SENIOR MANAGER: INFORMATION AND COMMUNICATION TECHNOLOGY Component: Corporate Services Department: Western Cape Liquor Authority Bellville Reference Number: WCLA 02/2023 Requirements: • Relevant professional qualification/s in the IT field. • A minimum of 5 years management experience. • A minimum of 8 years’ ICT experience. Experience and competencies deemed relevant: • Project management experience • ITIL expert (V3) or ITIL Managing Professional (v4) certification • CRISC (Certification in Risk and Information Systems and Control) • CISM (Certified Information Security Manager) • MS Azure Fundamentals Certification • PRINCE 2 practitioner • CSX-P Cybersecurity Practitioner • CDPSE (Certified Data Privacy Solutions Engineer) Or any equivalent or relevant certification. Key performance areas: • Strategic Management of Information and Communication Technology: ➢ Contribute directly to the strategy, development and quality of IT Service Management and the WCLA’s service delivery capability. ➢ Proactive stakeholder management and drive underlying IT operational process and infrastructure, to direct continuous improvements across the supporting teams to meet existing customer contract/statement of work, Service Level Agreements (SLAs), and Operating Level Agreements (OLAs) and compliance requirements. ➢ Own and lead the execution of the process development and improvement roadmap for multiple ITIL processes to improve alignment and business outcomes. ➢ Develop both short- and long-term service and process goals and maturity levels to be achieved over the specified time period. ➢ Close working relationship with the management structure to provide thought leadership on ITSM and ITIL process development, the current position, roadmap and strategic direction of ICT. ➢ Conduct required analysis in the WCLA to optimally meet stakeholder and business needs and requirements of the WCLA. ➢ Monitor, control and ensure cost effective utilization and reporting on project budget plans. ➢ Report on project governance ➢ Provide service level management reports to the Executive ensuring informed leadership. • Operational Management of Information and Communication Technology: ➢ Manage the procurement of all goods/services. ➢ Effectively plan, develop and manage IT service delivery to all end users and business units ensuring delivery on business needs and requirements. ➢ Maintain and ensure high performing service support functions including an IT Service Desk, Desktop Support and VIP Support. ➢ Owner of the Incident Request, Change and Escalation processes, ensuring high levels of performance in these processes, accurate reporting and establishing service improvement activities when required. ➢ Monitor, control and support service delivery, ensuring systems, methodologies, protocols and procedures are in place and are followed. ➢ Drive and manage internal and third-party service review meetings covering performance, service improvements, quality and processes. ➢ Comply with all ICT related internal and external audit requirements. ➢ Compile and submit non-compliance reports. ➢ Continuously track, monitor, and measure individual and applications performance against set standards and performance targets. ➢ Effectively plan, coordinate, manage, and execute ad hoc projects. • Information Technology Management: ➢ Own specific IT Services and ensure their effective delivery, management and improvement to meet WCLA needs and requirements. ➢ Create, monitor, and report on a comprehensive set of metrics and KPIs based on the IT Service Level Agreements (SLAs) and service deliverables and agreements. ➢ Partner and collaborate with other teams to deliver a holistic ITSM program with a coordinated set of continuous improvement initiatives. ➢ Adherence to WCLA policies, procedures, PFMA and relevant legislation. ➢ Formal, standard reporting and feedback ensuring accurate, up-to-date reflection of IT service delivery performance. ➢ Ensure approved IT policies and procedures are in place and implemented. ➢ Liaison between WCLA and IT Service Providers. ➢ Ensure effective identification of IT risks. ➢ Ensure effective mitigation of IT risks and implementation plans. ➢ Manage and maintain the WCLA website. ➢ Manage and maintain any linked ICT infrastructure and system (e.g. telephony system). • Strategic and Performance Monitoring Management: ➢ Ensure all IT policies and procedures are in place and implemented. ➢ Contribute to the WCLA strategic decision-making process. ➢ Prepare and manage budget for Component. ➢ Proactively manage and report on component’s projects. ➢ Accurate input to QPR for component provided timeously. ➢ Ensure all policies and SOP’s (internal controls) developed and implemented for component. • Component Management: ➢ Ensure relevant measures are in place for the Component to deliver on its mandate. ➢ Ensure staff development and performance management takes place. ➢ Manage, develop, coach, motivate, performance manage and inspire the IT service delivery team ensuring performance against set individual and IT service delivery targets. Knowledge: • Working knowledge of relevant Public Sector legislation, e.g. PFMA, National and Provincial Treasury Regulations. • Working knowledge of relevant industry legislation and regulations, e.g. SITA Act, POPI, PAJA, PAIA. • High level working knowledge of ICT and Risk management. • Detailed working knowledge of Project Management. Skills: • High level of report writing skills • Strong analytical and systematic problem-solving skills. • Ability to thrive in a fast-paced environment managing multiple projects and tight deadlines. • Exceptional interpersonal, communication, writing, reporting and presentation skills. • Ability to function independently and within a team. • Ability to prioritize and adapt, managing multiple projects and tight deadlines. • Computer literate.
