The DMSA’s mandate is to acquire and preserve, research, exhibit, and display heritage assets, and educate the public on cultural, military, and natural heritage in a sustainable and transformational manner. The entity is seeking to appoint a dynamic South African citizen with relevant experience as Finance Manager. The position will operate from the Head Office in Pretoria.
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS Honours degree or equivalent qualification in Finance, BCom, Accounting (Essential). Membership of a professional accounting association (Desirable). Minimum of 6-8 years in a similar position; Understanding of Public Sector Accounting. CRITICAL SKILLS / COMPETENCIES NEEDED Extensive and in-depth knowledge of the Public Finance Management Act (PFMA);DMSA policies and procedures; General and business management principles; Government policy direction; Generally Recognised Accounting Practices (GRAP) and related Accounting Standards; Knowledge of operating and capital budget concepts; Understanding of government financial legislation; Knowledge of IAS; Financial Reporting and Analysis, Risk Management and Control & Tax Accounting; Ability to analyse financial data and to prepare accurate reports on time; Ability to develop financial policies and procedures. Strategic decision-making skills; Service delivery innovation (client orientation and customer focus); Contract management; Negotiation skills; Conflict management skills; High level communication (written and oral) and interpersonal skills; Programme and project management skills; Excellent leadership and management skills; Effective computer literacy that includes a good working knowledge of Microsoft Office products. KEY PERFORMANCE AREAS inter alia, include: Financial Reporting: Oversee the preparation of financial statements for approval; Submitting tax returns and related information; Review information for statutory reporting and manage the process of turning the information into image reports; Maintain management accounting systems for DMSA; Review monthly and quarterly financial statements and oversee the provision of integrated financial accounting and provide input into the monthly and quarterly reports in the areas of: accounts payable, accounts receivable, expenditure management, fixed assets, revenue management, budget management, capital management. Finance Strategy: Provide input into the formulation and execution of sound organisational financial philosophies and policies through well-defined and articulated business models as well as operating plans which will support the organisation’s commercial success; Ensure sufficient funds are maintained to ensure the long-term viability of the organisation; Oversee alignment of budgets with organisational strategic objectives; Oversight and reporting of operational expenditures; Ensure financial performance targets are set and achieved; Manage the capital expenditure budget needed for projects; Report to CFO on financial performance and ensure statutory compliance; Direct approval of budget and expenditures; Oversee financial reporting for CFO approval; Ensure diligence on existing practices in the organisation and checking forecasts of potential earnings; Identify new opportunities for cost reduction or revenue enhancement and advise Management of the areas of opportunities to pursue. Financial Accounting: Oversee the duties of the finance team and financial accounting processes; Ensure accuracy and integrity of the general ledger at all times; Provide guidance on accounting practices to be applied; Liaise with the audit partner to ensure that the audit is conducted and completed timeously as per internal and external deadlines; Draft and oversee the annual and half yearly results announcements; Implement adequate segregation of duties to safeguard the organisation against risks; Ensure the chart of authority is adhered to in the authorisation of all transactions; Ensure that system control procedures are implemented to safeguard the organisation against risks. Financial Risk Management: Assist business to identify financial risks, develop controls and oversee implementation and monitoring thereof; Ensure adherence to risk management policies, procedures, processes and systems. GeneralManagement:Lead and manage the finance team; Ensure the achievement of set organisational objectives and targets by ensuring that the organisationis a high performing entity; Ensure that the team’s roles and responsibilities are clarified, performance objectives are set and managed and conduct performance reviews in accordance with policies and procedures and take corrective actions where necessary; Build a pro-active environment where the team can take responsibility for results; Manage strategic human resources in accordance with policies, procedures and legal requirements; Ensure that employment equity targets are set and achieved; Ensure identification of critical skills essential for sustainability of service delivery and the development of succession plans.
