DMSA seeks to appoint a suitable person with relevant experience and qualifications to the following post: CHAIRPERSON: AUDIT, RISK AND INFORMATION COMMUNICATION TECHNOLOGY COMMITTEE In terms of Section 77 of the Public Finance Management Act (PFMA), DMSA requires the services of a qualified and interested person to serve as the independent Chairperson of the Audit, Risk and Information Communication Technology Committee. The incumbent will advise Council on Entity Audit, Finance and Risk Management in fulfilling his/her mandate as required by the PFMA. REMUNERATION Compensation will be in accordance with the State Entities-Directors’ Remuneration circular issued by National Treasury. TERM OF SERVICE This position will be for a period of three (3) years and the incumbent may not serve more than two consecutive terms. This is not a full-time appointment. The Committee will meet at least five times per annum, and special meetings will be convened where deemed necessary.
REQUIREMENTS The ideal candidate should have a Bachelor’s Degree and a post graduate qualification with more than ten (10) years’ experience gained from serving on an audit committee (preferably as Chairperson) in a similar public entity. Must be a Chartered Accountant in good standing with SAICA/other relevant and/or equivalent professional regulatory body. Expertise gained from a combination of the following fields, preferably in the public sector: Internal and External Audit; Accounting; Implementation of internal controls; Risk Management; Financial Management; Governance and knowledge of King IV Report on Corporate Governance; Knowledge of Information Technology Governance, Legal and Compliance; Project Management. Excellent communication skills (verbal and written). Extensive leadership and experience of serving on an audit committee, but not a Political Office bearer. Preference will be given to applicants who are serving as professionals in other government departments, public entities, private sector institutions, academic institutions or as retired professionals. Knowledge and experience in the following will be key: International Standards including relevant Public Sector prescripts on the governance of risk management. Financial management and reporting. Governance of the Ethics and Integrity [Fraud Prevention]. Conflict Management and Ethics & Integrity including Compliance Reporting processes at an organisational level. Clear understanding of Information and Communication Technology Standards and ICT Governance. Business Continuity planning, management and reporting at organisational level. Knowledge of the PFMA and Treasury Regulations, and other relevant legislation/policies/governance best practice. Successful candidates will be required to sign a contract with DMSA.
