UMSOBOMVU LOCAL MUNICIPALITY PERSONNEL VACANCY RE-ADVERTISEMENT DUE TO INCORRECT EXPERIENCE REQUIIREMENTS Umsobomvu Municipality, serving the towns and rural areas of Colesberg, Noupoort and Norvalspont, invites applications from suitably qualified candidates to fill the vacant position of Chief Financial Officer within its establishment. CHIEF FINANCIAL OFFICER
Qualifications: Bachelor degree in Accounting, Finance or Economics or a relevant qualification registered on the National Qualification Framework at NQF Level 7 with a minimum of 360 credits. Experience: Minimum of 5 years at middle management level. Core and Leading Competencies: As stipulated in Annexures A of the Government Notice 21: Regulations on Appointment and Conditions of Employment of Senior Managers No.21 published in Government Gazette No. 37245 dated 17 January 2014. Financial and Supply Chain Management Competency Areas: As per the listed unit standard in the column under the heading: Minimum Competency Levels in Unit Standards contained in Regulation 5 of the Municipal Regulations on Minimum Competency Levels, dated 15 June 2007. • Annual Total Remuneration Package: According to Government Gazette No. 43122 dated 20 March 2020: Upper Limits of Total Remuneration Packages Payable to Municipal Managers and Managers Directly Accountable to Municipal Managers for a category 1 municipality plus a 7% remote allowance. • Term of Appointment: - The post is a fixed term contract of employment of 5 years subject to acceptable conduct and performance during the term. - Good facilitation and communication skills in at least two of the three local official languages. • KNOWLEDGE, SKILLS AND PERSONAL ATTRIBUTES: - Good knowledge and understanding of relevant policy and legislation; - Good knowledge and understanding of institutional governance systems and performance management; - Good knowledge of financial management, including: revenue management; supply chain management; Budgeting; - Good management of expenditure and financial reporting; - Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000); - Good governance; - Knowledge of coordination and oversight of all specialised support functions Please Note: 1. Umsobomvu municipality reserves the right to nullify or cancel an employment contract and recover all costs incurred by the municipality including remuneration, cost of advertisement, travel and subsistence allowance to attend interviews, etc., should it be discovered that the successful candidate submitted false or insufficient information which resulted to the contravention of the provisions of Municipal Council Policies, Municipal Systems Amendment Act, 2000 (Act 32 of 2000) or any other relevant legislation. 6. Canvassing and/or lobbying of Councillors for the purpose of being appointed is not permitted and proof thereof will result in the disqualification of an applicant. 7. In the event that an offer of employment is unreasonably declined, the applicant shall be liable for all costs incurred by the municipality including advertisement, travel and subsistence allowances to attend the interviews and assessment and assessment costs. 8. The successful applicant will be stationed in Colesberg, Northern Cape and the appointment will be subject to the signing of an employment contract and a performance agreement. The appointment will be done in accordance with the Regulations on Appointment and Conditions of Employment of Senior Managers. 10.
