MANAGER SUPERVISION: INVESTMENT PROVIDERS DEPARTMENT Ref No: FSCA 181 Purpose of the Job: To assist the department in ensuring that the approved managers of collective investment schemes and their portfolios comply with the relevant legislation. The person appointed to this position will report to the Head of Investment Providers. Requirements: A CA (SA) with at least 3 years post qualifying relevant work experience, at least 2 of which is at management level, an understanding of the legal and regulatory framework combined with practical experience within the Collective Investment Schemes industry will be will be an added advantage. The successful candidate must be able to display good planning, organisational and leadership skills. Key Performance Areas: • Manage a team of analyst that perform desk based and on-site supervision following a risk based supervisory approach; • Investigate complaints received and recommend enforcement action where necessary; • Ensure implementation of policies, guidelines and procedures to support the risk based supervision approach; • Ensure that supervisory plans are, managed and executed on time; • Liaise with managers of collective investment schemes and industry representative bodies; and • Innovate new processes and procedures where a need is identified within the department to ensure optimum performance. INTEGRATION ENGINEER INFORMATION COMMUNICATION ANDTECHNOLOGY Ref No: FSCA 487 Purpose of the Job: Design, develop and maintain efficient and high-quality integrations connecting data, applications and third parties that support business processes and customer needs including Monitoring and analysing existing integrations to improve their performance and efficiency. The person appointed to this position will report to the Senior Manager: Applications. Requirements: National Diploma (3-years) or bachelor’s degree in Computer Science, Information Systems, or another related field. Certification in IBM Cloud Pak For Integration (CP4I). ITIL Foundation certification will be an added advantage. Minimum 5 – 10 years’ experience in software development, with 3 - 5 years’ experience in integration engineering. Proficiency with data modeling, manipulation, and distribution between applications. Strong knowledge of integration design and development processes (e.g., development, testing, debugging). Demonstrated experience in data integration and workflow scripting. Strong proficiency in relevant coding languages (Java, C#, SQL). Experience with system integration technologies (RESTful APIs, OAUTH 2.0, event brokers, data virtualization, SOAP APIs). Experience in setting up and monitoring integration platforms within an enterprise environment as well as integrations with cloud solutions and external parties. Key Performance Areas: • Gather and analyze business and customer requirements to identify and prioritize opportunities to improve efficiencies and processes through integration. • Design and implement integration flows and enhancements, including APIs and/or file-based integrations. • Create and review technical design documentation to ensure the accurate development of integration solutions • Partner with development teams (both internal and external) to lead the designing and developing of integration solutions and prototypes, according to business requirements. • Determine, conduct, and automate integration tests, load tests, and performance tests, including facilitating set-up of test data and accounts. • Proactively monitor integration performance and troubleshoot, resolve, and report integration issues to impacted teams and stakeholders. • Participate in ICT Disaster Recovery tests and assist the Risk and Security officer in identifying Integration Platform related continuity gaps and participate in correcting them. • Ensure that the DR Integration environment configuration is kept up to date and accurate for unplanned ICT DR Tests. • Attend to and take ownership of problems escalated by both internal and external stakeholders. • Manage all 3rd level support incidents with the Integration Platform vendor • Ensure documentation and updating of known errors repository. • Ensure that Integration Platforms and related components are kept up to date in relation to patches whilst adhering to ICT governance framework (Change Management Process) • Ensure that any updates implemented on the Integration Platform is planned properly to minimize disruptions and down time. • Participate in writing internal and external documentation that requires technical input (Memos, Terms of Reference, Tenders, etc.) • Attends and constructively participates in all scheduled meetings with the various departments and industry representatives and is always on time for the start of meetings. • Identify and analyze industry or geographic trends with implications to the integration interfaces. JUNIOR ANALYST SUPERVISION: INVESTMENT PROVIDERS DEPARTMENT Ref No: FSCA 598 Purpose of the Job: Appropriately supervise the conduct of the managers of collective investments schemes and monitor these companies’ compliance with the provisions of the Collective Investments Schemes Control Act, 2002 and related legislation within the framework of the objectives of the department. The person appointed in this position will report to the Manager: Investment Providers. Requirements: A B Com/ B Tech with Accounting as major or related degree with at least of 1 year’s relevant experience, preferably in the South African Collective Investment Schemes industry. A candidate with audit experience and knowledge will have an advantage. Key Performance Areas: • Supervise the conduct of the CIS Managers; • Monitor compliance with legislation to ensure sound collective investment schemes and the protection of investors; • Analyse financial statements and compliance reports of CIS managers and collective investment schemes; • Monitor and report on the continued compliance by all registered CIS managers, identify problems and possible solutions; • Maintain a risk based supervision approach to the collective investment schemes industry of South Africa; • Perform on –site inspections in terms of risk based supervision approach; • Attend to enquiries and investigate complaints from the general public; • Maintain a comprehensive database of information of the collective investment schemes and portfolios, and compilation of reports to users; • Assist with projects identified by the Manager; • Engage with internal and external regulatory stakeholders to co-ordinate supervisory activities; and • Attend to administrative duties. Requirements: A degree in Economics, Marketing, or related fields of study with at least 1 year working experience. The candidate must have a sound understanding of the financial sector and financial services regulations. SPECIALIST ANALYST DISCLOSURE, ADVERTISING AND MARKET ANALYSIS DEPARTMENT Ref No: FSCA 1010 Purpose of the Job: To design and apply research techniques to gather, process and analyse insights. Gather insights through conducting relevant market and bespoke research. Identify market conduct trends, write reports and present research findings to various stakeholders. The person will also conduct relevant international benchmarking research taking into account behavioural insights techniques. The person will also be responsible for conducting fieldwork research such as mystery shopping when required. Requirements: A Bachelor’s degree in Behavioural Economics, Marketing, or related fields of study with at least 5 years working experience related to research. A relevant postgraduate degree would be an added advantage. The candidate must also have sound understanding of research methodologies and demonstrable experience in designing and applying research techniques. Key Performance Areas: • Assist the department in designing and applying research techniques to gather, process and analyse insights. • Gather primary data using questionnaires, surveys, and interviews amongst other methods. • Conduct mystery shopping research, conduct surveys and other relevant fieldwork. • Conduct relevant international benchmarking research using various sources of information. • Record findings, analyse and interpret patterns and trends. • Assist with monitoring and analysing financial consumer sentiments from online and social media platforms. • Write research proposals, reports and present research findings and observations. • Engage and collaborate with colleagues from other teams (various internal stakeholders) as required to deliver joint projects and/or generate new insights. • Perform such other tasks necessary or desirable to enhance the performance of the department.
