CHIEF DIRECTOR: INFORMATION COMMUNICATION TECHNOLOGY

Minimum Requirements: National Senior Certificate, an appropriate Bachelor’s Degree/Advanced Diploma at NQF Level 7 in Information Technology Management or an equivalent qualification as recognized by SAQA. At least five years’ relevant experience at a senior management level in the Information Technology Management and Knowledge Management field. A postgraduate qualification will be an advantage. An SMS pre-Entry Certificate (proof of registration) is one of the minimum requirements for SMS as indicated under paragraph 10.3 of the DPSA Directives.
 
Knowledge: Understanding and experience of policy development, information systems development, and information management. Knowledge and understanding of ICT policies, processes and procedures. Knowledge of IT systems and governance framework such as MISS and MIOS and international IT governance framework such as ITIL and COBIT; knowledge in data quality, data governance, master data management, information strategy, data science, and business analytics will be an advantage.

Duties The Chief Director’s responsibilities will be to develop, implement and manage a ECDSD ICT strategy in alignment with the department‘s business objectives and broader government information technology strategies; Develop and manage the effective implementation of ITC policies, processes and procedures; Manage all IT Service Level Agreement and Business Agreements between the ECDSD and suppliers (including SITA) and ensure compliance to all agreements; Oversee and manage ICT research and advisory services in support of ECDSD core business requirements; Develop, manage and implement reliable, efficient and cost effective IT systems, architecture, infrastructure and IT operational support services to meet the departmental requirements. Provide IT and records management services; Manage the alignment the ECDSD’s information security to legislation, government standards and security frameworks; Manage and ensure the compliance of all systems to government IT policies such as MISS and MIOS and provide IT governance functions in accordance with international governance framework such as ITIL and COBIT; Represent the Department on the Provincial Government Information Technology Council; Responsible for overseeing the provision of expert advice, awareness and training on information security systems; Manage organizational reengineering; Manage the allocated resources of the Chief Directorate in line with legislative and departmental Policy Directives and comply with Corporate Governance and Planning Imperatives.

Requirement: National Senior Certificate, plus National Higher Diploma (Built Environment field) with a minimum of 4 years and six months certified experience / BTech (Built Environment field) with a minimum of 4 years certified managerial experience / Honours Degree in any Built Environment field with a minimum of 3 years’ experience. A Valid driver’s license Compulsory registration with the SACPCMP as a Professional Construction Project Manager. 
 
Duties: Manage and co-ordinate all aspects of projects:- (i) Guide the project planning, implementation, monitoring, reporting and evaluation in line with project management methodology; (ii) Create and execute project work plans and revise as appropriate to meet changing needs and requirements; (iii) Identify resources needed and assign individual responsibilities; (iv) Manage day-to-day operational aspects of a project and scope; and (v) Effectively apply methodology and enforce project standards to minimize risk on projects. Duties: Be responsible for crime prevention Programmes to young persons at risk in and out of school. Provide home-based supervision of young persons who are awaiting trial in the community rather than in prisons or residential care facilities. Provide supervision services to those young people’s placed by the court under community service and probation supervision orders. Be responsible for family finding or tracing where it is necessary.

Ensuring that pre and post inspections are conducted regularly. Responsible for all procurement relating to Fleet Management unit. Duties: Be responsible for crime prevention Programmes to young persons at risk in and out of school. Provide home-based supervision of young persons who are awaiting trial in the community rather than in prisons or residential care facilities. Provide supervision services to those young people’s placed by the court under community service and probation supervision orders. Be responsible for family finding or tracing where it is necessary.
