DEPARTMENT: COMMUNITY & SOCIAL SERVICES POSITION: SENIOR MANAGER: MUNICIPAL HEALTH & ENVIRONMENTAL SERVICES TASK GRADE : TK17 SALARY SCALE : R 831 461.00 – R1 079 300.00 PER ANNUM Excl. benefits REF. NO. : MPDC30/CSS/MHES/001 Requirements: Grade 12, a relevant tertiary qualification, preferably a B-Tech degree in Environmental Health; Registration as an Environmental Health Practitioner with the Health Professions Council of South Africa for independent practice; Peace Officer: Registration with Department of Agriculture if applicable; Minimum 2-3 years supervisory experience, 5 - 8 years relevant experience required. Driver License: EB; and Computer literacy: MS Office. The co-coordinative and reporting requirements associated with this post requires in depth understanding and knowledge of legislative requirements, acceptable practices and procedures. Responsibilities: Plans and manages the key performance areas and result indicators associated with the provision of an efficient Municipal Health and Environmental Management service through the development, review ,monitoring, and implementing of relevant policies. Develop action of plans, sectional budget and IDP inputs, profiling incidences and trends of environmental and health issues or incidents. To investigative, evaluate, analyses of data, processes and systems to provide the service, dissemination of information, and guidelines on the status, threats and measures considered critical, during the formulation of strategies, provision of Municipal Health & Environmental services, Conducting research or surveys into best practices associated with the Municipal Health & Environmental Services functionality and determining the appropriateness of specific policies identifying service gap and priority areas for inclusion in the District Municipality’s IDP through development of action plans for implementation of preventative or remedial actions to address the identified gap. Preparing annual Environmental Health Management operational plans as part of the IDP implementation planning process. Provide and participate in policy development, draft regulation and Acts from the legislator. Verifying that operational activities are in compliance with the policies and procedures of Council and in line with Provincial and National Health plans and policies. Manages and controls outcomes associated with resources, productivity and performance of personnel within the Section. Developing and managing the implementation of strategies aimed at creating awareness to communities and stakeholders on environmental health risks indicators. Manages the Municipal Health Services with respect to service delivery and, defines the short/ medium term plans/ objectives for the functionality of the sections. Planning, control, monitoring and surveillance of facilities for compliance to authorization or in relation to identified health risks. Managing inputs to environmental health advisory services (building plans, building control inspections, rezoning, township developments, etc) to ensure that all applications are handled within a specific period. Preparing monthly, quarterly and annual reports referring to service delivery data and qualitative information related to management /control purposes of the section for the attention of the general manager. Coordinate with sector departments and local municipalities issues in relation to environmental health and environmental services. Manages information/ estimates of capital and operating funding requirements and controls expenditure against the approved budget allocated. DEPARTMENT: OFFICE OF THE MUNICIPAL MANAGER POSITION: MANAGER: PMS TASK GRADE : TK16 SALARY SCALE : R687 771.00 – R892 767.00 PER ANNUM Excl. benefits REF. NO. : MPDC30/MM/PMS/001 Minimum Requirements: Grade 12, a relevant tertiary qualification, preferably a Degree in Business Management Systems / Performance Management / Human Resource Management / Project Management) - NQF Level 7 Computer Literacy – Office Applications Code EB driver’s license. Proficiency in MS Word, PowerPoint, Internet and e-mail. Knowledge and understanding to local Government. 3-5 years’ experience in management and administration, with extensive knowledge in Strategic Planning and Performance Management Systems will be an added advantage. Key competencies: Interpersonal skills, strategic and independent thinking, ability to handle stress, attention to deadlines and details, analytical skills and presentation skills. Responsibilities: Management of Performance Management Division. Provide advises to the Accounting Officer with regard to legislations governing performance management system and ensure compliance to PMS legislative framework and legislations. Development of Service Delivery and Budget Implementation Plan and align it to Budget, IDP and Organizational Structure. Compilation of quarterly organizational performance reports and submits to relevant authorities. Development of Performance Scorecards, Annual Performance Report and Municipality Annual Report. Development of Performance Management Systems Framework and Policy. Cascading of Performance to all employees. Development of Performance Agreements for section 54A and 56 Managers. Facilitate Strategic Planning Session and compile reports. Development of Strategic Objectives and Key Performance Indicators.

The successful candidate will be working under supervision of the Environmental health practitioner in Gert Sibande district municipality in terms of the guidelines from the department of health and the health professional council. Duties & Responsibilities: • Conducting water monitoring in order to ensure safe drinking water. • Conduct inspections to ensure adequate and safe waste management services that promote minimum risk to health and safety. • Attending to complaints related to health and safety nuisances (noisy dogs, cattle, goats) and pest animals. • Conducting inspections to ensure that building and facilities for community use do not pose health risks to the public. • Promoting health and hygiene aiming at preventing environmentally induced diseases and related communicable diseases. • To implement approved programs and projects to ensure proper storage, handling, transportation and disposal of chemicals. • Seeking approval and serving statutory notifications to stop or correct specific sequences to enable compliance. • Completing details/ information on statutory notices indicating non- compliance to specific codes and regulations, forwarding for approval prior to serving on offenders.
DEPARTMENT: OFFICE OF THE MUNICIPAL MANAGER POSITION: CHAIRPERSON OF ICT STEERING COMMITTEE REQUIREMENTS: • Post graduate degree in the : Computer Science or Information and Communication Technology (ICT) • Additional to the Post graduate degree, the applicants must hold the following professional ITIL, Cobti5, PMBok, Prince, Governance of ICT and ICT Security. • Experience: 5-7 years’ relevant experience in the Local government environment • Be a member of the Professional Body for ICT • Code EB Drivers’ license KEY FUNCTIONS: (a) The interested persons will be expected to render, inter alia, the following services: • Advice the Accounting Officer, and the Senior Management of the municipality on following matters: • ICT Governance • ICT Security Management • ICT Policies • ICT Incident Management • ICT Performance • Effective governance • Compliance with applicable ICT and other legislation • Conformance to ICT standards and Good Practices • Any other issues referred to it by the municipality (b) Provide oversight role and advices the Accounting Officer on ICT Corporate Governance. (c) Respond to the Accounting Officer on any issues raised by the Auditor General in the audit report. (d) Make recommendations on ICT related projects. (e) Review and approve ICT project implementation plans and project management, document such as risk management, information security and policies. However, successful candidates will not be allowed to serve in more than three (3) Audit Committee in Government to ensure effectiveness as contained in circular 65 of the MFMA. DEPARTMENT OF FINANCE FINANCE INTERNSHIP FOR 24 MONTHS CONTRACT Requirements: Must have complete B degree/National Diploma in Accounting/Financial Management N6/Accounting and Internal Audit. Applicants from rural areas will be given preference and residence within the Gert Sibande District Municipality area of jurisdiction. Duties: The incumbent will be exposed to various functions within the Finance Department, including the following: • Performing specific clerical tasks associated with the processing of information pertaining to debtors, creditors, income and expenditure. • Reconciling debtors, creditors and general ledger accounts. • Assisting with the input of salary information and the control of such data • Maintaining proper financial records and ensuring access to such records are safeguarded. • Performing specific functions related to the management of electronic data and records. • Ensuring the timeous submission of statutory third party financial returns. • Assisting with the compilation of the annual budgets, SDBIP and financial statements. • Generating relevant financial reports for the various Management and Committee structures within the Municipality • Internal Audit functions and processes • Supply Chain management processes As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, security vetting and psychometric assessment.
