RE - ADVERTISEMENT: STRATEGIC MANAGER NOTICE NO 07/2018/2019 Post Level FIVE (05) YEAR FIXED TERM CONTRACT Basic Salary SALARY: R 769 844.00 TO R 960 143.00 (ALL INCLUSIVE TOTAL REMUNERATION PACKAGE) Requirement THE INCUMBENT WILL BE REPORTING TO THE MUNICIPAL MANAGER STATIONED PLACE: MOUNT AYLIFF(MAIN OFFICES Grade 12 • Bachelor’s Degree in Public Administration or Equivalent NQF Level 7 Qualifications relevant to the field • A postgraduate qualification/s will be an added advantage • Core Occupational Competencies providing for knowledge skills, communication and exceptional and dynamic creativity to improve the functioning of the municipality. • An understanding of the local government strategic agenda • Advance understanding of council operations and delegation of powers • Good knowledge and interpretation of policy and legislation • Advance knowledge and understanding of institutional governance systems and performance management • A minimum of a five (05) years’ experience at a middle. management level preferable in local government • A Valid Driver’s License.
Key Performance Areas Ensuring that the office of the Municipal Manager is properly geared to optimally perform in accordance with the provisions of Section 55 of the Municipal Systems Act, 2000 • Assisting the Municipal Manager in the development of an economical, effective, efficient and accountable administration • Monitoring and evaluation of performance of all municipal departments • Ability to formulate and influence short, medium and long-term service delivery plan to deliver on municipal strategies and goals • Ability to develop and maintain strategic investment alliances with various stakeholders especially in water services and economic development • Responsible to ensure that key functional areas are aligned towards sustaining and improving efficiencies of the Administration, Compliance register, Strategic planning, Performance Management, Integrated Development Planning, External Audit processes (OPCAR Model) and developing standard operating procedures • Research, develop, identify and participate in the implementation of strategic and short to long term plans associated with the Administrative functionality in the Office of the Municipal Manager.
