Minimum Requirements: The incumbent must have an appropriate Bachelor Degree/NQF level 7, preferable a Post Graduate Degree) in the field of Accounting Financial Management or Economics qualification Preferably an Associate member of IMFO and or Chartered Accountant (SA)Extensive experience in financial and in general management in a local government or public sector environment with (Minimum 7 years at senior and middle management of which 2 years must have been in Senior Management. As well as Financial and Supply Chain Management Competency Areas as prescribed in terms of Municipal Regulations on Minimum Competency Levels 2007 for Chief Financial Officers. Computer literacy Fluency in IsiZulu and English, Valid driver’s licence. SKILLS AND COMPETENCIES Knowledge and experience of the principles of good corporate governance and compliance in a government or quasi government environment as well as policy formulation and implementation; risk management; implementation of systems and controls and performance management. Practical understanding of the constitution, legislation and policy frame works governing the local sphere of government and in particular the responsibilities of a senior manager in terms of the Municipal Systems Act.32 of 2000 and the Municipal Finance Management Act. Strategic capability and leadership, Financial management, Programme and project management, Problem solving and analytical, People empowerment, Client orientation and customer focus, Communication, Honesty and integrity.
