Minimum Requirements:
• Degree / NQF level 7 in Social Science, Development Studies, Transport, Economics, Built environment, Law, Business Administration Governance or Management sciences or any other equivalent and related qualification.
• 5 - 7 years working experience in conducting research.
• Knowledge of relevant local Government legislative and policy framework, such and MFMA, PFMA, MSA, etc.
• Knowledge of research methodology, software and people management
Primary Function:
Provide effective research and analysis services to the Section 79 Portfolio Committees and Standing Committees. Initiate, implement and manage research project in order to guide committee decision and actions in the exercise of their oversight and scrutiny mandate. Additionally, to provide research and advisory services to chairpersons of committee in the fulfilment of their duties to committees and their key performance areas (as stated in the performance agreements with the Chairperson of Chairpersons). Manage and develop strategic annual actions programmes of Section 79 and standing committees. Manage the content and process of oversight activities of committees through identification of relevant oversight areas, providing background reports and monitoring the implementation to committee recommendations and council resolutions. Provide knowledge management services to the respective portfolio and standing committees.

• Conduct oversight research and provide analytical support to section 79 portfolio and standing committees as per budget cycle to ensure that the Portfolio and standing Committees achieve their strategic goals.
• Plan, monitor an evaluate support to portfolio and standing committees. Unscheduled work instructions and to ensure that the coordination of shared activities occurs.

Minimum Requirements:
• LLB Degree (NQF level 7);
• Six (6) years’ working experience in a Legal environment (preferably from Local Government), specializing in Constitutional, Administrative & Procedural Law, including experience in Contract / Commercial Law;
• Parliamentary/Legislative work background will be an added advantage as well as Admission as Attorney / Advocate;
• Good knowledge and interpretation of Policy and Legislation; Good Governance; Knowledge of Supply Chain Management and Performance Management;
• Excellent Computer skills (MS Office; Presentation skills), communication, coordination and analytical skills;
• Programme and Project Management;

Primary Function:
Lead and manage the key performance area and result indicators for the legal Services Unit within the legislative arm of Council by ensuring provision of comprehensive and efficient Legal and procedural Advisory services to Council, the Speaker, 18 Section 79 Committees of Council and the Administration of the Legislative arm and to ensure the development and implementation of effective systems, processes and procedures for provision of Professional Legal and Procedural support services.

• Oversee the provision, development and management of comprehensive legal and procedural support to Council, Speaker, Chief whip, Chair of chairs, Council Committees, Secretary to Council and all directorates within Legislature.
• Ensure compliance by the legislative arm to legal requirements imposed by National and Provincial legislation (Acts).
• Ensure the management of Contracts concluded between the Legislative arm and external parties included Municipal Entities. Manage litigation by ad against the Legislative arm of Council.
• Oversee the provision, development and management of comprehensive legal and administrative support services to the office of the Integrity Commissioner and Councilors.
