WHOLESALE AND RETAIL SETA (W&RSETA)
MANAGER: IT APPLICATIONS The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a Manager: IT Applications, who will report directly to the Information and Communications Technology Executive and be based at Head Office, Centurion. Grading: (Role Band: D3) Salary: R1 138 652 (Total Cost to Company per annum) The role of this position is to: Design, plan, direct, manage and ensure delivery of high quality IT application software, business intelligence applications and reporting services , which includes the required software and system up-dates nationally to deliver on the SETAs business needs and requirements. Key Performance Areas will include but not limited to the following: • Project manage the application development and implementation of the SETA Learner Management System with comprehensive suite of software application modules • Project manage the implementation of the Microsoft Dynamics AX (Dynamics 365 Operations On-Premise) ERP solution in the SETA • Conduct required business analysis in the SETA to optimally meet business needs and requirements of the SETA • Manage, develop, coach, motivate, performance manage and inspire the applications team ensuring performance against set individual and applications targets • Efficiently plan and manage the migration of application service from old service provider to in-house applications ensuring minimal disruptions to operations and improved service delivery • Ensure that the capacity of the application services provided is adequate for the SETA’s needs and requirements and meet the expectations of SETA operations • Manage the migration of applications services from current to the new service provider ensuring efficient planning to ensure minimum disruption to SETA operations • Communicate the project plan and rollout of various modules to all stakeholders ensuring a common understanding and efficient scheduling aligned with SETA operations • Responsible for the maintenance and support of the W&RSETA applications and their corresponding databases • Appraise management of issues and risks concerning the application’s modules and propose solutions and recommendations to address and mitigate the risks • Ensure that the application systems capacity is adjusted dynamically, aligned to the SETA’s peak periods to deliver on SETA needs and requirements • Manage the IT application change control capability in the SETA • Ensure adequate applications system disaster recovery plan that will enable work can quickly resume efficiently after a failure with minimum disruptions • Ensure that the SETA’s application systems updates and documentation are updated accordingly • Prepare and maintain project quality and risk registers • Manage all IT applications and database related business requirements and change controls • Evaluate and make recommendations on technical options to ensure value delivery Monitor progress against the project schedule • Evaluate requests for scope change and make the necessary recommendations and business cases • Update project execution plan and Change Control log • Monitor, control and ensure cost effective utilization and reporting on project budget plans • Receive, check, verify and submit invoice/payment certificates and supporting documents • Submit consolidated project expenditure • Resolve projects implementation constraints • Comply with all ICT related internal and external audit requirements • Report on project governance • Provide service level management reports to the ICT Executive ensuring informed leadership • Network, form partnerships and collaborate with stakeholders • Represent the SETA at forums • Compile and submit non-compliance reports • Ensure that quality management principles and processes are applied • Adherence to W&RSETA policies, procedures, PFMA and relevant legislation • Continuously track, monitor and measure individual and applications performance against set standards and performance targets • Formal, standard reporting and feedback ensuring accurate, up-to-date reflection of applications performance • Effective utilization of research, best practice, up-to-date knowledge and intelligence to continuously support service delivery and improve performance • Knowledge-sharing, documentation of information and a team that is informed and up to-date with developments • Close working relationship between the different divisions to ensure the continuous delivery on SETA’s performance targets • Sound corporate governance in all aspects of applications • Professional visible representation of the SETA, ensuring all behaviours and conduct are aligned with the SETA values • Ensure effective, professional communication and dialogue with all Stakeholders, Management, Staff and external Stakeholders • Effectively plan, coordinate, manage and execute ad hoc projects Minimum Qualifications and Experience • Bachelor’s degree in Computer Science/Information Technology • 5 years’ project management experience in IT application development as a Team Leader or Supervisor • 5 – 8 years’ experience in managing the implementation of Microsoft ERP projects • Extensive experience in IT project management (either software or hardware related) • Ability to present to senior management • Familiarity with basic information management practices • Ability to balance the long-term (“big picture”) and short-term implications of individual decisions • Knowledge of software development agile methodologies • Proven track record of programme and project management • Understanding and knowledge of corporate governance principles and legislation including but not limited to Companies Act and King IV Report • Experience in a SETA/Public Sector environment will be an advantage • Valid driver’s Grading: (Role Band: C3) Salary: R426 706 (Total Cost to Company per annum) The role of this position is to: Efficient and effective end-to-end delivery and implementation of allocated projects and programmes: learning programmes, bursary & placements, rural development, disability, SME, career guidance, special projects in KZN that will result in optimal KZN W&RSETA performance and result in stakeholder satisfaction. Key Performance Areas will include but not limited to the following: • Effective and efficient end-to-end delivery, execution, coordination, quality assurance and implementation of allocated projects and programmes ensuring all targets are met within the specified timelines and contract specifications • Effective, end-to-end stakeholder relationship management in allocated jurisdiction ensuring stakeholders needs and requirements are met within the required skills framework and legislation • Adherence to W&RSETA policies, procedures, PFMA and relevant legislation • Effective and efficient contract management of all contracts ‘end-to-end’, including the accurate capturing, maintenance, performance management, payments, moderation and close-out on the system for all allocated contracts • Continuously track, monitor and measure the project and programme results and performance against set standards and targets (‘the number’) in order to timeously implement viable solutions to maintain or exceed targets • Provide formal, standard reporting and feedback ensuring accurate, up-to-date reflection of project and programme performance • Oversee the effective administration of all allocated projects and programmes that will result in sound audit trial • Provide sound advice and proactive support to stakeholders in the development of skills for the Wholesale sector’s sustainable future needs • Fully accountable for the Sector Liaisons Function in allocated area ensuring quality delivery within specified deadlines • Liaise with the Quality Assurance Officer to ensure all quality assurance tasks are successfully implemented • Responsible for Annexure 2 submissions and approvals • Oversee site visits to stakeholders for learner verification and monitoring • Participate in giving inputs and support to inform the development of Operational SETA’s Sector Skills Plan, Strategic, Annual Performance and Provincial Operational Plans to ensure delivery on sector needs and requirements, whilst ensuring compliance with legislation • Up-to-date knowledge and intelligence to continuously support service delivery, programme and project implementation and improve performance • Maintain a close working relationship between and amongst the KZN team to optimally support KZN performance and deliver on stakeholder needs and requirements • Supports knowledge-sharing, documentation of information and ensure a project team that is informed and up-to-date with developments in the sector • Maintain a good relationship between the different divisions to continuously supports performance and delivery against set objectives • Build, maintain and grow relationships across the allocated area of responsibility, ensuring stakeholder needs are understood, appropriate time allocation per territory and opportunities are optimally exploited • Adhere to sound corporate Governance in all aspects of the KZN ensuring the integrity of SETA operations • Behaviours and conduct are aligned with the SETA values • Effective, professional communication and dialogue with all Stakeholders • Effectively plan, coordinate, manage and execute ad hoc projects Minimum Qualifications and Experience • National Diploma in Public Administration/ Management/ Business Management • Project Management certification will be an added advantage • A degree in Public Administration/ Management/ Business Management will be an added advantage • 5 years’ experience in a project management environment with exposure to various functions in the SETA environment • Valid driver’s license and own reliable transport • Sound knowledge and understanding of the Wholesale and Retail sector, legislation and policies and procedures • Understanding of W&RSETA processes for learning programmes Annexure 2 submissions • Sound knowledge and understanding of NSDP & New Grants Regulations • Proven track record in driving execution and optimizing performance • Sound knowledge and understanding of skills development • Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA landscape Instructions to applicants • All applications must be accompanied by certified copies of the ID and all educational qualifications and they should not be older than 6 months. • Applications received after the closing date, will not be considered. • The Wholesale and Retail SETA reserves the right not to make appointment(s) to the advertised post(s). • The organisation will give preference to candidates in line with the Employment Equity goals.
