Key performance areas: • The incumbent will lead and direct the Infrastructure and Technical Services Department in order to achieve service delivery to all areas and communities within the Zululand District Municipality • The position requires the incumbent to develop and implement appropriate strategies, plans and policies in respect of water and sanitation, roads and storm water, and electricity implementation MIG funds through the project management unit • Execute any functions delegated by the Municipal Manager in terms of delegation of powers and related functions of this post. Registration with a recognised relevant engineering professional body • Certificate of Competency as required in terms of the General Machinery Regulation, 1988 will be an added advantage.
GENERAL MANAGER: CORPORATE SERVICES TWO (2) YEARS FIXED-TERM PERFORMANCE-BASED CONTRACT Remuneration: Annual Total Remuneration package will be in terms of the Government Gazette No. 43122 Dated 20 March 2020 (Minimum R894 447.00 - Midpoint R1 022 226.00 - Maximum R1 133 463.00), Category 3 Municipality Requirements: A Bachelor's Degree in Public Administration/Management Sciences/Law; or equivalent qualification • Minimum Competency levels as set out in Government Gazette Number 29967 dated 15 June 2007 • Minimum of 5 years' Middle Management level (a Manager directly accountable to a Municipal Manager appointed in terms of Section 56 of the Act) • Computer literacy • A valid driver's licence • No criminal record. Knowledge: • Sound knowledge and understanding of local • Good understanding of the Performance Management System • Good understanding on Council Operations and Delegations of power • Understanding of Good governance • Knowledge in Audit and Risk management • Budget and financial management Understanding of Human Resources Management practices • Good knowledge of Corporate support services including: Human capital management, Legal services, Facilities management, Information communication technology and Council Support • Good knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000): Good Governance, Labour Relations Act, and other labour — related prescripts, legal background and human capital management and knowledge of coordination of oversight of all specialised support functions. Key performance areas: • Providing of Strategic guidance and leadership towards the rendering of Human Resources Management and Administration services for the Municipality • Ensuring the development, implementation, monitoring and evaluation of strategies and programmes that work towards the achievement of goals relating to Personnel Provision, Organisational Development, Labour Relations, Human Resources Development, Auxiliary Services, Employee Wellness, Occupational Safety and Personnel Administration • Development and Management of policies and systems to ensure smooth running of day to day operations, procedures and processes that relate to all the above stated functions; providing an advisory services to the senior management and council leadership regarding relevant policy and legislative issues to compliance • Compiling and managing the Directorate's annual Capital and Operational Budget; preparing and submitting reports to the Municipal Manager and committees so that they are informed of the issues relevant to Corporate Services Department • Ensuring optimum utilisation of Council resources • Leading and managing staff and all related resources.
