OFFICE OF THE MUNICIPAL MANAGER MANAGER - RISK MANAGEMENT Post Level : 03 Salary Scale : R692 249.24 pa (Excluding Benefits) Requirements: • Grade 12 plus National Diploma / Bachelor Degree or equivalent in Risk Management/ Internal Auditing/ Accounting. • 5 years relevant experience. Key Performance Areas: • Facilitate annual risk assessments to identify possible risks which could hamper the achievement of the targets set by the municipality via the IDP and operational targets in the SDBIP. • Develop risk registers with analysis of the risks and clear risk mitigating factors with timelines and assigned responsibilities. • Coordinate the regular reporting by directorates and units on the progress made in mitigating risks identified. • Co-ordinate and monitor the security service provision. • Conduct regular security risk assessment to ensure the safety of Municipal assets, infrastructure and employees. • Develop evaluating systems for monitoring the Municipality’s business risks. • Recommend risk management interventions and actions to management. • Control activities of the division to ensure that all the required objectives are met and that the set standards are adhered to provide progress records to the risk management committee including the Municipal Manager. • Engage relevant stakeholders to intervene on issues identified and manage the risk register. • Manage relationships with decision-makers in key organizations and maximize benefit of risk and security as well as with business contacts. Ensure that municipality values are adhered to in all the dealings with stakeholders. • Develop required and prescribed security management policies procedures and strategies covering both physical and information security aspects for security. • Determine action and mitigation plans related to security management. • Facilitate and conduct Security Management awareness campaigns for the Municipality. Monitor monthly Security statistics and consolidate quarterly reports. • Develop required and prescribed fraud and crime prevention policies, strategies and procedures aligned to the Municipality’s risk profile. Develop action and mitigation plans related to fraud and crime prevention. Facilitate and conduct fraud and crime awareness campaign for the Municipality. GRAPHIC DESIGNER Post Level : 06 Salary Level : R474 393 68 Requirements: • Grade 12 • Degree / National Diploma in Graphic Design. • Adobe suites: (Photoshop and Illustrator) Coreldraw and Canva will be added as an advantage. • Portfolio of evidence (pleases attached) not less than 3 pages. • Communication Skill • Writing Skill • Code B Driver’s License • A minimum of 2 years experience. INTERNAL AUDITOR X2 Post Level : 06 Salary Scale : R474 393 68 Requirements: • Grade 12 • B.Com Degree/National Diploma: Internal Audit or equivalent, • Registered member of the Institute of Internal Auditors (IIA), • Internal Audit Technician (IAT) qualification will be an added advantage, and • Code 8 Drivers ‘licence. • 1 Year experience in auditing municipalities. Key Performance Area: • Perform duties in terms of Section 165 of the Municipal Finance Management Act, ISPPIA(Standards) and Section 38 of the Municipal Systems Act, • Provide inputs on the development of a risk-based internal audit plan in line with the municipal vision, mission and strategic objectives, • Conduct Internal audit assignments, • Provide inputs on the review of Internal audit charter, • Prepare value-adding report findings, • Prepare Internal audit project files, • Provide secretariat services during Audit committee and Audit steering committee meetings, and • Perform any other duties as assigned by the CAE. DEPUTY MANAGER IGR Post Level : 4 Salary Scale : R578 464.34 Requirements: • Grade 12 • Bachelor’s Degree / National Diploma in Public Administration/ Public Management/ Political Science or equivalent, • Knowledge in Public Administration or Public Sector Management Intergovernmental Relations environment • Code 8 Drivers licence. • 4 Years relevant experience. OFFICE OF THE EXECUTIVE MAYOR CHIEF OF STAFF Post Level : 03 Salary Scale : R692 249.24 pa (Excluding Benefits) NB. This is a fixed-term contract of employment linked to the term of office of the Executive Mayor. The contract may not be longer than 30 days after the Executive Mayor vacates office. Requirements: • BA Degree in Political Science /Public Management or equivalent • Post graduate qualification will be an added advantage. • Exceptional Computer literacy (MS Word, Excel, PowerPoint, Internet & E-mail) • Speech writing skills. • Excellent office management, leadership and analytical skills • Ability to demonstrate resilience and to function effectively under pressure • Knowledge of and interpretation of legislative framework, service delivery, imperatives and implementation thereof • Ability to understand and observe protocol • Experience and Understanding of a political environment will be an added advantage. This is a fixed-term contract of employment linked to the term of office of the Speaker. The contract may not be longer than 30 days after the Speaker vacates the office. DEPARTMENT: TECHNICAL SERVICES PROCESS CONTROLLERS (WASTE WATER AND PORTABLE WATER) X15 Post Level : 12 Salary Scale : R195 920 40 Requirements: • Grade 12 • National Certificate in Water, Chemical Engineering. • National Diploma will be added as an advantage. • Should comply with applications to qualify for a class 3 Process controller’s registration by DWS. • A Minimum of 2 years relevant experience. Key Performance Areas: • Operating the portable/waste water treatment plant • Conducting operational tests • Ensure that all safety and process procedures are adhered to • Ensure compliance of the water treatment plant and water quality • Take daily recordings of the plants production. WATER SERVICES PLANNING TECHNICIANS X3 (PLANNING, DESIGNS AND IMPLEMENTATION) Post Level : 5 Salary Scale : R477 103.60 Requirements: • National Diploma/Bsc/B-Tech in Civil Engineering, Hydrology and Water Resources • 3 years’ relevant experiences • A valid driver’s license. Key Performance Areas: • Negotiate and liaise with all relevant stakeholders including, Local municipalities, Communities, Sector Departments and Private Sectors • Compile specification including terms of reference of projects and obtain quotations • Evaluates tender documents and Technical reports • Prepare and evaluates budgets for projects and perform any administrative work related to water services projects • Develop and review the Water Services Plans such as the WSDP, Water Services Master Plans etc • Develop Business plans and able to analyze and interpret the Technical Reports Expected to prepare and presents presentations to various fora as and when required on behalf of the Municipality • Assess the water services needs in the communities, report writing and develop program of action to address the identified challenges • Attend various meeting as and when needed to do so with various institutions including the communities • Ensure the collection of hydrological data • Management of geo-hydrological data • To assist in the analysis/compilation of specification, methods and plans. LAND SURVEY TECHNICIAN X1 (PLANNING, DESIGNS AND IMPLEMENTATION) Post level : 5 Salary Scale : R477 103.60 Requirements: • Grade 12 • National Diploma/Bsc/B-Tech in Land Surveying. • A minimum of 3 years’ relevant experiences • Computer literacy, Technical, administrative communication skills • A valid driver’s license.
