Duties 1. Oversee Human Resource Management and Administration services • Manage conditions of services (Leave, Housing, Medical, Injury on duty, Long service recognition, overtime, relocation, retirement, pensions, transfers, allowances etc.). • Supervise the recruitment and selection processes as per the department and college prescripts (advert, shortlisting, interviews, security vetting, competency test, reference check, verification of qualifications). • Management of the Human Resources Personnel records. • Administration of payroll System. • Advise staff of HRM related issues. 2. Oversee Human Resource Development services • Administration of staff bursaries. • Administration of Internship and Work Integrated Learning (WIL). • Conduct staff induction. • Coordinate and facilitate the training interventions. • Develop and implement Workplace Skills Plan (WSP). • Administration of Performance Management and Development Systems (PMDS) and Integrated Quality Management System (IQMS). 3. Coordinate and facilitate organizational development services • Coordinate the design, review, and implementation of the college organizational structure. • Facilitate the development of Job Descriptions. • Coordinate the Job Evaluation of posts and submit to the Department. • Conduct work-study and business process re-engineering. • Facilitate change management and organizational transformation services. 4. Coordinate and facilitate Human Resource Planning (HRP) and Employment Equity (EE) services • Develop, coordinate, implement, monitor, and review the college HR plan. • Develop, coordinate, implement, monitor, and review the college EE plan. • Provide report on HR and EE plans to management and relevant structures. 5. Provide Employee Health and Wellness (EHW) services • Implement wellness programmes and service for the college. • Coordinate and manage HIV, AIDS, STI and TB services. • Coordinate and manage health productivity programmes. • Implement health and safety working environment programmes. • Promotion of sport activities to encourage physical fitness and healthy lifestyle. 6. Develop and implement Human Resource related policies and manuals. 7. Management of human and financial resources of the unit.
1 X SENIOR PERSONNEL PRACTITIONER: HR DEVELOPMENT (SALARY LEVEL 8) Salary: R316 791.00 Per Annum (plus benefits) Reference Number: CORP/HRD/SPP/01 Site: Corporate Office Park; Randfontein Minimum Requirements: • Recognised Bachelor’s Degree/National Diploma in Human Resource Management/Development or equivalent NQF level 6 qualifications relevant to the post. • Minimum 3 years administrative experience in a Human Resource Development environment. • Proven knowledge and experience in PERSAL System. Additional Requirements: • Sound understanding of prescripts governing the TVET sector including amongst others CET Act etc. • Good understanding and interpretation of public service prescripts i.e Public Service Act, Public Service Regulations, Employment Equity Act, Skills Development Act, Skills Development Levies Act, NSDS and other related policies. • Knowledge of HRD processes and procedures. • Computer Literacy. • Good communication, negotiation, and problem-solving skills. • Planning, organising and organising skills. • Research, report writing and presentation skills. • Diversity management skills. • Able to arrange and conduct training. • Registration with professional body i.e South African Board for People Practices (SABPP). • A valid code 8 driver’s license. Duties 1. Oversee the implementation of the Performance Management Development System (PMDS) and Integrated Quality Management System (IQMS): • Ensure and monitor correct application of PMDS and IQMS. • Ensure compliance with the PMDS and IQMS related activities or requirements. • Capturing of the PMDS and IQMS information on the PERSAL System. • Provide technical advice on PMDS and IQMS related matters. • Provide reports on the application of the PMDS and IQMS. • Conduct PMDS and IQMS workshops in the college. 2. Oversee the implementation of bursary programme in line with the Department and College prescripts: • Administration and facilitation of bursary applications • Convene bursary committee meetings to adjudicate, award bursaries and report on the bursary scheme. • Develop and manage the database of all bursary holders. • Provide reports on the implementation of bursary programmes, submit to management and PSETA. • Conduct bursary audits and submit to management. 3. Develop and submit WSP and ATR to ETDP-SETA according to the needs analysis and Personal Development Plans (PDP): • Identify appropriate skills development and training needs of staff. • Develop and monitor the implementation of the workplace skills plan (WSP). • Compile, submit the WSP and annual training report to the ETDP-SETA and PSETA. 4. Oversee the implementation of skills development and training interventions: • Serve as a secretary and advisor training and bursary committees. • Compile and submit training report to management. • Administer effective skills development and training of staff. • Develop training schedule and implement in line with skills development requirements. • Liaise with the approved internal and external training service providers. • Conduct and facilitate training and workshop for staff in the college. • Keep record of staff training. 5. Conduct induction and orientation programme. • Conduct induction and orientation programme for staff. • Coordinate the implementation of the Compulsory Induction Programme (CIP). 6. Develop and submit NSDS III quarterly, annual and expenditure reports to P-SETA. 7. Coordinate and facilitate organizational development services • Assist with the development, implementation, monitoring and review the college organizational structure. • Facilitate the development of Job Descriptions. • Coordinate the Job Evaluation of posts. • Conduct work-study and business process re-engineering. • Facilitate change management and organizational transformation services. 8. Develop, monitor, implement, and review HRD related policies. 9. Management of human resources of the unit.
