WHOLESALE AND RETAIL SETA (W&RSETA)
MANAGER: FINANCE (FINANCIAL ACCOUNTING) The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a Manager: Finance (Financial Accounting), who will report directly to the Senior Manager: Finance and be based at Head Office, Centurion. Grading: (Role Band: D2) Salary: R884 269 (Total Cost to Company per annum) The role of this position is to: Implement efficient and effective, sound financial management in line with the PFMA and any other applicable government policies and legislation that will ensure the provision of accurate, timeous and sound financial information, reports and services for the W&RSETA. Key Performance Areas will include but not limited to the following: • Implement sound financial management in line with the PFMA and any other applicable government policies and legislation • Provide strategic guidance, management and support to the Unit and ensure compliance and a performance driven focus • Analyse and interpret data in order to provide financial management information for decision making • Provide efficient financial support to the strategic projects of the SETA • Facilitate and prepare the production of Annual Financial Statements according to Generally Recognised Accounting Practice (GRAP) recognition and measurement principles • Manage the recording of additions and disposals, safeguarding (including insurance, physical verifications) and monthly depreciation of fixed assets in terms of GRAP principles and standards • Manage weekly and monthly reconciliation of all bank accounts and control accounts to subsidiary accounts • Compile, implement and report on the Unit’s operational and risk plans • Provide accounting and financial information and responses to audit, internal control and other assurance providers • Provide strategic support to the CFO • Provide guidance and support to the Business Units and the Regions • Ensure efficient use of resources • Produce monthly and quarterly statutory reports • Build and maintain an effective team within the Unit • Implement the best performance management practices, coaching and mentorship methods • Lead the Unit to achieve set goals and targets within set timeframes • Report any irregular and unlawful deviation from prescribed standards and conditions • Ensure effective control and monitoring of assets in accordance with applicable legislation, regulatory frameworks and W&RSETA standards • Assist and proactively contribute to the development and implementation of a financial strategy that will support long term sustainability for the SETA • Lead, manage, develop, coach, motivate, performance manage and inspire the Finance team ensuring performance against set individual and SETA targets • Close working relationship with Provincial offices to ensure delivery on financial services needs and requirements • Prepare sound, accurate monthly project and financial reports • Ensure the compilation of sound accurate annual contract commitment reports • Efficiently manage the collection and recording of all revenue transactions into the accounting system according to the Generally Recognised Accounting Practice (GRAP) recognition and measurement principles • Prepare project forecasts and contract cash flow projections • Continuously monitor the effectiveness and efficiencies of financial processes and procedures and implement improvement and enhancements to optimally support SETA needs and requirements • Provide proactive professional support and advice on strategic projects for the organisation • Prepare management accounts and budget variance analysis • Provide monthly and quarterly statutory reports • Implement and maintain effective and sound financial systems and controls • Prepare and submit all regulatory returns i.e. Estimates of National Expenditure (ENE), Medium term Expenditure Framework (MTEF) and so forth. • Guide, facilitate and advice on the development, management and control of project budgets • Ensure adherence to W&RSETA policies, procedures, PFMA and relevant legislation • Provide formal, standard reporting and feedback ensuring accurate, up-to-date status on SETA’s financial performance • Manage, guide, coach, performance management and • Ensure knowledge-sharing, documentation of information and a team that is informed and up-to-date with developments in the sector • Ensure a close working relationship between the different divisions to ensure the continuous delivery on SETA’s financial needs and requirements • Ensure that the synergy between the different divisions is utilized to continuously support SETA’s performance and delivery against set objectives • Ensure sound administration and recording across all finance processes and procedures • Effectively plan, coordinate, manage and execute ad hoc projects Minimum Qualifications and Experience • Bachelor of Commerce in Accounting/Financial Management or Cost Accounting • 5 years’ financial management experience as a Team Leader/Supervisor • Completed articles will be an advantage • Working knowledge of GRAP and all accounting standards • In-depth understanding and interpretation of all financial legislation and prescripts within Finance • Understanding of the Supply Chain Management processes • Experience in a SETA/Public Sector environment will be an advantage • Advanced computer literacy • In-depth knowledge and understanding of Corporate Governance and Regulatory frameworks in particular Public Financial Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework Act (PPPFA) and its most recent regulations as well as guidelines, notices and instruction notes issued by the relevant authorities from time to time • Experience in a SETA or Public Sector environment The closing date for applications is: 23 September 2023 PROJECT SPECIALIST: KWAZULU NATAL The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a Project Specialist, who will report directly to the Senior Project Specialist and be based at the KwaZulu Natal Provincial Office. Grading: (Role Band: C3) Salary: R426 706 (Total Cost to Company per annum) The role of this position is to: Efficient and effective end-to-end delivery and implementation of allocated projects and programmes: learning programmes, bursary & placements, rural development, disability, SME, career guidance, special projects in KZN that will result in optimal KZN W&RSETA performance and result in stakeholder satisfaction. Key Performance Areas will include but not limited to the following: • Effective and efficient end-to-end delivery, execution, coordination, quality assurance and implementation of allocated projects and programmes ensuring all targets are met within the specified timelines and contract specifications • Effective, end-to-end stakeholder relationship management in allocated jurisdiction ensuring stakeholders needs and requirements are met within the required skills framework and legislation • Adherence to W&RSETA policies, procedures, PFMA and relevant legislation • Effective and efficient contract management of all contracts ‘end-to-end’, including the accurate capturing, maintenance, performance management, payments, moderation and close-out on the system for all allocated contracts • Continuously track, monitor and measure the project and programme results and performance against set standards and targets (‘the number’) in order to timeously implement viable solutions to maintain or exceed targets • Provide formal, standard reporting and feedback ensuring accurate, up-to-date reflection of project and programme performance • Oversee the effective administration of all allocated projects and programmes that will result in sound audit trial • Provide sound advice and proactive support to stakeholders in the development of skills for the Wholesale sector’s sustainable future needs • Fully accountable for the Sector Liaisons Function in allocated area ensuring quality delivery within specified deadlines • Liaise with the Quality Assurance Officer to ensure all quality assurance tasks are successfully implemented • Responsible for Annexure 2 submissions and approvals • Oversee site visits to stakeholders for learner verification and monitoring • Participate in giving inputs and support to inform the development of Operational SETA’s Sector Skills Plan, Strategic, Annual Performance and Provincial Operational Plans to ensure delivery on sector needs and requirements, whilst ensuring compliance with legislation • Up-to-date knowledge and intelligence to continuously support service delivery, programme and project implementation and improve performance • Maintain a close working relationship between and amongst the KZN team to optimally support KZN performance and deliver on stakeholder needs and requirements • Supports knowledge-sharing, documentation of information and ensure a project team that is informed and up-to-date with developments in the sector • Maintain a good relationship between the different divisions to continuously supports performance and delivery against set objectives • Build, maintain and grow relationships across the allocated area of responsibility, ensuring stakeholder needs are understood, appropriate time allocation per territory and opportunities are optimally exploited • Adhere to sound corporate Governance in all aspects of the KZN ensuring the integrity of SETA operations • Behaviours and conduct are aligned with the SETA values • Effective, professional communication and dialogue with all Stakeholders • Effectively plan, coordinate, manage and execute ad hoc projects Minimum Qualifications and Experience • National Diploma in Public Administration/ Management/ Business Management • Project Management certification will be an added advantage • A degree in Public Administration/ Management/ Business Management will be an added advantage • 5 years’ experience in a project management environment with exposure to various functions in the SETA environment • Valid driver’s license and own reliable transport • Sound knowledge and understanding of the Wholesale and Retail sector, legislation and policies and procedures • Understanding of W&RSETA processes for learning programmes Annexure 2 submissions • Sound knowledge and understanding of NSDP & New Grants Regulations • Proven track record in driving execution and optimizing performance • Sound knowledge and understanding of skills development • Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA landscape Instructions to applicants • All applications must be accompanied by certified copies of the ID and all educational qualifications and they should not be older than 6 months. • Applications received after the closing date, will not be considered. • The Wholesale and Retail SETA reserves the right not to make appointment(s) to the advertised post(s). • The organisation will give preference to candidates in line with the Employment Equity goals.
