FINANCIAL SECTOR CONDUCT AUTHORITY (FSCA) SENIOR SPECIALIST FINANCIAL TECHNOLOGY (FIN-TECH) DEPARTMENT FSCA: 267 Purpose of the Job: The Specialist in Financial Technology (Fintech) Trends, will engage with, explore, analyse, and unpack the latest developments in the fintech, suptech and emerging disruptive technologies landscape to understand their external impact on financial sector business models, products, solution design and customer outcomes, in order to inform agile and appropriate regulatory and supervisory responses to technological innovations. The person appointed to this position will report to the Departmental Head: Financial Technology (Fintech) in the Regulatory Policy Division. Requirements: At least 8 to 10 years’ experience in the financial services and/or technology sector; including extensive involvement analyzing and engaging with digital, financial and technology players, and the startup ecosystem. A Post Graduate Degree in Commerce, Economics, Finance, Computer Science and/or Information Systems will be an advantage. Key Performance Areas: • Conduct deep dive analyses on fintech trends and business models to determine their impact on financial sector business models, product and solution design and customer outcomes • Conduct deep dive analyses on suptech trends that can inform and support the adoption and implementation of suptech in the FSCA • Design and implement agile innovation and experimentation processes/protocols as well as “regulatory sandbox” and testing environment to drive a better understanding, cooperation and collaboration between fintechs and regulators • Engage/immerse in the fintech, suptech and emerging disruptive technology startup ecosystem • Conduct ad-hoc hypothesis driven fintech and suptech research projects as they emerge • Oversee and thought-lead workshops and conferences to create awareness of fintech- and suptech-related matters • Lead research in support of policy development within FSCA • Disseminate information to the relevant departments within the FSCA; • Participate in developing the market conduct framework, as well as assist the FSCA to ensure that the legislative /regulatory framework and supervisory approach can detect how market public choice. decisions are made and the mechanisms that drive • Ongoing monitoring of international and local fintech regulatory developments • Monitor implementation of international standards and recommendations • Participate in the Inter-governmental Work Group (IFWG) to drive a co-ordinated approach to Fintech. • Support other areas in the FSCA, particularly the Supervision Divisions and the Specialist Support Division, in the use of technological innovations to facilitate improved regulatory reporting (regtech) and enhanced supervisory methodologies (suptech).
