1. Department: Housing
Branch: Public Housing Programme
Designation: Projects Officer
Salary Range: R22 215.52 pm (basic salary excluding benefits)
Appointment Requirements:
• Grade 12 / NQF level 4 plus diploma in Projects Management / Business Administration or Public Administration.
• At least 1-3 years’ experience within Project Management / Business Administration of Public Administration.
• Basic Knowledge of Project Management and Business Administration.
Primary Function: Provide administrative and project support as well as project coordination on all and or allocated housing development projects implemented by the Housing department within the City of Johannesburg.
Key Performance Areas: Participate in the identification and conceptualization of new housing projects. Assist and participate in the procurements of service providers in terms of the MFMA 2003 in consultation with Group Strategic Supply Chain Management Unit (GSSCMU). Monthly valuation and cash flow management. Coordinate and monitor projects within the unit of the PHP. To efficiently and effectively assist the operational assets and resources of the section cost effectively in accordance with the legislative framework of the City;s policies and procedures. Provide quality reports on the functions and performance of the PHP section which are factual, accurate and complete, timely and contributes to and support the overall reporting requirements.
Leading Competencies: Conflict Management
Core Competencies: Computer Literacy (Microsoft Project, Microsoft Word, PowerPoint and Excel), good communication (verbal and written), coordinating, Presentation and listening skills required.

Designation: Deputy Director: National Programme Liaison & Policy
Salary Range: R50 238.79 pm (basic salary excluding benefits)
Appointment Requirements:
• Degree in Social Sciences/Public Relations/Political Science/Public Administration or Management Sciences/related at NQF level 7;
• 7 - 9 years’ experience in Housing environment of which 4 years’ experience at middle management level;
• Experience of managing teams of people that have delivered high quality outputs on time and according to set budgets;
• Extensive and proven experience in field of research;
• Experience using statistical analysis software;
• Experience of teamwork and team leadership in a scientific and development context;
• Experience in managing and planning work from both scientific and financial/human resource perspective;
• Strategy development, policy, analytical, interpretation of legislation required;
• Strong command of both advanced qualitative and quantitative research methods and its application; and
• Strong theoretical experience and exposure, experience in the field of Housing essential.
Primary Function: Lead, direct and facilitate the intergovernmental relations with key stakeholders, including provincial, national government as well as Cities.
Key Performance Areas: Provide strategic support, leadership and management for the Sub-Unit and the achievement of integrated sustainable Human Settlements and other Housing priorities. Lead, direct and facilitate the development of human settlements and built settlement environment relationships with all spheres of government. Provide a seamless administration of the unit that is supportive to maximum attainment of the Department goals. Lead with IGR and liaison in key programmes and projects in support of business goals of the Department and the City. Develop qualitative, quantitative resolution tracking methods, implementation of intergovernmental agreements, intergovernmental and liaison strategy for the Department. Plan and develop Department strategies and research plans. Build and maintain strong relations with internal and external business units, entities, key stakeholders and peers to ensure the correct focus and support around Housing. Maximise the productivity by optimizing the effectiveness of its employees in order to enable achievement of objectives of the Intergovernmental and Liaison Sub-Directorate. Manage all aspect of the finance in control of the Intergovernmental and Liaison Sub-Directorate, including but not limited to revenue, expenditure, assets and liabilities, in accordance with the legislative framework as well as with the City’s policies and procedures. Provide quality reports on the functions and performance of the Intergovernmental and Liaison Sub-Directorate which are factual, accurate and complete, timely and contributes to and support the overall reporting requirements. Comply with all relevant legislative framework including the City’s Code of Ethics, manage and mitigate risks effectively.

Salary Range: R39 055.92 pm (basic salary excluding benefits)
Appointment Requirements:
• Grade 12 / NQF level 4 plus degree in Finance or a relevant 3-year qualification (NQF level 7).
• Accounting understanding or experience in Finance related field.
• Qualification and experience in terms of minimum competencies prescribed by National Treasury.
• 5 years’ experience in Asset Management.
• Full knowledge of Asset Management concepts and functions.
• Understanding of financial systems used within the City such as SAP.
• Good communication, analytical and problem solving, computer literate, report writing, and presentation skills required; and
• Valid driver’s license.
Primary Function: Manage the compilation, maintenance, reconciliation and, from time to time, verification of accuracy of the Computerized Asset Register as laid in the Asset Management Control Procedures. Render supportive and advisory services to Housing units regarding the efficient control and proper accounting of Fixed Assets.
Key Performance Areas: Interacts with Regions and Core functions on Asset Management Control procedures. Manage the maintenance of the Computerized Asset register in accordance with laid down procedures. Reconcile and review the Asset Register as per laid down procedures. Build and maintain strong relations with internal and external business units, entities, key stakeholders and peers to ensure the correct focus and support around Housing. To efficiently and effectively manage the operational assets and resources of the section cost effectively in accordance with the legislative framework of the City’s policies and procedures.
