SENIOR SPECIALIST - DATA ANALYSIS MARKET SURVEILLANCE AND ANALYSIS DEPARTMENT (PRETORIA) Reference Number FSCA.297 Purpose of the Job To develop information data-driven insights and apply the elements of cognitive science for planning and policy development, design and create the Artificial Intelligence algorithms capable of learning and making predictions that define machine learning, use data as a tool to make decisions and solve business problems through application of math, business, technology, design thinking, and behavioural sciences, and extract insights from large datasets using analysis, visualization, and mathematical computation and in turn transform those insights into actionable business decisions. The person appointed to this position will be stationed in the Market Integrity and Decision Sciences Division and report to the Departmental Head: Market Surveillance and Data Analysis. Key Performance Areas • Develops predictive modelling and trend analysis tools that anticipate the needs and provide real-time solutions to meet those needs; • Acts as the organisation’s Data Analytics expert; • Understands and extracts meaning from complex data relationships and develops reports to enable effective use of the resulting knowledge; • Provide guidance to stakeholders on what data to capture and how to map data needs to business questions; • Provide in depth analysis of data using data mining and profiling techniques to help FCSA understand industry and customer behaviour and predict future behaviour; • Defines, implements and standardises metrics, reports and visualisations for the business; • Deliver key metrics, reports and visualisations with interpretation, contributes to the development of hypothesis and actions; • Guides, enhances the skills set and develops the data analysis team; • Manage a team of resources, business plan and budget; • Ensure that all personnel management activities within the department are dealt with in accordance with staff rules and policies of the FSCA. Requirements A Degree in Statistics, Engineering, Mathematics and Operations Research, Data Analytics, Business Analytics, or equivalent qualification. Minimum of 8 to 10 years’ work experience in a field where designing, researching, and implementing machine learning systems, algorithms, and tools was major, preferably in a financial services sector. Have created machine learning models and retrained systems when needed, developed machine learning apps according to requirements, experience with coding and programming languages, including Python, Java, C++, C, R and JavaScrip, and skills in advanced Math and Statistics skills, surrounding subjects such as linear algebra, calculus and Bayesian statistics. SENIOR INVESTIGATOR - ENFORCEMENT DEPARTMENT (PRETORIA) Reference Number FSCA156 Purpose of the Job: To conduct forensic regulatory investigations within the financial services industry (financial markets, insurance, collective investment schemes, hedge funds, pension funds and financial and advisory services) and to take responsibility for the regulatory and enforcement action, following from such investigations. Persons appointed to these positions will report to the Senior Manager. Key Performance Areas: • Create and execute clear, focused, and efficient investigation plans with reasonable timelines. • Assess complaints and new cases for further action • Conduct quality investigations (gathering all relevant, admissible evidence and proper analysis of the evidence); • Take responsibility for the execution of all enforcement actions, including the drafting of all enforcement documentation presentation to enforcement meetings, debarments, withdrawal of licences and administrative penalties. • Ensure compliance with protocols and procedures, including confidentiality and non-abuse of investigation powers. • Identify and implement methods to improve efficiency and quality. Other Key Competencies: The candidates must demonstrate the following skills and attributes: proven interviewing skills, a confident and decisive approach particularly in difficult situations must be a person with a high level of judgement and integrity; and must be able to carry out duties independently, impartially, and objectively.
