WHOLESALE AND RETAIL SETA (W&RSETA) SENIOR MANAGER: STRATEGIC PLANNING The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ Senior Manager: Strategic Planning (Role Band: D5), who will report directly to the SPPE Executive and be based at Head Office in Centurion. Grading: (Role Band: D5) Key Scale: R 1 403 732 (Total Cost to Company) The role of this position is to: To direct, manage and efficiently and effectively coordinate all aspects of the SETA’s strategic planning processes ensuring optimal alignment with the wholesale and retail sector needs and requirements in the short, medium, and long term & government key strategic priorities; Implement control mechanisms for guiding the successful implementation of the W&RSETA strategy.
Key Performance Areas will include but not limited to the following: • To direct, manage and efficiently coordinate all aspects of the SETA’s strategic planning processes ensuring the required inputs, intelligence, quality assurance to deliver on the NSDP, DHET and stakeholder needs and requirements, whilst ensuring adherence to legislation. • Manage and coordinate the efficient compilation of the 5-year Strategic Plan (SP) and Annual Performance Plan (APP) of the SETA ensuring the required inputs from all stakeholders to ensure delivery on wholesale and retail sector needs and requirements in the short, medium, and long term. • Drive, manage and coordinate the development of the SETA’s Annual Performance (APP) and SETA Operational Plan to ensure delivery on sector needs and requirements and the NSDP, whilst ensuring compliance with legislation. • Manage the efficient development, implementation and monitoring of the Strategic Management Policies, programmes, procedures, and guidelines. • Ensure the successful development of a Small, Medium and Micro Enterprises (SMME), Informal Traders strategy, framework, policy, and procedures aligned with the NSDP and complaint with legislation for implementation by the provinces. • Ensure the successful development of a disability skills development strategy, framework, policy, and procedures aligned with the NSDP and compliant with legislation for implementation by the provinces. • Ensure the successful development of a rural skills development strategy, framework, policy, and procedures aligned with the NSDP and compliant with legislation for implementation by the provinces. • Ensure the successful development of a bursary and graduate placement and internship strategy, framework, policy, and procedure aligned with the NSDP and compliant with legislation for implementation by the provinces. • Ensure the successful development of a career guidance strategy, framework, policy, and procedures aligned with the NSDP and compliant with legislation for implementation by the provinces. • Ensure optimal integration of all strategic planning functions across the SETA operational plans. • Ensure efficient, effective, timeous, and professional monthly and quarterly consolidated SMME, Disability, Career Guidance, Bursary & Placements, Rural Development & Graduate Placement reporting to Senior Manager Performance & Reporting. • Close working relationship with Research and Innovation Specialist to ensure the required intelligence and insights for the strategic planning process. • Ensure alignment between projects and the annual strategic plan to optimize delivery on the SETA’s objectives and mandate and ensure programmes and projects, sustain meaningful impacts in the sector. • Provide strategic integration and strategic management of all the SETA’s strategic requirements, plans and processes. • Lead, manage, develop, coach, motivate, performance manage and inspire the Strategic Planning team ensuring performance against set individual targets. • Detailed analysis of wholesale and retail sector to accurately forecast SETA’s needs and requirements in the future and translation of these needs and requirements into viable solutions. • Ensure knowledge-sharing, documentation of information and a team that is informed and up-to-date with developments in the sector. • Ensure that W&RSETA comply with its own quality management services standard. • Ensure a close working relationship between the different divisions to ensure the continuous delivery on SETA’s performance targets. • Ensure that the synergy between the different divisions is utilized to continuously support SETA’s performance and delivery against set objectives. • Build, maintain and grow strategic relationships with Department of Higher Education and Training and other National agencies, such as DPME. • Manage, control and ensure the cost-effective utilization of the Strategic Planning budget. • Ensure adherence to W&RSETA policies, procedures and relevant legislation. • Professional visible representation of the SETA, ensuring all behaviours and conduct are aligned with the company values. • Provide proactive advice and identify opportunities to enhance SETA’s performance in the short, medium and long term. • Maintain professional and technical knowledge ensuring benchmarking against state-of-the-art practices and a team that is informed of new developments and initiatives. • Provide formal, standard reporting and feedback ensuring accurate, up to date reflection of status. • Investigate different initiatives and conduct impact analysis, to determine the viability of different initiatives. • Effectively plan, coordinate, manage and execute ad hoc projects. Minimum Qualifications and Experience • Bachelor’s Degree in Social /Management/ Economic Sciences/Administration/Monitoring and Evaluation • An NQF 8 or higher qualification and/or will be an added advantage. • 7 years’ experience in a senior management position with exposure to strategic planning • Sound knowledge and understanding of Strategic Planning Framework and Government –Wide Monitoring and Evaluation Framework. • Experience in analyzing and interpreting data in a variety of complex processes using standardized methods. • Proven track record in the efficient development of organizational strategies and plans. • In depth knowledge and understanding of the Skills Development Act, Skills Development Levies Act, and the National Skills Development Plan (NSDP). • Experience with the full range of business functions and systems. • Keep abreast of new developments and strategies in the sector. • Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA landscape.
