UMNGENI LOCAL MUNICIPALITY uMNGENI MUNICIPALITY with its legislative and administration seat in Howick seeks the services of suitably qualified and/or experienced persons for the following posts: NOTICE: 23/2022 FINANCE DEPARTMENT CHIEF FINANCIAL OFFICER (Reports directly to the Municipal Manager) PERMANENT CONTRACT Salary: Negotiable, attractive, competitive remuneration package for category 3 municipality as per Local Government Municipal Systems Act and Regulations: Appointment and conditions of employment of Senior Managers in terms of Government Gazette Notices on upper limits of total remuneration packages to Managers accountable to Municipal Managers. Requirements: Degree in Accounting / Financial Management (NQF level 7). Preference will be given to candidates qualified as CA (SA) or CIMA. Minimum of 7 years at Senior and Middle management level of which at least 2 years must be at senior management level (5) years Management Experience, preferably in Local Government environment. Compliance with the National Treasury Regulations on the Required Minimum Competency Level in Unit Standards for Chief Financial Officers. Knowledge of legislation governing local government particularly those relevant to financial services. Strong programme management skills*Strategic leadership and people management capabilities coupled with assertiveness and self-motivated personal attributes. Knowledge: Advanced understanding of institutional governance system • A proven track record of budget and finance management • Ability to be an innovative and strategic leader. Experience in any of the financial systems that are used in municipality will be a further advantage Responsibilities: Reporting directly to the Municipal Manager, will develop, implement and manage strategic goals, policies and procedures in alignment to the municipality’s IDP strategic goals and objectives • Effectively manage financial services (budgeting, income, supply chain management, expenditure, activity-based costing, asset management) through the establishment, implementation and maintenance of a financial management strategy. Responsible for adequate compliance with relevant legislation and policies including GRAP standards and applicable reforms. Governance ethics and values in financial management. Setting up administrative and operational protocols. Working closely with Internal and External Auditors to ensure Quality Assurance is achieved. Strict adherence to council Performance Management System and Financial Performance reporting. Risk and Change Management. Responsible for Human Capital Development. Liaison with National and Provincial Government Institutions.
