DRAKENSTEIN LOCAL MUNICIPALITY Drakenstein Municipality comprises of the following towns namely; Pearl, Wellington, Gouda, Saron, Hermon and Simondium. It is the largest municipality in the Western Cape after the City of Cape Town. The Municipality strives to provide the best possible amenities to its residents, the business community, industry and tourists. • excellent facilitation and communication skills in at least two of the three official languages of the Western Cape • South African citizenship • a valid Code B driver's license • Required modules for CFO in Municipal Finance Management (SAQA qualification ID NO 48965), as is provided for in Regulation 493, dated 15 June 2007, as amended. Where an applicant does not have the required Minimum Competencies as required by the MFMA the applicant must obtain the required modules within 18 months of appointment.
Key Performance Areas: • develop, implement and manage strategic goals, policies and procedures in alignment to the municipality's strategic objectives • effectively manage financial services (budgeting, income, expenditure, activity-based costing, supply chain management) through the establishment, implementation and maintenance of a financial management strategy • effectively and efficiently manage the Directorate • liaise and interact with individuals, role-players and agencies at senior level in all three spheres of government • assist and support the Accounting Officer with the roles and responsibilities delegated to the Chief Financial Officer • as CFO, ensure municipal financial viability through management and monitoring of all income and expenditure of the Municipality, safeguarding all assets, discharging the Municipality's liabilities as well as proper and diligent compliance with the Municipal Financial Management Act and other prescripts. PLEASE NOTE: 1. Appointments will be made according to the Council's Employment Equity Plan, which ensures representation of designated groups including those with disabilities in the Municipality. 2. It would be expected of candidates to be subjected to thorough evaluations. Previous and current employers and references will be contacted. Verification will be done on qualifications, criminal and credit records. The candidates will be required to disclose all financial interests. Original qualification certificates must be produced at any resultant interviews. 3. Canvassing for the purpose of being appointed is not permitted, and proof hereof will result in disqualification. 5. Appointments are subject to the signing of employment contracts and performance agreements in terms of Section 57 of the Municipal Systems Act. These appointments will be done in accordance with the Regulations on appointment and conditions of employment of Senior Managers. The post is subject to a fixed term contract of at least 5 years, as well as acceptable conduct and performance during the term. 6. CLOSING DATE: 10 January 2020 7.
