct, review and recommend employee disciplinary actions.
 Investigate sexual harassment cases and other complaints of non-acceptable actions and behaviour’s.
 Conduct other investigations as directed by Head: Corporate Services.
 Prepare witnesses and present cases of misconduct during internal disciplinary hearings.
 Advise management on employee suspensions and alternative work placement after analysing the gravity and circumstances surrounding the commissioning of the alleged misconduct.
 Represent JRA in conciliation and arbitration cases.
 Liaise with the Head: Corporate Services on sensitive cases of misconduct.
 Prepare reports and keep records of all investigations and hearings.
 
REQUIREMENTS AND SELECTION CRITERIA
 Bachelor’s Degree in Human Resources, Labour Relations or NQF equivalent.
 Post-Graduate qualification in Labour Law will be an added advantage.
 8 years’ experience in the Employee Relations environment, inclusive of 5 years at middle management or specialist level in employee relations.
 Practical experience in presenting cases at CCMA/Bargaining Council.
 Hands on experience in investigating and presenting cases of misconduct.
 Knowledge of relevant legislations, case law, human resource practices and principles.

 Interpret the data of the Employee Health Survey.
 Develop the subsequent roll-out program to address the deficiencies that has been identified.
 Research appropriate responses to raised health queries, with the help of depots if necessary.
 Plan, prepare and conduct Outreach initiatives for each region in conjunction with service delivery units.
 Consolidate, collate and package information on initiatives to share with Management structures (Board of Directors, REMCO, EMT).
 Conduct awareness initiatives.
 Interact with depots via Wellness unit and peer-educators for feedback and information gathering.
 
REQUIREMENTS AND SELECTION CRITERIA
 Degree in Health-related field or NQF equivalent.
 Driver’s license.
 Minimum of 5 years’ experience in Public Health research, inclusive of 3 years in a supervisory position.

KEY RESPONSIBILITIES 
 Monitor, assess, collect evidence and report on Company service delivery performance with a focus on repairs and maintenance, cleaning of kerb inlets, grass cutting, skofeling, patching of potholes, road signage, road markings, reinstatements, installation of speed humps, service requests and visible service delivery requests undertaken in the various Regions of the JRA.
 Responsible for inspecting and verifying service requests and / or complaints, collecting pre-intervention and post-intervention evidence as well as reporting on delayed or non-intervention.
 Collecting and collating information, including pictorial data and reporting on the turnaround time for intervention, compliance with SLA and / or service standards in executing the works.
 In addition, the incumbent will coordinate and facilitate all reporting activities to JRA timely, accurately, transparently and honestly.
 
REQUIREMENTS AND SELECTION CRITERIA
 Grade 12 Certificate.
 A post-matric qualification will be an added advantage.
 3-5 years’ experience in any of the following areas but not limited to - customer care, service delivery, stakeholder management, customer relations, performance monitoring and evaluation, performance reporting, etc.
 Broad knowledge and understanding of government/ local government decision service delivery processes.
 Knowledge of relevant and applicable local government legislation and policies.
 Understanding of document management, tracking and retrieving of information relevant.
 Good communication and writing skills.
 Good administration skills.
 Ability to build good relationship with internal and external stakeholders.

OCCUPATIONAL HEALTH NURSE PRACTITIONERS X2 (12 MONTHS FIXED-TERM CONTRACT)

KEY RESPONSIBILITIES 
 To ensure a healthy workforce and provide a cost effective occupational and primary health service in alignment with JRA objectives.
 To ensure compliance with legislation, i.e. Occupational Health and Safety Act.
 Contribute to formulate medical surveillance policy.
 Plan medical surveillance programme for the company.
 Conduct pre-employment medical examination in accordance to medical examination protocols.
 Conduct pre-placement and transfer medicals in accordance to medical examination protocols.
 Provide a baseline health status and determining fitness for duty.
 Conduct periodic health screening to detect early signs of target organ damage related to specific health hazard exposure.
 Report and assist on all injuries on duty and occupational diseases to the Compensation Commissioner.

KEY RESPONSIBILITIES 
 Perform a pre / post-trip / usage inspection report, maintain a plant check list
 Complete time sheets and maintain a log book including a neat and legible line graph at all times to be submitted daily.
 Obtain any required permits and complete all necessary paper work for the operation.
 Drive and / or operate specialised plant and equipment including but not limited to Lowbed Truck, Jet/Vac Machine, Water Tanker, Vacuum Sweeper truck, Asphalt Paver, Road Material Recycler, Milling Machine, Excavator, Cherry Picker, Mobile Crane, Loader (bigger than 10 ton).
 Follow all JRA health and safety policies and procedures, ensuring the safe handling, storage and maintenance of equipment and machinery used
 Reports all accidents/incidents immediately to supervisor.
 Train new employees in the safe and efficient operation of the plant.
 Oversee the condition of plant and inspect tires, lights, and brakes as per the daily checklist.
 Perform routine maintenance including checking and adjusting fluid levels, cleaning, greasing and lubricating parts as required.
 Check related equipment including air compressors, water pumps, fuel pumps, air-conditioning equipment blowers, and automatic emergency lighting.

 Operator card certification
 EC license with PDP
 3-5 years of experience within the road construction and maintenance industry
