DIRECTOR: COMMUNITY SERVICES (5-YEAR FIXED TERM CONTRACT)
This is a re-advertisement for the position Executive Director: Community Services. All persons that applied need not re-apply as their applications will be considered.
 
Requirements:•At least a Bachelor's degree or a relevant equivalent qualification registered on the National Qualifications Framework at NQF level 7 with a minimum of 360 credits •A minimum of five years experience at senior management level and have proven successful institutional transformation within the public or private sector •Comply with all legislative competency requirements •Good knowledge and understanding of relevant policies and local government legislation •Sound knowledge and understanding of institutional governance systems and performance management •Knowledge and understanding of the key responsibility areas of the position •Knowledge of municipal government and administration and the statutory and regulatory environment 

•An understanding of the integrated nature of an effective municipal administration •Ability to engage strategically with the Executive Councillors, communities and residents •An appreciation of the centrality of the IDP for effective service delivery •A high degree of aptitude to strategic/operational planning and management, decision-making, leadership, innovation and motivation •General management skills, computer skills and a valid driver's licence •Where an applicant does not have the required Minimum Competencies as required by the MFMA, the applicant must obtain the required modules within 18 months of appointment.

 
 
 
 
CHIEF FINANCIAL OFFICER (5-YEAR FIXED TERM CONTRACT)
 
Requirements:•At least a Bachelor's degree in Accounting, Finance, Economics or a relevant equivalent qualification registered on the National Qualifications Framework at NQF level 7 with a minimum of 360 credits •At least five years appropriate experience at senior and middle management level of which at least two years (preferably three years) must have been at a senior management level •Sound knowledge of and prior exposure to local government operations and municipal financial management •Strong visionary and leadership abilities with strategic thinking and decision-making skills •In-depth knowledge of local government legislation and the statutory requirements relating to the post •Core skills as set out in the Local Government: Regulations on Appointment and Conditions of Service of Senior Managers, 17 January 2014 as prescribed in Annexure A thereof •Excellent facilitation and communication skills in at least two of the three official languages of the Western Cape •A valid Code B driver's licence •Where an applicant does not have the required Minimum Competencies as required by the MFMA, the applicant must obtain the required modules within 18 months of appointment.
