NOTICE: 220/2023 DIRECTOR TECHNICAL SERVICES Department: Office of the Municipal Manager Total Remuneration: Package will be based on Regulations of Upper Limits for Senior Manager for a Grade 3 Municipality The appointee will have to enter into a permanent employment contract and Annual Performance Agreement in accordance with the provisions of the Local Government Municipal Systems Act No. 32 2000 as amended and Government Gazette 46740: Local Government Municipal Systems Amendment Act no 3 of 2022. REQUIREMENTS: • Grade 12 *Appropriate Bachelor of Science Degree in Engineering/ Bachelor of Technology in engineering or relevant qualification at NQF Level 7 • Valid Driver's License • No Criminal Record • Valid registration with Engineering Council of South Africa • Certificate in Municipal Finance Management (SAQA Qualification ID No. 48965), as is provided for in Regulation GN R493, dated 15 June 2007 subject to the exemption as per Government Gazette No. 40593, dated 3 February 2017 issued by National Treasury will be an added advantage • Minimum of 5 years proven experience at Middle/ Senior Management level in local government KEY PERFORMANCE AREAS (BUT NOT LIMITED TO): Provide adequate technical Advice to Council, the Accounting Officer as well as The Executive Management Team Effectively and efficiently • Develop and Implement Key Strategies/Business Plans to ensure effective implementation and management of systems, processes, procedures and control relating to technical engineering services • Develop a program for infrastructural services delivery with the municipal area in line with the IDP, and overseeing its implementation • Develop, implement and manage strategic goals, policies, procedures, and plans for the directorate • Lead the management of own funded projects, implementing National Building Regulations, taking the required responsibility as defined in the occupational Health and Safety Act, Act No 85 of 1993 its regulations.
